Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. David Clarke (Head Teacher) and his sister, Catherine are standing in the centre of the group. Built with stone walls and wooden shingles on the roof. This was the first State School building which was built in 1856 and replaced with a new building in 1875 after the stone walls collapsed outwards. In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. A Victorian F-class steam locomotive and passenger train at Eltham Railway Station, c.1904 Intending passengers were able to walk down from the Main Road straight onto the railway platform as the station initially only had tracks on the far side. The rail yard and storage shed for heavy goods is across the tracks. The platform shed-like building is best seen in the 1910 and 1912 photographs. The Victorian Railways F class locomotives were built in 1874 (the pattern engine), 1876–77 and 1879–80 by Beyer, Peacock & Company and the Phoenix Foundry in Ballarat as 2-4-0 tender locomotives. They were normally used on passenger trains. In 1911 the Victorian Railways decided to convert seven of them into "motor" locomotives. These became 2-4-2 tanks. They kept their numbers 172–184 (evens only). The unrebuilt tender engines were taken off register between 1916 and 1922. The "motors" were taken off register between 1920 and 1929. Photographer: J.H. Clark John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. There are a couple of images of Eltham taken by Clark Bros. in the Eltham District Historical Society collection, one such example being Hunniford’s Post Office with Miss Anne Hunniford out front (EDHS_00140 - marked on the back of the print, Clark Bros., 25 Thomas St. Windsor), which would date this image between c.1894 and 1914. Other early images of Eltham taken by John Henry Clark are marked on the face “J. H. Clark Photo” and it is assumed these are dated between 1914 and 1930. T & C Clark & Company Limited, based at Shakespeare Foundry, was founded in 1795 by Thomas and Charles Clark and grew to be one of the largest iron foundries in Wolverhampton. The firm was the pioneers of Enamelled Cast ironware and the founder Charles Clerk went on to became mayor of Wolverhampton in 1860 after also serving as a Councilor, Alderman, and later Chief Magistrate. The company exhibited many products at the International Exhibition of 1862 at South Kensington, alongside the gardens of the Royal Horticultural Society. The company was also awarded the silver medal for its products at the International Paris Exhibition in 1878. The company's product range included thousands of items, both domestic and industrial. T & C Clark pioneered the use of enamelled cast ironware, after taking out a patent in 1839 guaranteed to be free of lead or arsenic. In the late 1940s and 1950s the company produced acid-resisting enamelled cast iron boiling pans; steam-jacketed pans; stills; square and rectangular tanks; open and closed mixing vessels; flanged pipes; bends and tees; laboratory equipment; small scale plant; evaporating bowls; beakers; sulphonates; and glass-lined mild steel tanks for beer, mineral water, and food. The company is listed as enamelled chemical plant manufacturers in Kelly's 1962 Wolverhampton Directory, but within a few years, the company had ceased trading. The cooking pot is significant because it demonstrates one of the social norms founded by early settlers to this region. That close ties to "Mother England" and the "establishment" was still very strong. The social and family values from the British way of life was ingrained in colonial society until well past Australian Federation in July of 1900. It was not until the friendly "American soldier" invasion during World War II that the Empire mindset was slowly being eroded away. David Conolly was lay reader at the Mission in 1956-57. He's photographed here with Harry Sanderson, self (D.Conolly), "Nobby Clark", Alec Grice and "Ms" Kirkland. According to a list of his ships' visits he maintained the Neleus was in port in August 1957. The death of a long-standing Chaplain, Wesleyan, Ebenezer James in 1901 eventually led to a proposed merger in 1905 which resulted in the amalgamation of the Victorian Mission with the Anglican based Mission to Seafarers under the leadership of Rev'd Gurney Goldsmith who arrived in 1905. The new Mission was launched in 1906 with a long planned and much needed new central building opened in 1907 on the Australian Wharf. Mr Darvall, in his time produced a handwritten 40 page epitomised history, drawn from annual reports and was exceptionally meticulous in his efforts to cross reference related correspondence, press clippings, report material and documents.
