This work was presented to The Mayor and Mayoress, Cr. and Mrs R.G. Ward, by the citizens of Brighton to commemorate the Brighton Centenary in 1959. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919. The new Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. Ann Austin of Melbourne was the name of a Melbourne millinery house. Thelma Prentice was one of the partners in the house, and the chief designer/milliner. Very little information about the millinery house and the milliner are available online but there is an interesting article, published in the Brisbane Courier Mail on 8 October 1949 which describes the influence of French style on fashion and design in Australia. The article by Lucy Gough recounts the views of Thelma Prentice who had just returned from the Paris fashion shows. "Australian millinery toes line with Paris From LUCY GOUGH LONDON, October 7 (Special) Australian hats can compare very favourably with those designed in Paris, and are considerably cheaper, says Miss Thelma Prentice, partner in a well-known Melbourne millinery firm, who has just completed six months' visit to England and the Continent. An ordinary hat, Miss Prentice said, would cost at least £15 from any of the top Paris houses. Australia could achieve the same effect for a lot less money. Miss Prentice went to all the Important dress shows as well as the millinery houses in Paris, because she believes that millinery is an accessory to fashion and to obtain the best idea of new trends hats must be shown with frocks to get a complete follow-through and tie-up between the two. At their packed shows, with standing room only, Path and Dior were selling hats they designed, faster than many well known Paris millinery houses, Fath's favourite line was the becoming 'wing treatment,' which he achieved by a profile flattering side swing of material jutting out almost 10 inches from the face. This was completely different to the side drape already seen in Australia. Dior, as a direct contrast, was specialising in skull hats, which almost followed the hair line, to show very little hair at the back of the head. His cocktail hats were heavily sequinned and beaded. Every model was designed exclusively for short hair, and Miss Prentice, whose own hair is beautifully short cut by a Paris hairdresser, said that French mannequins' hair was so abbreviated at the back it was almost a semi-shingle. Hats generally she found were plain, with sharply angled self trimming, and black one of the most popular colours." The hat was donated by Kathleen Gervasoni, a resident of Kew, and during the 1970s a Mayoress of the former City of Kew. The Kew Historical Society’s fashion and design collection is comprised of costumes, hats, shoes and personal accessories. Many of these items were purchased or handmade in Victoria; some locally in Kew. The extensive hat collection comprises items dating from the 1860s to the 1970s. While most of the hats in the collection were created by milliners for women, there are a number of early and important men’s hats in the collection. The headwear collection is particularly significant in that it includes the work of notable Australian and international milliners.High crowned hat made of burgundy felt with decorative pink jersey turban folds attached to the side by clusters of pink beads. The Kew Historical Society, founded in 1958, is one of the oldest continuing historical societies in the Greater Melbourne region. For over 60 years, the Society has worked with local government and other community organisations to stimulate interest in Kew’s history and heritage. The Society has regularly held local exhibitions, sometimes in shop windows, on other occasions in civic halls, and now at the Kew Court House and Kew Library. To commemorate this, a number of events were held in Kew, including a Centenary Dinner Dance in 1960 at which the speakers were Sir Robert Menzies and Cr WHS Dickinson. As the Mayoress, Mrs Doris Dickinson accompanied her husband, wearing this dress. Cr William Wishart was Mayor of Kew in 1906-7, his wife Lily serving as Mayoress during his term of office. Unique handwritten manuscript about a family pet15-page hand written manuscript, bound in brown leather as a small book entitled 'Rollo My Good Dog'. The undated manuscript is unsigned and was attributed to William Wishart of 'Noranook', Fernhurst grove, Kew (Vic) when donated to the Kew Historical Society in c.2002. The manuscript is part of a collection of Wishart items owned by Lily Clara Wishart (nee Annear), donated by Rosemary McArthur, the granddaughter of Lily's sister, so it may be that the story was written by her rather than by William Wishart. Lily and William Wishart lived during this period in 'Noranook', Fernhurst grove, Kew. There are numerous contemporary accounts of the social and civic activities of Lily Wishart as mayoress of Kew. In a description of a 'Mayoral At Home' in the Kew Recreation Hall, a report in The Australasian (10 Aug 1907, p.46) described the event thus: MAYORAL AT HOME In the Kew Recreation-hall on Thursday evening the Mayor and Mrs. W. Wishart gave an at home to between two and three hundred guests. ... Prior to the musical programme, the mayor and mayoress held a reception, standing on a dais at one side of the room. Mrs. Wishart was gowned in black glace silk, trimmed with handsome lace applique, and she wore a cream Maltese lace scarf over her shoulders, and held a bouquet of cardinal carnations.' This may be the dress in the collection. Another interesting and relevant report is an account in The Argus (19 March 1907, p.6): 'WOMEN'S WORK EXHIBITION The mayoress of Kew (Mrs. W. Wishart) invited the ladies of the district to meet in the mayor's room, town-hall, Kew, at half past 3 o'clock tomorrow afternoon, to consider steps to be taken locally in support of the proposed Exhibition of Women's Work.'The dress is locally significant as the work of a skilled home-dressmaker in Kew, who was also a leading civic figure in the municipality. One tends to think of amateur dressmakers as women who could not afford to purchase clothes from a retailer. Clearly, 'women's work' and the skills that educated and wealthy women acquired in the period allowed them to fashion their own garments.Full length evening dress in four parts. Undergarments include two items: a basic black silk petticoat and an upper black silk slip, the latter with two bands of ruffles. The lace dress is in two parts: a bodice and a skirt. The black, high-necked bodice is constructed of silk organza to which guipure lace has been extensively applied. The bodice has long puffed sleeves, gathered on the forearm to form a wide band of lace and ribbon at the wrist. The skirt is constructed of the same black fabric with descending bands of gathered black silk ribbon, used as ornamentation. The skirt also features a long train. Apart from the donor information about its provenance, the style of the dress can confidently be dated to the period 1900-1910. The dress was made and worn to civic functions by Mrs Lily Wishart, Mayoress of Kew in 1906-7. Earlier items belonging to William and Lily Wishart entered the collection as early as 2002. The dress was donated by a descendant of a friend of Lily Wishart in 2020. The photograph of the dress and its components attached to the record needed to be digitally enhanced so that details of the dress could be viewed online, as the fabric of the dress is an intense black. This silk and lace evening dress was made for Lily Clara Wishart (Mayoress of Kew 1906-7) by her niece, Mary Clara Cresswell (nee Skewes), who according to the donor, Lily's great niece, was a 'high class dressmaker'. It is one of two items in the Fashion Collection owned and by Clara Wishart.Long black fine lace evening dress buttoned to the waist at rear. In 1960, at public events commemorating the Centenary of Kew, the Mayoress, Mrs Doris Dickinson wore an evening dress, elbow-length white kid gloves and a scrolled silver necklace studded with cubic Zirconias. The Historical Society now hold all three items in its collection. The dress and gloves were donated by Judith Goodes, and this necklace by Janet Webster, twin daughters of Doris and William (Bill) Dickinson. Janet Webster recounts that she had purchased the necklace at a store in Collins Street and loaned it to her mother to wear at these civic events. An item of costume jewellery that derives its significance from its provenance and the context in which it was worn by a mayoress of KewNecklace, with ten cubic zirconias mounted on scrolled silver links.
