ROBERT MALACHY SERJEANT (1828-1902) Robert Malachy Serjeant was born on 21 December 1828 at Callington, Cornwall. He was the son of Philip Davey Serjeant, a surgeon in the Royal Marines, and Eliza Malachy. Philip Serjeant died in 1834. His mother, Eliza, remarried John Burgh in 1836. He died in 1837. In September 1848 Eliza, Robert and his two sisters, Caroline and Susan, departed Plymouth on the William Moneya for Port Adelaide and arrived in January 1849. Once gold was discovered in Victoria, Serjeant made his way to Forest Creek (near Castlemaine) and he and his mate Mr Victor, were the first party to sink through the basalt in search of a deep lead. In 1854 he moved to Ballarat to work as a miner and enjoyed some success. In 1855 he was with a group that discovered a 500 ounce nugget. With his share of the sale he set himself up with the latest mining equipment, as well as beginning a lifelong interest in the share market. He became the Manager of the Chryseis, Isis and Garibaldi claims and then the Manager of the Band and Albion Consol Company. He held the position for thirty years and only resigned when the company amalgamated with the Sir Henry Loch Mine. Robert Malachy Serjeant became interested in Politics. The first election for Parliament Representatives for Ballarat was in 1855. Robert stood for election for the first time in 1859, representing Ballarat West. He was also elected to represent Ballarat West in 1874 and 1880. Robert Serjeant’s community involvement extended to Education. Years of discussion eventually saw the development of the Ballarat School of Mines, the first school of mines in Australia. The inaugural School Council was formed in 1870 with Sir Redmond Barry, the Chief Justice, as President and Robert Malachy Serjeant as a member of the council. He held a position on the council until illness forced him to retire in 1889. He was elected a Life Governor in 1889. He was also a Life Governor of the Ballarat Hospital. Robert Serjeant showed Prince Albert and Prince George (later King George V) around the Band and Albion Mine. At the age of 42, Robert enrolled as a student at the School of Mines in 1871. He obtained a Certificate of Competency in Assaying (including Metallurgy) in 1875. The first certificate in “Geology as Applied to Mining” was awarded to Robert Serjeant in 1876. Robert Serjeant was an active and generous supporter of the School of Mines. As well as being a financial contributor, he lectured and examined in the Principles and Practice of Mining. He was regarded as an authority on alluvial and quartz mining and was a member of the Ballarat Local Court and mining board. In 1977 Robert, Joseph Flude and Henry Caselli donated the patent rights of a novel Pyrites furnace to the school. The R.M. Serjeant Scholarship at the Ballarat School of Mines resulted after a reward was offered for the first to produce the best method of treating auriferous ores – other than the smelting method. The offer was open for two years but not awarded. The money for this was donated by Robert Serjeant to the amount of 256 Pounds. It was then used to fund the School of Mines Scholarship in Engineering (1889). It was first awarded in 1922. Robert Malachy Serjeant died on 25 October 1902 and was buried at the Ballaarat Old Cemetery. In clothing, a collar is the part of a shirt, dress, coat or blouse that fastens around or frames the neck and may be permanently attached to the main body of the garment (e.g. by stitching) or detachable. Today's shirt collars descend from the ruffle created by the drawstring at the neck of the medieval chemise, through the Elizabethan ruff and its successors, the whisk collar and falling band. Separate collars exist alongside attached collars since the mid-16th century, usually to allow starching and other fine finishing. Jabots made of lace and hanging loose from the neck were an essential component of upper class, male fashion in the baroque period. During the Edwardian period, and sporadically thereafter, ornamental collars were worn as a form of jewellery. Names for specific styles of collars vary with the vagaries of fashion. Jabots survive in the present days as components of various official costumes, as are those worn by judges and counsel throughout Australian courts and town mayors. 2018 Kingston City Council Mayor Steve Staikos asked CMHS to loan the Former Moorabbin Mayoral Robes and Jabot for display at KCC Office Cheltenham. These Moorabbin Mayoral Robe with Jabot are now displayed along with those of the former City of Chelsea Robe and the former City of Mordialloc Robe at Cheltenham . KCC possesses the original Mayoral Chains of each former Council and they are displayed on each Robe for the annual Opening Meeting of KCC in February. This set of a 'Jabot' style collar and cuffs was part of the ceremonial Mayoral Robes c1960- 94 for the City of Moorabbin 1934-94. This is the last City of Moorabbin Mayoral Robe and was worn by Mayor Ron Brownlees, (prior to amalgamation with the City of Glen Eira and City of Kingston in 1994), and donated to the City of Moorabbin Historical Society in February 2007 by the City of Kingston. The City of Moorabbin developed from the Moorabbin Roads Board of 1862, becoming The Shire of Moorabbin in 1871 and the City of Moorabbin in 1934. November 2018 At the request of the Mayor Cr Steve Staikos this Jabot Collar and Cuffs is now on display with the Mayoral Robes at Kingston City Council Offices Nepean Highway Cheltenham . Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Located on what was referred to as Obelisk Corner, improvements have been been made since the unveiling in August 1919 with the provision of a stone retaining wall topped with a chain link and granite stone boundary, most likely in conjunction with improvements to the intersection into Main Road. Along with the use of the name Obelisk Corner, the Bridge Street bridge was also known as Obelisk Bridge. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). Dated 1919, the Eltham Obelisk is decorated with wreaths, most likely for what was originally known as Armistice Day though now known as Remembrance Day, 11 November. The location of the Obelisk at the corner of Bridge Street and Main Road became known as Obelisk Corner and the Bridge Street bridge was also referred to as Obelisk Bridge. ledger, POUND KEEPERS BOOK ORBOST COUNCIL, mid 20th century
This ledger was used by the Shire of Orbost pound keeper from 15 june 1947 -12 June 1971. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This book records the impounding of animals which have been found wandering on local roads or trespassing on land. Many are farm animals. Impounded animals were either claimed by their owners after payment of a fee or if unclaimed , they were sold. The Orbost Pound was situated on Martin Street.This book is a record of a practice which was necessary to remove stock which were wandering on local roads or trespassing on neighbours. It contains many local names and is of social interest. (ref. Vic. Collections)A rectangular hard cover leather bound ledger with fawn cloth spine, titled "POUND KEEPERS BOOK SHIRE OF ORBOST". Inside the back cover are several sales dockets and Shire of Orbost By-Law No 48. Pages are lined in blue and red and pages are headed in black . Entries are hand written in blue and black. This ledger was used by the Shire of Orbost from 1935-1971. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. This item comprises records that belonged to the local government accounting system. The Shire of Orbost Council no longer exists having been absorbed by the East Gippsland Shire Council. ledger, 1911-1914
This ledger was used by the Shire of Orbost from 1911 - 1914. It was used to record fees paid for Dairy Registration, Dog Registration and Sheep dipping. At that time dairy farmers were required to register all milking cows. Dogs, too, were to be registered and there were strict laws on sheep dipping. Every sheep-owner was to dip all his sheep immediately after shearing and directly from the shearing-board in every year and also at the time of dipping his sheep dip all his lambs. In case the sheep couldn't be conveniently dipped directly from the shearing board they were to be placed and kept in a securely fenced paddock to be dipped within sixty days after shearing. Sheep-owner who neglected or failed to comply with any of these directives were liable to a penalty of not less than One pound nor more than Twenty pounds. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. In Australian suburbs and rural towns where the sewer wasn't connected, people usually had an outside toilet. The toilet seat was made of a plank of wood secured at its ends to the walls of the building with a large round hole in the middle. Underneath was the removable sanitary pan and on a regular basis, usually weekly, the full pan was taken away and replaced with an empty one. This was the job of the sanitary carter. the sanitary depot was in Martins Lane, Orbost Development of the Orbost Wastewater Treatment Facility began in the 1960’s with the construction of four treatment lagoons. Shortly after the construction of the lagoons the sewerage system was installed throughout Orbost.This item is a record of accounting for the local government. The collection of sanitary pans was a necessary service before the Orbost township was had its own wastewater treatment facility.A large register of pan fees for the Shire of Orbost.
