This item is a Certificate of Merit awarded to Leslie Arthur Tinker for bravery in risking his life in going to the rescue of passengers on the motor launch "Nestor " on the Hopkins River at Warrnambool On January 09 1921. Leslie Arthur Tinker was 31 years of age at the time of this rescue of passengers from the launch"Nestor". Les Tinker was the third son of Jessie and Frank Tinker. He was caretaker at the Town Hall for many years and lived on site. He was married to Elsie Moore and they had one son Donald born 1928. The sinking of the Nestor claimed 10 lives in Warrnambool that day and was a tragedy for Warrnambool. Two long remaining survivors were Janet Glass Dickson who died in 2011 at 97 years of age and A Mr Jim Russell who was still living in Warrnambool in 2011 at the age of 94.This certificate has strong historical and social significance with strong links to one of Warrnambool's larger families. The event itself was a tragedy for Warrnambool with ten people losing their lives. The award comes from The Royal Humane Society of Australasia and as such is a national recognition. The life buoy from the Largs Bay located above the bar helps dating the photograph to post 1957: Largs Bay was launched in 1921, as a mixed passenger/cargo ship. During WW2 she took part in a large number of convoys.nIt was scrapped in 1957 so had a service life of 36 years. Her sister ships were Jervis Bay, Moreton Bay, Esperance Bay and Hobsons Bay. She carried many passengers to Australia to start new lives after WW2. The line throwing apparatus has been in use for several centuries, in a wide variety of forms. It initially started off as manually launched lines that had shorter ranges and were not very accurate. They faced problems on wind-powered boats and ships since they were dependent on wind speed, wind direction, and the operator accuracy.Modern-day line throwing apparatus are powered using rockets, pneumatic systems, or slingshot mechanisms. They fall under two main categories of propulsion- pyrotechnic, and pneumatic. Pyrotechnic systems make use of an ignition that is used to launch the line, whereas pneumatic systems make use of built-up pressure. Pyrotechnic systems are volatile and can be extremely dangerous due to accidental ignition. The Western Victorian Games were launched as a part of the Australian Bicentenary celebrations in 1988. The inaugural games were programmed to run from the 9th - 11th December 1988 and become an annual event. The event however, never continued after 1988.
