Bendigo Advertiser December 23, 1970 - Museum For Bendigo Proposal. Bendigo Museum Society plans to establish a museum of applied science and natural history in Bendigo, and hopes the City Council will provide a building for such a museum. President Dr. W. Straede and Secretary Mr. E. Wilkinson explain their plan to council. Mr Wilkinson, a geologist with the Mines Department , who formerly worked at the National Museum in Melbourne believes Bendigo would readily support such a museum providing a building was supplied by council for the venture to go ahead. Cr A.E. Galvin asked if the Bendigo Museum Society had any particular building in mind and an expression of interest in the Temperance Hall was raised. Cr. J.C.M. In 1905 Richard Squire was manager of the West Berry Consols at Allendale, and developed an improved system of mine ventilation, which was supported in "The Age."[4] He was successful in combating and remedying the gas and ventilation troubles of the Deep Mines of Creswick and Allendale Districts after all had failed. It was painted out, however, that for want of a thorough debate of the subject with experienced men the author had unwittingly included some general statements that required modifying in some points and extending in others, in justice to other workers among the earlier and the present day managers of mines. Used before the invention of electronic calculators, mechanical adding machines were most often used for long calculations. This calculator was used in the Ballarat School of Mines Physics Department. Addition and subtraction were perfomed by turning the larger side mounted crank forward or backward. the smaller crank lever zeros the two registers. Two buttons are provided to set the machine either to clear the number entry with each revolution of the crank or to repeat the entry. The author, William Morgans, was a lecturer on mining at the Bristol School of Mines. The owner of the book, William Baragwanath, was a former student of the Ballarat School of Mines who held the following positions: Department of Mines (1897-1922); director of the geological survey (1922-24); chief mining surveyor (1924-32); secretary for mines (1932-34); chief mining surveyor (1934-43); consultant to the Department of Mines (1943-50); President, Royal Society of Victoria (1943-44), councillor of the Ballarat School of Mines (1916-50).Hard cover book of 207 pages with buff cloth cover. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This item was acquired by the Ballarat School of Mines Electrical Engineering department for use in electric power laboratory as a source of D.C., and also for instructional purposes. This central mercury arc element was located in a cabinet with transparent side panels, and equipped with the required electric accessories, to be a self-contained stand-alone unit. Head of the Electrical Engineering Department at the time was John M. Sutherland.Mercury arc rectifier, 3-phase input. Constructed of blown glass, and complicated configuration: the central inverted truncated cone is provided with 3 large diameter "horns' and four smaller ones. William Baragwanath joined the Victorian Department of Mines in 1897, was director of the geological survey (1922-4), Chief Mining Surveyor (1924-43), Secretary for Mines (1932-34), consultant to the Department of Mines (1943-50) . He was born at Durham Lead on 1 August 1878 and was a former student of the Ballarat School of Mines. Baragwanath was president of the Royal society of Victoria (1943-44) and a councillor of the Ballarat School of Mines (1916-1950). After Baragwanath's death on 20 September 1966 the Department of Minerals and Energy (Geological Survey division) donated a number of Baragwanath's items to the Ballarat School of Mines, including this collection.
