Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. This is a Memorandum of Agreement between the Registrar of the School of Mines - William Henry Barnard and the Collector of Monies for the school - James Johnston Twining. It states the length of time the monies can be held by the collector - 48 hours. It then must be paid into the Union Bank of Australia, Melbourne, to the credit of the Council of the School. The Collector was paid Five Pounds per year plus Ten Percent in every hundred pounds collected at the end of each month. Either party could terminate the agreement. William Jackson Thomas is credited with making the first ever telephone call in Victoria. Thomas was a customs inspector at the Geelong Customs House and a keen amateur scientist, astronomer and woodworker. He experimented with electricity and induction to develop his own telephone soon after its invention by Alexander Graham Bell. He built most of the experimental telephone equipment himself – right down to the screws. According to the Geelong Advertiser, on 27 December 1877, Thomas held a telephone conversation with friends in a summer house 40 metres away.This instrument is of great historic significance as the instrument which made Australia's first telephone call in 1877, between two houses in Geelong. Although predated by Alexander Graham Bell's invention, this instrument is an example of Australian innovation and design; characteristic of Australian communications history. The instrument has excellent provenance, carrying a descriptive plaque about the use of the item. As mentioned in the Description, the cover of The Poetical Works of Henry Wadsworth Longfellow is plain and in good condition. The internal pages are in similarly good condition, straight cut, and secured to the book binding with no signs of heavy use or wear. However the paper of the internal pages appears yellowed with age, unlike the cover pages that join the boards to the content pages. As also noted in the Description, the internal pages have intricate lettering, with black page borders, double column printing, and nineteenth-century styled black and white illustrations (etchings). This suggests that the bound pages represent an earlier print run and the cover was added, or replaced, at a later date. The book cover’s plain green design with minimal gold lettering seems more recent publishing practice than the pages within. This book bears no publishing date, which supports the speculation that the content pages were purchased as a remaindered lot and bound and distributed by another party, possibly in Australia rather than Britain, and at a much later date than the old fashioned page formatting suggest. The good condition of the cover and the bound pages indicate the book was seldom borrowed or read and the book may therefore have been acquired after the height of the poet Longfellow’s popularity (in the mid to late nineteenth century). The stamps and labels attached to the cover and title pages testify to the book’s provenance, from its initial ownership by the Warrnambool Mechanics Institute Library, to custody in the Warrnambool Municipal Library (where it, along with other WMIL texts, was catalogued by a librarian called Pattison), and finally to the Flagstaff Hill Historical Book Collection. The book was part of a collection of books, now known as the Pattison Collection, which originally belonged to the Warrnambool Mechanics Institute Library. In this context it is an example of the range of titles carried by Victorian rural libraries in the colonial and federation periods (Significance Assessment 2009).The book is bound in plain green cloth covered board with gold lettering on the top of the spine, which reads “THE POETICAL WORKS OF LONGFELLOW”. The cover is plain otherwise and in good condition. Clear Tape secures a typed paper sticker on the lower middle of the spine, which reads “PAT 811 LON”. Vesta cases, also known as match safes, are small boxes that are used to carry matches and keep them safe from the elements. In the early 1800's, it was common to carry matches, since some type of portable fire was needed to light lanterns and stoves. The matches of that day were crude compared to today's standards, and were known to light when making contact with each other, and sometimes even spontaneously. In order to alleviate this potentially hazardous situation, it made good sense to utilize a vesta case or match safe. One of the more interesting features of the vesta case or match safes is that they almost always include some type of rough or ribbed surface, usually on the bottom of the case that is used for striking the matches. This vesta case is the portable pocket vesta which also has a bale (ring) near the hinge so that they can be suspended from a chain. These cases take their name from the virgin Roman goddess of fire, home, hearth and family. Usually Vesta was depicted as the fire in her temple. Only Vestals (her priestesses) were allowed into her temple. Her association with fire made her name the natural choice for British companies that manufactured matches. The hallmarking of sterling silver is based on a combination of marks that makes possible the identification of origin and age. The town mark identifies the Assay Office where the item was verified. The town mark on this piece, three wheat sheaves and a sword identify Chester, in Cheshire, England as the town of creation. The lion passant guardant certifies the silver quality, as between 925 and 1000. The maker's mark, identifying the silversmith presenting the piece to the assay office is W.N. for William Neale. The date letter identifies the year the piece was verified, this case being verified in 1903. William Neale and Sons was a firm was established by William Neale in 1850 in Birmingham. His mark was entered at the Birmingham assay office in April 1862 and in the Chester assay office in September 1882. Tait collection: item 48 of 62 This is a document giving details of the Will and Probate of William James Osborne, a Tallangatta farmer who died in 1896 at the age of 59. His death place is given as Tower Hill. A William Osborne is listed as a Wangoom farmer in 1856, a farmer at ‘Thompson’s Old Farm’ in Allansford in 1866 and a farmer at Winton Farm on the Allansford Road near Shipley in 1869 but these references may be to William Osborne’s father as there is mention of a William Osborne, Junior at that time. William James Osborne left real estate to the value of £560 and personal estate to the value of £81 to his wife, Hannah. The lawyer who drew up this document was Ernest Chambers who had legal offices in Warrnambool, Koroit and Port Fairy at the end of the 19th century and the beginning of the 20th century. He was in possession of this document and it has passed down to successive lawyers occupying the legal premises in Kepler Street where it was located in 2014 (former premises of the law firm of Mackay Taylor). This document is of interest as it gives details of the Will and Probate of William James Osborne, a farmer in the Allansford area in the 19th century. This is a cream-coloured piece of parchment paper folded in two to make four pages. Three of the pages have handwritten material in brown ink and the pages are not ruled. A seal of the Supreme Court of Victoria is attached with a green ribbon and there is one red stamp of the Master in Equity of the Supreme Court. The document is somewhat stained but legible. The document gives details of the Will and Probate of William Osborne of Tallangatta in the County of Heytesbury. He died in 1896. This book belonged to a Marian Adams from Limerick but, unfortunately no information has been found on this person or the connection to Warrnambool. There were several families in the Warrnambool area with the name ‘Adams’ in the 19th century. This book is kept as an interesting 19th century book but it will be of greater interest if information is found on Marian Adams. This is a hard cover book of 516 pages. The cover is brown leather with gold embossed ornamentation and gold lettering on the spine. The pages are gilt-edged and the cover has become partly detached from the binding. The pages are much stained and the cover is very rubbed. The inscription is handwritten in black ink. There are eight engravings on steel in black and white and all are protected with white tissue. Wounded7/5/1915 Gallipoli Died of Wounds at sea in transit to hospital The 1914 Star This bronze medal award was authorized by King George V in April 1917 for those who had served in France or Belgium between 5th August 1914 to midnight on 22nd November 1914 inclusive. The reverse is plain with the recipient's service number, rank, name and unit impressed on it. It should be remembered that recipients of this medal were responsible for assisting the French to hold back the German army while new recruits could be trained and equipped. Collectively, they fully deserve a great deal of honour for their part in the first sixteen weeks of the Great War. There were approximately 378,000 1914 Stars issued. The British War Medal, 1914-18 The silver or bronze medal was awarded to officers and men of the British and Imperial Forces who either entered a theatre of war or entered service overseas between 5th August 1914 and 11th November 1918 inclusive Approximately 6.5 million British War Medals were issued.
