On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. This monument commemorates Victoria’s 150th anniversary and the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. Beneath the site is a time capsule to be opened in the year 2035. A plaque was also erected at this site in October 1987 to commemorate the Shire of Eltham Historical Society’s 20th anniversary. The main feature of this monument is a ‘tyring disc’, a blacksmith’s implement that was found on this site. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden-spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red-hot iron hoop, previously forged to the correct size, was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. Shire of Eltham War Memorial Tower at Kangarooo Ground; view from the east and close up of entrance including Honour Roll. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. This brown wool felt hat with a broad brim was, by its style, used by a adolescent child for church services. This was worn in a period where church services on Sunday was an important weekly ritual by the whole family. Special (church only) dresses and hats were worn not only to show respect to the church but also part of expected community mores relating to religious beliefs. This behavioural pattern was more entrench in the rural communities than within larger cities. The closeness of smaller rural communities is the main factor regarding social norms. The visible standing within the community was uppermost. The period pre 2000 was a more coheasive family environment ( due to greater intra family activities) which provided better communication and family activities.This "church styled" hat is very significant to the rural lifestyle and its mores. It clearly demonstrates the coheasive force that religion has on the Valley population. The closeness that the semi isolation (at this time) brought about by the Valley's physical land formation and the poor roads within the valley brought families closer together. Not turning up for important social functionsw was duely noted by all (and frowned upon). Mrs E. Fisher lived at Mongan's Bridge in the Kiewa Valley.Brown child's all felt hat size 6 1/4. Library Development The library building has been designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. The building includes a foyer with a fireplace suitable for displays including artwork; a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists will be added externally and internally to the building. The library floor area is approximately 1200 sq metres and houses a collection of 50,000 items. The community multi-purpose room, foyer and community display area totals approximately 300 sq metres.
