Yields information about a compressor governor that is fitted to some Ballarat Trams, Westinghouse.Two A4 photocopied sheets, giving a side elevation of the Westinghouse "S-6-A Electric Compressor Governor" and the setting or the regulation and adjustment, installation and maintenance of the Governor. Refer to instructions as well. Set both valves to approximately the same tension or thread length If when pumping up, both valves start to chatter, screw down the back valve further. When working satisfactorily, but pressures not right, that is, the governor is cutting out without valves chattering or with excessive range or pressure too high. Adjust the front valve until the desired cut out pressure arrived at. The cap must be on this valve for it to work. Adjust the back valve to adjust the cutting in setting, screw down for high cut in pressure. Adjust both as necessary to obtain your desires! Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Siebe Gorman & Company Ltd was a British company that developed diving equipment and breathing equipment and worked on commercial diving and marine salvage projects. The company advertised itself as 'Submarine Engineers'. It was founded by Augustus Siebe, a German-born British engineer chiefly known for his contributions to diving equipment. Siebe Gorman traded as an engineering firm for over 180 years from 1819 to 1999. The early success of the business was due to its founder, the Prussian immigrant Christian 'Augustus' Siebe (1788-1872). For business reasons, he applied for and was granted British citizenship in 1856. He was a gifted engineer who was able to translate theoretical problems into practical, working products. During the industrial Victorian period, the business traded as 'A. Siebe' at 145 High Street Holborn London, but in 1828 new premises were acquired at 5 Denmark Street, Soho. The family firm produced a wide range of manufactured goods including paper-making machinery, measuring machinery, water pumps, refrigeration equipment, and diving apparatus. Augustus Siebe specialised in submarine engineering early on and the company gained a reputation for the manufacture of safe, reliable diving apparatus. Augustus Siebe is best remembered for the development and manufacture of the ‘closed’ Diving Dress based on the ideas of Charles and John Deane, George Edwards, and Charles Pasley. Apart from some small modifications to valves and diver communications, the basic 12 bolt ‘closed’ diving dress remained relatively unchanged after the 1870s. Later company successes were also based on innovation, with new products that could be successfully developed and manufactured to high standards. This was largely attributed to the inventive nature, foresight, engineering, and entrepreneurial skills of Robert Henry Davis (1870-1965). In 1882, RH Davis joined the company of 'Siebe & Gorman' as a young 11-year-old office boy and he was to remain with the company until he died in 1965. Augustus Siebe retired in 1869 and handed over the company to a new partnership of Henry H. Siebe (1830-1885) and William A. O'Gorman (1834-1904). The new firm traded as 'Siebe & Gorman' (1870-1879) from premises in and around Mason Street, Westminster Bridge Road, Lambeth, London. The two partners soon recognised the potential of R.H. Davis and in 1894, aged 24, he became General Manager of Siebe & Gorman. Davis increasingly ran the company until the surviving partner (W.A. Gorman) died in 1904. The firm was disposed of to the Vickers (armaments) family and a new company 'Siebe Gorman & Co. Ltd.' (1905-1998) was formed. Under the chairmanship of Albert Vickers, R.H. Davis was kept on as Managing Director, and the company forged ahead. However, after WW1, the Great Depression caused manufacturing output and share prices to slump. In 1924 Robert Davis made a deal with the Vickers Board and acquired control of the company through majority shares. Under his leadership, the Siebe Gorman Company flourished and within time, four of his sons also joined the firm. The company gained a worldwide reputation for the manufacture of diving apparatus, decompression and observation chambers, and safety breathing apparatus of all types for use on the land, in the air, and under the sea (including mine rescue, tunneling, aircraft, diving, submarine escape and in other hazardous environments). Close research and development links with the MOD (especially the Admiralty), also provided a lucrative outlet for the company products. In 1932, Robert Davis was knighted by King George V, principally for his invention of the ‘Davis Submerged Escape Apparatus’ (D.S.E.A.). Siebe Gorman essentially remained a family firm from the beginning (under A.Siebe) until it became a public company for the first time in 1952. However, following WW2, British manufacturing stagnated through stifled investment and post-war austerity, and there was little innovation. Siebe Gorman's fortunes began to decline as an aging Sir Robert Davis failed to invest, or change the company's business and management practices. In 1959, Siebe Gorman was acquired by the “Fairy Group” and the ailing Sir Robert was made Life President. Consequently, nothing changed and the slow decline continued until Sir Robert's death in March 1965. Around 1960, Siebe Gorman acquired the diving apparatus manufacturer C E Heinke, and for a brief period, it manufactured some diving equipment under the combined name of Siebe Heinke. Around 1964, Mr E. 'Barry' Stephens was appointed as the new Managing Director to modernise Siebe Gorman. Changes were made, including a move to a new factory in Wales in 1975. The new company concentrated on fire-fighting breathing apparatus and escape equipment, and the move coincided with the loss of many of the older, traditional craft skills. Between 1985 and 1998, Siebe expanded through acquisitions, and several other companies were acquired. The Siebe Gorman (diving apparatus) company has therefore traded as A. Siebe (1819-1870); Siebe & Gorman (1870-1879); Siebe Gorman & Co (1880-1904); Siebe Gorman & Co. Ltd (1905-1998). (For information regards the diving helmet & Frank King see Notes Section at the end of this document)The items are very significant as a snapshot into marine history and the development of diving equipment generally especially that used for salvage operations before and during WW2. The company that made the equipment was a leading inventor,developer and innovator of marine equipment with its early helmets and other items eagerly sought after today for collections around the world. The items in the Flagstaff Hill collection give us an insight as to how divers operated and the dangers they faced doing a very necessary and dangerous job. Edward (Edmund) de Lacy Evans was really Ellen Tremaye; and in 1856 she married her fellow passenger on her voyage to Australia, Mary Delahunty; under the assumed name of EDMUND De Lacy. In 1859 he/she married Sarah Moore. They were married for eight years when in 1867 she died in childbirth. In 1868 after Sarah had died; Ellen, now known as EDWARD de Lacy Evans married Julia Mary Marquand in Ballarat. From the Melbourne Argus Friday 5th Sept 1879, Page 7 THE EXTRAORDINARY PERSONATION CASE. [BY ELECTRIC TELEGRAPH. FROM OUR OWN CORRESPONDENT.) SANDHURST, THURSDAY. The De Lacy Evans case has created great excitement here. The man-woman having resided in the district for about 20 years, was well known amongst the miners, but no one appeared ever to have supposed that she was other than as she represented herself to be, and the discovery of her sex has caused the greatest astonishment. The police have not yet moved in the matter of the discovery of her antecedents, but from the result of inquiries I have made, there seems to be no room to doubt that the woman is identical with the girl Ellen Tremaye, referred to in yesterday's telegram as having arrived at Melbourne by the ship Ocean Monarch in June, 1857. The nurse at the hospital, Mrs. Holt, is positive she is the same, and says the opinion was held amongst those on board the vessel that Tremaye had been well connected, and that she had left home in consequence of some misconduct. The Ocean Monarch was an immigrant vessel, and on the voyage Tremaye and another young woman, named Rose Kelly, were very intimate, but the latter, being seized with a dangerous illness, was left at Rio Janiero. Mrs. Evans, the wife of the supposed man, states that she frequently heard Evans say that she came out by the Ocean Monarch. But the most satisfactory information of Evans' previous history yet received has been obtained from a Mrs. Thompson, a charwoman at Myers' Creek, who was also a shipmate of the girl Tremaye. At the time she made the voyage she was unmarried, and was accompanied by Miss Mary Ann Delahunty, a young lady who was very well connected, and who came from the same village as herself, named Monakine, on the north bank of the river Suir, in Kilkenny. Miss Delahunty was an orphan and brought with her about £900. After Rose Kelly was taken ill, Tremaye resorted to Miss Delahunty's berth, and the passengers appeared to think there was something strange about the manner in which Tremaye conducted herself, and she had been observed to wear a man's under-clothing. Upon the arrival of the ship in Hobson's Bay, Tremaye declared herself to be a man, and told Mrs. Thompson she intended to marry Miss Delahunty. The next Mrs. Thompson saw of Ellen Tremaye was at Peg-leg Gully, Eaglehawk. Tremaye had just established herself in a house there under the name of Edward de Lacy Evans, and Mrs. Thompson went to serve them with milk. When she went to the house, she saw Evans sitting inside dressed in male attire, and immediately recognised him as her fellow passenger, Ellen Tremaye. Evans had, at this time, married his second wife, Miss Moore, who was then present. Evans re-marked to her—"I think I know you." To which Mrs. Thompson replied—"I know you, too," and added something to the effect that Ellen (referring to Tremaye) was a queer girl." Oh, said Evans, evidently anxious that his then wife should not understand Mrs. Thompson's reference, "It's a good job she is gone back to the old country." Mrs. Thompson inquired as to what had become of Miss Delahunty, and Evans replied, "Oh, my poor wife and boy both died of consumption, and are buried in the North Melbourne cemetery. " In reply to an inquiry as to what had been done with her (Delahunty's) money, Evans said she had sent it home to a nunnery. Evans's then wife had been absent during a portion of this conversation, but at this point she returned, and Evans went outside to the milkwoman, and said, "For your life don't mention my dead wife's name ; call me Mr. Evans. This missus of mine is death on the Roman Catholics, and she can't bear to hear my dead wife's name mentioned." This conversation took place about 12 or 14 years ago, and Mrs. Thompson seems to have quite believed that Evans had personated a woman under the name of Ellen Tremaye on the voyage out and was really a man. She lost sight of Evans soon afterwards, and took no further notice of the affair.With a card (for exhibition??) entitled '' The only known photograph of the enigmatical De Lacy Evans who for many years impersonated a man and was by occupation a gold miner''. Dr Bernie Dunn spotted a model of the merchant ship 'Ulimaroa' at Pollywoodside Museum after which he commissioned Ib Odfeldt, a Danish prize winning marine artist, to depict the vessel at sea.The painting was later gifted to ANZCA in 2006. John Traill, co-owner of Huddart Parker Ltd, named the ship in 1907 after his family home 'Ulimaroa' the building which was later purchased by the newly established ANZCA. The S S Ulimaroa was one of the popular ships in the Huddart Parker fleet that was in regular service between Australia and New Zealand from 1908 to 1934. This service was interrupted by WWI when it was commissioned by the NZ Government to carry troops. During the depression it was de-commissioned where it lay in Sydney Harbor until 1934 when it sailed under its own steam to Japan to be converted into scrap metal. The Bronze Medal and Certificate of Merit of the Royal Humane Society of Australasia were awarded to James Patten for the bravery he displayed on 18th April 1890, and presented to him on 21st May 1890. The Royal Humane Society of Australasia was founded in 1874 with the aim to recognise those who risked their lives to save others and to assist those whose acts of bravery caused them or their surviving dependants to be disadvantaged in some way. The producers of the certificate were Fergusson & Mitchell, a Melbourne organisation established by 1858 that was an engraver, lithographer and printer. Details of the incident were published in the Argus, Saturday 19 April 1890, page 11 - "FATAL BOATING ACCIDENT, (BY TELEGRAPH FROM OUR CORRESPONDENT.), WARRNAMBOOL, FRIDAY A fatal boating disaster occurred in Lady Bay this morning, the victim being Joseph Lowe, licensee of the Bay View Hotel, South Warrnambool. The deceased, in company with two lads named James Ferrier and James Patten, went out in a small dingy to shoot musk ducks. The water was perfectly smooth, and the party were tempted to proceed as far as the mouth of the Hopkins River. In their eagerness they neglected to keep clear of the breakers, and were presently carried in on the crest of a large wave, and the boat cap sized within a cable's length of the shore, precipitating the occupants into the water. Patten and Lowe stuck to the overturned boat, Ferrier striking out for the shore, which he reached in an exhausted state. In the meantime his companions had been washed off the boat, and were struggling in the breakers. Lowe was unable to swim, and Patten kept him afloat, at the same time making gallant attempts to get him ashore, but finally had to leave him to his fate. Ferrier, seeing Lowe's danger, undressed and swam out, but became exhausted. Ferrier and Patten were both found in a fainting condition by persons who saw the catastrophe from the jetty, and ran along the beach to render assistance. Attempts were subsequently made to rescue Lowe's body, which could be seen washing abort in the surf. These proved unsuccessful, and no hope is now entertained of recovering it. Lowe was a smart young man, 28 years of age, and unmarried. He was formerly bar-man at the Commercial Hotel here, having been engaged in Melbourne...." At a general court of directors holden at the Offices of the Society Melbourne on the 21st day of May 1890, it was resolves that the courage and humanity displayed by James Patten, aged 20 years, labourer Warrnambool in attempting to rescue Joseph Lowe from drowning in the North Eastern bight of Lady Bay 18th April 1890. Call for the admiration of this court and justly, entitles him to the Bronze Medal of this society which is hereby awarded." Identification not certain. Original copy of photograph in catalogue was identified only as "Mr Lewis Snr", but the same photograph in the Lewis family file is named as "George Lewis Snr" (George Lewis 1855-1935). Maker's name on photograph, "Will S. Anderson" suggests it is of William Lewis. (William Snowdall Anderson was an itinerant photographer in Victoria in the 1890s. He advertised his services in the Camperdown Chronicle in 1895. If photograph which shows a reasonably elderly man was taken in the 1890s, subject would be too old to be George Lewis.) Context: A brace is a hand tool used with a bit (drill bit or auger) to drill holes, usually in wood. The pressure is applied to the top and the tool is rotated with a U-shaped grip. Bits used to come in a variety of types but today the more commonly used Ridgeway and Irwin pattern bits also rely on a snail point (called the snail), which is a tapered screw point shaped the same as a wood screw thread, which helps to pull the bit into the wood as the user turns the brace handle and applies pressure. The designs used today come from an original idea and pattern invented by John S Fray. Company History: John S. Fray (1833 ) immigrated to Bridgeport Connecticut USA from England in the 1850s and established a working relationship with Nelson Spofford, who held an 1858 patent for a bit brace (the tool could be augured in a continuous circular motion by hand). He established the John S. Fray Co. around the same time and immediately began producing the Spofford bit brace. Fray himself held at least two patents: one awarded in 1869 for a boring brace attachment, and another awarded in 1883 for a tool handle. By 1889, the firm was located at the industrial complex that sits between the former International Silver Company and the former Bridgeport Chain Company on Crescent Avenue and is identified on the Sanborn Insurance Atlas as a manufacturer of Spofford bit braces, hollow handle awl, and toolsets. The company was in competition with Peck Stow and Wilcox Co. of Southington, and in 1898 was enjoined from making a ratchet bit brace for which the latter company held a patent. By the 1920s, the factory had been purchased by the Stanley Company of New Britain and leased to the American Tube and Stamping Company, a manufacturer of brass, copper, seamless, and bicycle tubing, which also ran a rolling mill to the south on Stafford Avenue (now demolished). The Stanley Company bought both mills in 1926, perhaps as a strategic move to be located along the Bridgeport Harbour, through which much of the raw material used in its operations throughout the state came. By the 1950s, the Crescent Avenue operations had been moved to other sites in Connecticut, and Stanley again leased the building to a company called Cornwall and Patterson, a manufacturer of piano hardware. Today the building appears to be vacant. An early carpenters tool made by a well known early manufacturer from America who instigated many innovations to the making of tools. His early pattern for the improvement of a tool that could be used for the boring of holes in wood was a significant step forward. His design for a boring brace attachment and later a specific handle is still in use today and his original brace and bit is now sought after by collectors of antique tools. William MacMahon Ball (‘Mac’ Ball) was Professor of Political Science at Melbourne University from 1949 to 1968, having lectured there since 1923. He became known as an ABC commentator on international affairs from the early 1930s to the early 1960s. Between 1940 and 1944 he was Controller of Overseas Broadcasting (which later became Radio Australia). In 1945, he was political consultant to the Australian Delegation at the conference leading to the establishment of the United Nations, and in 1946 was the British Commonwealth Representative on the Allied Council during the post-war occupation of Japan. Mac and his wife Katrine (plus daughter Jenny) came to Eltham in 1942, and in 1945 moved into an old timber cottage at the eastern end of York Street. With help from Alistair Knox, Sonia Skipper, Gordon Ford and John Harcourt, the house was totally renovated to become an early example of Eltham mud-brick. Mac died in 1986 and is buried in Eltham Cemetery with Katrine. Part of their land backing onto Bridge Street was donated to Eltham Shire Council and is now a reserve called MacMahon Ball Paddock.
