Charles Symons Wingrove (1829-1905) was Secretary, Eltham District Road Board 1858-1871 and Secretary for the Shire of Eltham 1871-1904. Nearly 50 years service to the local community. For about twelve years he also filled the position of shire engineer for Heidelberg council.
