The Armstrong Cannons were originally placed at Fort Gellibrand, located at the southernmost tip of the Williamstown peninsula. The Fort was developed during the 1850s as part of a defensive system for the city and port of Melbourne. The importance of the Fort batteries declined from the 1890s, when they were effectively replaced by new facilities at Queenscliff and Point Nepean, but they were still used for gunnery practice. Local residents, through the Williamstown Town Council, complained to the Acting Minister for Defence that the concussion from the guns damaged windows, walls and foundations of buildings. The Armstrong Cannons were moved from Fort Gellibrand to the Gardens in 1906. A primary source of evidence of the cannons being in the Gardens. The cannons are remembered fondly as play equipment for the local children. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. In 1853, Bendigo Miners protested against the 30 shilling miners licence the had to pay the government. They wore red ribbons to show their protest and shopkeepers hung red ribbons outside their premises in support. Thousands of miners signed a petition to Governor LaTrobe to no avail. A protest gathering in Pall Mall marched to the Government camp on Camp Hill but this was a peaceful event again to no real avail.Typed notes on The Bendigo Petition and the Red Ribbon Movement.
