James (Jim) Smith, (died 03/08/1974, aged 93 years) established an orchard growing snow apples near in Happy Valley after returning from mining activities in South Africa. The orchard was called "Springdallah" and was beside the Linton/Happy Valley Road across from the old Happy Valley railway station. Jim was the son of George Henry Smith (18/12/1840 - 26/11/1903) and Emma Keys Smith born Keys (07/08/1842 - 28/08/1888). George and Emma left Liverpool with other unassisted immigrants on the "Bates Family" ship with baby Clara on 08/06/1863 arriving in Melbourne on 08/06/1863. George and Emma emigrated to Australia on the invitation of Emma's brother Edward Keys who owned a property near the school at Happy Valley on which there were two houses. Teddy offered George and Emma the smaller one to live in. When "Teddy" decided to go into hotel keeping George took over the 200 acres of his property and made it a pleasant orchard and garden called "Cress Green Gardens". George had various secretarial jobs - rate collector; paymaster at the mines; until he became Shire Secretary for the Shire of Grenville, whose centre was Linton and Government Auditor for Western Victoria (1894-1903), the means of transport being horse and buggy. Another son followed his father as Shire Secretary. George and Emma had 14 children, Emma dying giving birth to Emma Keys who lived for 16 months. George later married Annie Bolte with 2 more children being born. Annie later sold the property. The land was used for grazing and the two houses fell into disrepair. In 1995 George's grandson Ernest (Alf) Alfred Watson visited the site and reported a wrought iron gate at the site and a mulberry tree near the site of his grandmother's family home. Bluestone blocks can still be seen in the paddocks from the roadside. The child in the photograph is Phyllis Joy Smith, Jim's eldest daughter. Happy Valley was originally called Lucky Woman's. The School opened under the name of Happy Valley in 1883, and the brick building probably dates from that time. Miles Barraclough was the head teacher from 1873 to 1887. When mining ceased the population declined and the land reverted to grazing. The School closed in 1940. This honour board is thought to have been made to a design by a student of the Ballarat Technical Art School, a division of the Ballarat School of Mines. "Honor Boards. — During the past few months very many honor boards have been manufactured by Messrs R. Tunbridge and Sons, and their handsome design and workmanship have given complete satisfaction to purchasers. Some time ago, the firm gave five guineas, for prizes to the architectural class at the School of Mines for the best honor board designs, and some magnificent suggestions were submitted by the competitors. Messrs Tunbridge and Sons, in adopting this plan, gave encouragement to the students to develop along the lines of originality in architecture, and at the same time secure a very fine collection of designs. The whole of the honor boards turned out by the firm are of local manufacture and only the very choicest of Australian timbers are used. As Tunbridge and Sons have made the manufacture of honor boards a speciality they are employing a couple of first-class cabinetmakers on the work of making honor hoards only, and the lettering is also done by a local firm. An honor board which has just been completed by Tunbridge and Sons is at present on view in the firm's window facing Sturt street. It is for Holy Trinity Church, Stawell, is manufactured from Queensland maple, beautifully grained, and is of handsome gothic design. This honor Board is 8 feet in height, and measures 5 feet 6 inches across, and it contains 142 names, including 10 heroes who have won distinctions, and 37 soldiers who have made the supreme sacrifice. Tunbridge and Sons have manufactured honor boards for Miners' Rest:, Weatherboard, Scotchman's Lead, Durham lead, the Buninyong Methodist Church, Ballarat Shire south riding, St. Arnaud High School, Knox Sunday School, and Bungaree Shire Council, and there are boards for the Watchem South State School, and Springdallah in hand. People are realising that there is no need to go to Melbourne for honor boards, which are manufactured by Tunbridge and Sons of superior material, and are better finished and their prices are much below metropolitan rates." On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In 1988 Student accomdation included: * Mount Helen - 290 individual furnished study/bedrooms arranged in units of ten to fourten rooms. $64.05 including 4 evening meals * Gillies Street - 56 individaul study/bedrooms in two blocks each containing kitchen/dining room areas, a common room, as well as bathroom areas.
