Notices showing the boundary of the area of the review and advising that an investigation was to be carried out were published in the Victoria Government Gazette and in local and other Victorian newspapers in May 1987. A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. These photographs were taken at the Corps Day parade at the Army Survey Regiment, Bendigo in July 1983. This was the Director of the Survey Corps – COL John Hillier’s last parade at Fortuna before his retirement. COL Hillier, often referred to as ‘NRJ’ (his initials) was Director for five years. COL Alex W. Laing attended the parade as his successor, seen in the foreground of photos .5P and .6P. COL Hillier was appointed a couple of years later to the honorary position of Colonel Commandant of the Royal Australian Survey Corps from 1989 to 1993. COL Laing was Director of RASvy from July 1983 to November 1988. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. There are 6.2 acres of wetlands near the cemetery entrance.466-56: Alexander McLardy Sr. The descendants of Alex McLardy came to Phillip Island in the year 1886. A builder by trade, he built a great number of houses and buildings on the Island. He was also the founder of the Guesthouse "Glencoe". At 90 years of age he could still read well without the aid of glasses. He died in 1956 aged 95. Others buried in the double graves are: Robert Alexander died 1926 aged 10 months, Alexander Thomas died 1971 aged 76, Beatrice died 1966 aged 73, Donald Alexander died 1992 aged 64 and Claire Isobel died 1993 aged 61. 466-57: Walter Findlay. Walter's parents George and Mary, came to Australia in 1852. Walter was born in Sale circa 1883. He married Henrieta Kennon and they lived and farmed in Settlement Road, Cowes prior to their shop and residence being built in Warley Avenue, Cowes. The shop carried general merchandise and confectionery. The property was absorbed by Bass Coast Family Medicine on the west side of Warley Avenue. Henrieta died September 1965 aged 84. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. On 01 July 1990, the Gippsland Institute became the Monash University College Gippsland as a constituent of Monash University. The Bell Shakespeare Company leased the Athenaeum Theatre for plays performed in Melbourne for its 1993 season. The company toured the productions in Sydney, Adelaide and Canberra, commencing on 26 March and ending on 24 July. All plays were directed by John Bell and he usually took the leading role. The plays were Romeo and Juliet, Richard lll, Hamlet. The music was composed by Nigel Westlake.Performances of Shakespearean plays have been held at the Athenaeum over many years. The Bell Shakespeare Company performed several times at the Athenaeum Theatre.
