An image from the Herbert Richmond collection, gifted in 1982 to the Ballarat Library. The collection contains approximately 200 photographs of Ballarat and district in the 1940s, 50s and 60s, as well as photo albums, glass negatives and other memorabilia. Herb Richmond was a keen photographer, a foundation member and a life member of the Ballarat Camera Club, and a photographer with the Ballarat Courier during the 1940s. The Ballarat Camera Club named an annual award after him. Mr Richmond died in 1981 aged 79. These four buildings, originally all banks, were designed by Leonard Terry, all erected early 1860s. The Council’s Common Seal (1) The Chief Executive Officer must ensure the security of the Council's common seal at all times. (2) The Council's common seal may only be used on the authority of the Council given either generally or specifically and every document to which the seal is affixed must be signed by the Chief Executive Officer or a senior officer authorised by him or her. (3) Any person who uses the Council's common seal without authority is guilty of an offence. (4) Any person who uses any replica of the council’s seal without authority is guilty of an offence. Petrol rationing was introduced in 1940 as Australia, which produced no oil of its own and had inadequate storage facilities, had only three months’ supply at the start of the War and depended on the procurement of stocks from overseas and their safe arrival. Rationing was introduced to ensure fair access by everyone to scarce goods.
