Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. News paper Cutting Chaplain-Captain F. H. King, ? 1917
Captain Frank Herbert King was born in the Parish of St. Saviors in the borough of Brougham London March 5th 1875. He was educated in theology at St. Augustine's College Durban University. He went on to serve for 2 1/2 years in South Africa during the Boer Wars and then re-enlisted in the A.I.F.16th November 1916 when he listed his address as "The Vicarage Sunshine Victoria" and listed his wife as "Kathleen King" “Revd McCoy announced his intention of moving to the parish of Deniliquin in October 1915. He was replaced by F.H. King. Though the parish could not house him, he came in November. King was a typical “new broom”. In January 1916, at his instigation, the parish agreed to change its hymn book to Ancient and Modern. This decision could be viewed as a “churchmanship” matter, one of many that happened in these years. He pushed through the building of the vicarage, from tender in January to blessed and occupied by June. At the Annual General Meeting, King described 1915 as a trying time in the church and looked forward to a happier and more prosperous time during 1916. At a special vestry meeting, 3 November 1916, King announced that he had accepted an appointment by the Archbishop for service at the front, and that he had been instructed to prepare to go abroad. It was decided in his absence the parish use lay-readers, with periodic visits by clergy for Holy Communion. On 12 November, King thanked the parish for their loyalty and their devotion to him and the church. In return the parish presented him with a wrist watch. The parish was not formally vacant; just without a vicar. In September 1917, the Archbishop wrote advising that King had resigned. He appointed the Rev. W. Green to the parish, but Green declined.”(1) He was sent to Egypt where he administered to the Australian Stationary Hospital Australian 3rd and 5th light horse brigades. His Army record states he was Invalided and Completion of Duty 12 July 1918. He was later awarded th Order of the British Empire (OBE) 1 “The Junction” a history of St Mark’s Sunshine The picture of Chaplain-Captain F.H. King was carried in the Bible of Sig. H. C. Roussac ( a Gallipoli veteran) during his service with the A.I.F. in France. It can only be assumed that F.H.King had a profound effect on Sig. This is the twenty-first key presented to Ronald Arthur Edwards in August 1935. The celebration, held at his parents home in Husband Road, Forest Hill, was attended by many well known local people who signed his birthday key. Ronald Edwards was the youngest child of Arthur and Martha Edwards. In 1929 aged 15 he contracted poliomyelitis and became an invalid. He died in 1955 at Forest Hill.This item is significant in the history of Forest Hill as all the attendees and Ronald Arthur Edwards are from the pioneering families of the area of the Shire of Nunawading.Large wooden plywood key made to celebrate the 21st birthday of Ronald Arthur Edwards in August 1935. Tait ...The World War One Memorial Stained glass windows in the Barkly Street Uniting Church resulted from a request made in 1919 by the Barkly Street Young Men's Club to be given permission to raise money to pay for the project. The window was designed by Fisher Co. Pty Ltd, and was unveiled by a former army chaplain - either Rev. J.A. Gaunt or Rev. Bladen on the 14th March 1920. The total cost of the windows was 171 pounds 10 shillings. 1879 - The Argus, Friday 11 July 1879, page 4. The Kew Borough Council having decided to initiate a fire brigade, invited volunteers to send in their names. About 40 complied with the invitation and met at the Town-hall to choose 12 of their number to form the brigade. The 12 elected then chose their officers as follows :— Councillor Gray, captain ; Mr. Thomas Greenhill, foreman ; and Mr. H. Loxton, secretary. The brigade decided to apply to the council for uniforms and a bell; and after adopting rules for their guidance the meeting separated. The brigade now possesses a reel and 500ft. of hose, and a shed is being erected in Little Walpole-street for a station. The council have applied for six additional fireplugs in the Main-road, so that the brigade may now be considered fairly established. The Volunteer Fire Brigade was replaced in 1891 by a detachment of the Metropolitan Fire Brigade and a new Fire Station in Walton Street constructed in 1893; subsequently demolished in 1941.The certificate includes the only known image of the first fire station in Kew. It was donated by Mrs L. Bray. The donor's father, Mr. A. Wood, was a member at time of the Brigade's 'disbandment'.Kew Volunteer Fire Brigade: Certificate of Membership, 1886. Testifying that Herbert Woollard was an active member of the Kew Volunteer Fire Brigade between 4th May 1883 and 2nd July 1886. Signed with pen and ink H. Kellett (Captain) and F.G.A. Barnard (Hon. Sec.). The certificate is believed to include the only picture of the first Kew Fire Station.The certificate lists the original members of the brigade on the left side as: Captain H.
