This monument was originally situated on the median strip in High Street, outside the original Town Hall building, which subsequently became the town's Library, and is now the Shire Offices I.T Department. The memorial was moved some time in the 1960's to it's present site, which is now immediately surrounded by the Shire of Campaspe Echuca Library which was built in the early 2000's . The memorial now also mentions other wars of the 20th Century.The memorial now represents all people from the surrounding districts who have been lost to all Wars. The memorial is the focus of the Anzac Day ceremonies. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. From the platform you. can see the Dandenongs, the city of Melbourne, the You Yangs, Mount Macedon, the Kinglake Ranges and the Mt Baw-Baw Ranges where the Yarra River starts. This landscape covers all the ancestral lands of the Wurundjeri and some of the wider Kulin nation land. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The Sturt Street Gardens run down the centre of Ballarat's main street. It boast many statues. In front of the depicted Ballarat Town Hall is the Boer War Memorial which commemorates soldiers who have taken part in the South African War. The scuplture is by James White, and it was proposed by Cr J.J. Brokenshire, and was approved at the Council meeting on 31 May 1900. The foundation stone was laid on May 1901 but was relocated to the present site and re-laid by the then Mayor Brokenshire. Aussie, a lighthearted account of life in the field for Australian troops during WW1. Featuring stories, cartoons, letters to the editor and much more. Aussie was conceived in November 1914 but it was not until January 18, 1918 that Aussie was first published with a print run of 10,000 copies. The third issue had a print run of 100,000 copies. A couple of single original issues are also in the archive. This was a compilation put together by Phillip Harris from the original editions and printed in Australia in 1920. Funds raised from the sale of the compilation went towards the construction of The Australian War Memorial.Despite the dreadful conditions on the Western Front during the war the Australian troops managed to procure enough rescoures to publish an interesting and humour packed account of life for them as it was. This painting was presented to the St Vincent's civilian medical team by the people of An Giang Province, Vietnam, in recognition of their work in the area. St Vincent's sent four civilian clinical teams to Long Xuyen, South Vietnam, 1965 - 1966 as part of an aid program administered by the Australian Department of External Affairs to assist Vietnamese medical and paramedical personnel and provide medical aid to everyone who needed it. The service of the Australian civilian teams who went to Vietnam 1964 - 1972 was recognised with a special plaque within the grounds of the Australian War Memorial in October 2008. This item has historical significance because it is a memento of the hospital's involvement in a nationally significant wartime aid program to South Vietnam. A file copy of a letter sent from Legatee Rob Allison to Robert Bowring (6th November 2000) in answer to a request regarding the origins of the first Dawn Service. Legatee Rob Allison signed himself as the Chairman, Advisory Tradition and History Committee. To research his response he consulted the AWM and summarised the content in the letter and enclosed four articles. Unfortunately the four articles sent to Robert Bowring are not included here. L/- Rob Allison makes reference to information obtained from Dr Richard Reid (historian at the Australian War Memorial and then the Commonwealth Branch of the Department of Veterans Affairs). Also Rob Allison makes reference to Lyn Witheridge (Australian War Memorial and later with the Centenary Federation Secretariat). He was addressing the rumour that there was a Dawn Service held in Albany WA in 1914 when the first convoy in WW1 from Australia was about to sail from Albany. The letter also makes reference to a gathering at Toowoomba QLD on Anzac morning 1919, however that rumour suggest that flowers were placed on returned soldiers graves, L/- Allison cast doubt about the placing of flowers on graves of returned service personnel, because only Major General Bridges and the Australian Unknown Soldier were the only two WW1 troops killed in action, to be returned to Australia.A record that members of the public approached Legacy with questions about military and post war history. It has been meticulously compiled from a variety of official war records and local information and is the most comprehensive work available on the records of World War One enlistments from Warrnambool and district. Australia’s military involvement in World War One was highly significant and a most important event in the history of our growth as a nation and our newfound place on the world stage. This book is very important as it gives a comprehensive coverage of the people from Warrnambool and district who enlisted in World War One. It is an essential reference for researchers of those times and for family history recorders. This is a soft-cover book of 270 pages. The Battle of Amiens, also known as the Third Battle of Picardy (French: 3ème Bataille de Picardie), was the opening phase of the Allied offensive which began on 8 August 1918, later known as the Hundred Days Offensive, that ultimately led to the end of the First World War.By the end of August 8—dubbed “the black day of the German army” by Ludendorff—the Allies had penetrated German lines around the Somme with a gap some 15 miles long. Of the 27, 000 German casualties on August 8, an unprecedented proportion—12,000—had surrendered to the enemy. View to south-east from Shire of Eltham Soldiers' Memorial Park showing the carriageway from the road to top of Memorial Park. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. This bust was commissioned and made in the years before Holroyd's retirement from the bench. It is not known precisely when the bust entered the Library collection or the circumstances of its execution and commission. Justice Holroyd (1828-1916) was a judge of the Supreme Court for 25 years, after a successful career at the bar. Charles Web Gilbert (1867-1925) was a largely self taught sculptor, only tackling the medium of marble in the years before World War One. Rare postcard showing view looking down Bridge Street with the Eltham Obelisk in situ in its original location. The Obelisk War Memorial was unveiled 3 August 1919. Subsequent to the unveiling provision was made of a stone retaining wall topped with a chain link and granite stone boundary. Along with the use of the name Obelisk Corner, the Bridge Street bridge was also known as Obelisk Bridge. The Obelisk was relocated to the fornt garden of the Eltham RSL sub-branch in the mid 1950s as a result of road widening and corner improvements. Bendigo's Cenotaph by Dacre Smyth 1988. Bendigo's War Memorial in the city centre is a half size replica of the famous Cenotaph in London. Some 4-1/2 metres high, the Bendigo RSL President described it as the best country Memorial in Australia during its rededication just before ANZAC Day 1988 following its extensive refurbishment. It had first been dedicated in June 1957 and it is normally flood lit at night. It is not known for sure when the painting was donated to the Bendigo RSL but it was hanging in the Foyer years before the Soldiers Memorial Institute became a Museum in 1998. Harry Gillham, President and EDHS and Convenor of the Nillumbik Shire Council's Advisory Committee for the War memorial at Kangaroo Ground was for some years working on the refurbishment of the Tower of Rememberance and the surrounding park. The Committee decided to produce plaques to commemorate the armed conflicts in Korea, Malaysia, Borneo and Vietnam. The plaques were funded by public donations and cost $10,000. The community donated via donation boxes placed at Eltham Library. NL 140 Sept 2001 Governor John landy and other digniaries attended the event where the Governor unveiled the plaque which was attached to the historical tower in November 2001. Of the 3,801 WWI service men and women commemorated in the Ballarat Avenue of Honour, 1 in 5 made the ultimate sacrifice, giving their lives. At the centre of the memorial space is a bronze sculpture of a mother clutching a photograph of her son by sculptor Peter Corlett who has created many war memorial public artworks. The booklet shows important aspects of the Shrine, 'one of the greatest of the war memorials erected in various parts of the world'. 'The purpose of this imposing structure is set out in the simple words quoted on the eastern wall of the Shrine of Remembrance itself- "This memorial was erected by a grateful people to the honoured memory of the men and women of Victoria who served the Empire in the Great War of 1914-18." After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'.
