Sets out the conditions that a tram system would be constructed - such as tramcars, gauge, streets, speeds including that for horse trams, alterations to services, assignment to ESCo, fares, licence for 30 years, option for Council to purchase, and lines to be constructed. In 1889 an affiliation agreement was signed between the University of Melbourne and the Ballarat College of Advanced Education, with Ballarat University College commencing on 01 January 1990.
