Prior to the election of female Councillors and Mayors, the Mayoress role was one of the few ways women could officially undertake civic duties and Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Anne Galvin O.B.E. was born Anne Edith Ruby in 1903 and was one of Bendigo's best known charity workers. She used her first speech as Mayoress to indicate her intentions to do something for mothers and children and it was mainly through her efforts as president of the National Council of Women that Bendigo received the appointment of the two first women police officers in 1956 (1). Anne Galvin was the second woman in Bendigo to be elected to the Bendigo City Council in the 1960's, retiring after six years on Council in 1973. Rev. Dr. Charles Strong arranged a meeting of some imminent citizens of Melbourne on the 17th of February 1885 when the decision was made to form the Melbourne District Nursing Society. Rev. Strong chaired the meeting, on 4th of March 1885, which accepted the Rules of the Society prepared by the Sub-committee. He chaired the first Annual meeting of the Society the following year and remained a Committee member for several years.Rev. Dr. Charles Strong had significant involvement in the establishment of the Melbourne District Nursing Society (MDNS), the first District Nursing Society in Australia. He was born in Scotland and came to Melbourne with his family in 1875, initially being Minister of Scots Church in Collin Street. He left the Presbyterian church and became the first Minister of the newly formed, free religious, Australian Church in 1885. Rev. Strong cared passionately about social welfare issues and was a member of the Australian Health Society from 1880 and also president of the Convalescent Aid Society. He was involved with improving lodging houses in the slums of Melbourne and recognized the need for nursing care of the sick poor in their own homes. Many eminent citizens of Melbourne supported this idea and he arranged a meeting of these citizens, fifteen women and four men, at Mrs. William McCulloch's home on the 17th of February 1885, when the decision was made to form the Melbourne District Nursing Society. Dr. Strong, along with Dr. Caffyn, had experience of social welfare work in Scotland and were able to explain the object and scope of a District Nursing Society. A Sub-committee was formed, with Mrs. Charles Strong among the members, to draw up a Constitution and for suggestions to carrying on the Society's work. Rev. Strong chaired the meeting, on 4th of March 1885, which accepted the Rules of the Society prepared by the Sub-committee. A Special General Meeting was held on the 9th of April and the first Officers and Committee members, were elected with the Rev. and Mrs. Charles Strong being elected as members. Rev. Strong chaired the first Annual meeting of the Society the following year and remained a Committee member for several year. In 1934 the Trustees of the Marie Krecklow Estate donated 500 pounds to furnish and equip an empty Ward in the Melbourne District Nursing Society After-Care Hospital in the memory of Mrs. Marie Krecklow. This image shows the furnishings in the Ward of the Hospital at 45 Victoria Parade, Collingwood. The boys in this image are receiving nursing care before returning home following their recuperation. Many children were nursed at the hospital, some long term during the Polio epidemic. The Society were pioneers in recognizing the need for premises where patients too ill to be in their own home, but not ill enough to go to hospital, was needed, and the Society built, then opened, the Melbourne District Nursing Society After-Care Home in 1926, (from 1934 called After-Care Hospital), for these patients, and patients from Melbourne Hospitals who required recuperation before returning home. Many children were nursed there, some long term during the Polio epidemic and the Society employed two School Teachers. The Society now ran two divisions, the After-Care with its own Trained nurses and the District division. The Society were the first in Melbourne, in early 1928, to recognize some patients leaving the After-Care, and many at home, needed further social care and they set up ‘Almoners’ from their committee to visit these patients and be intermediaries in getting them social assistance. It was late the following year before the first training of Almoners took place in Melbourne. In 1930 the Society employed a full time kindergarten teacher to visit poor children in their homes. That year the Society were pioneers in opening an Ante-Natal Clinic at the After-Care, setting a high standard with equipment, keeping records and providing leaflets with instructions in how to keep healthy during pregnancy, what complications to look for and what to do when labour commenced. In 1934 the Society were pioneers again when they opened the first Women’s Welfare Clinic in Melbourne giving advice on birth-control, at first attended by their own patients, but then accepting patients from public hospitals until their own clinics were opened.A trained Almoner was employed at the hospital but left after twelve months due to the volume of work. Unable to employ another trained Almoner due to a shortage of them, a Social Service Officer was employed at the After-Care who successfully gained better housing from the Housing Commission for families living under unsuitable conditions. In the 1950s the Hospital and Charities Commission decided to take over the After-Care Hospital, so the Melbourne District Nursing Society and After-Care Hospital separated and the Melbourne District Nursing Service was formed, setting up Headquarters at 452 St. Kilda Road. This photograph is taken in Footscray Centre and Sister Ellen Anderson is the Supervisor of this Centre. Mrs. Hogan is the Clerical Officer working at Footscray and discusses any phone calls received with Sister Anderson.Gradually over the years, Melbourne District Nursing Service (MDNS), later known as Royal District Nursing Service (RDNS), from 1966 when they received Royal patronage, opened Centres throughout the Melbourne Metropolitan area. Their trained nurses (Sisters) left from these Centres each morning to carry out their nursing visits in a specific area, taking any sterilized equipment needed with them. They returned at the end of the day to write up their patients nursing histories, clean and reset any equipment used ready for sterilization, and contact other medical and community personal as necessary. Most of the RDNS cars were housed at each Centre, only a few being driven home by a Sister. Two letters on Melbourne Legacy letterhead to Mrs Lois Hurse, the War Widows' Guild president in 1970. The address showed the Guild was also known as The Vasey Housing Auxiliary (War Widows' Guild) Ltd. Both letters discuss the 45 bed nursing home that the Guild was establishing in Church Street Brighton. One is signed by the Executive Officer Ivan Layton and the other by EP Evans the Hon. Secretary. The letters were returned to Legacy by the Guild when the Guild closed. The War Widows Guild was founded by Mrs J M Vasey, the wife of Major-General Vasey. During the second world war she became secretary of the AIF Women's Association, a body which sought to help soldiers' wives. Her work with this body drew her attention to the plight of war widows. After Major-General George Alan Vasey died in an aircraft accident on 5 March 1945 she became a widow herself. At the end of the war Mrs Vasey founded the War Widows Guild. The Victorian War Widows Guild closed in 2021. Some items, including this letter, were donated to the Legacy archive for preservation - it shows a close bond between the two organisations. It was possible for a widow to be members of both Legacy and the War Widows Guild. 'Miss Annie Miller, who had nursed Prince Alfred with Miss Turriff [Haldane, first matron of Alfred Hospital], also joined staff at the Alfred some time before 1876. During her time at the Sydney Infirmary, Annie Miller created something of a stir when, after her experience nursing Prince Alfred, she became selective about which areas of the hospital she would work, only willing to serve in Male Surgical and Accident. She also had been reported to Miss Nightingale by both Lucy Osburn and Haldane Turriff for openly flirting with the Resident Physician, receiving flowers, embroidering slippers, playing with his watch chain and generally becoming the subject of gossip ... Before his departure from the hospital the doctor in question diagnosed Annie Miller as having an [abdominal] aneurism and she went into decline, mainly from the deprivation of his company, it was felt. With the threat of her possibly being returned to England because of ill health, Miller went to Brisbane and Goodna (Queensland), subsequently to Melbourne, where she faded into obscurity. History Books: Melbourne, 1996 p. 8 'Annie Miller was Scottish, single and claimed to be 34 years old (in Sydney, she was assumed to be ten years older); Wardroper [Sarah Elizabeth, first superintendent at the Nightingale School of Nursing at St Thomas's Hospital, London] had found her to be a good nurse, but 'proud and peculiarly sensitive'' (Burrows, 2018 p. 33). At the end of 1870 Annie resigned after the three-year term at Sydney Infirmary ended. She was appointed to the position of matron at Brisbane Hospital in February 1871. She resigned within a few months of her appointment after a dispute with the staff surgeon who refused to recognise her and her status. Schultz records that Miller worked at the Hospital for the Insane at Goodna [Queensland] and died in the Melbourne Benevolent Asylum on 12 March 1907. The Victorian branch of the Australian Nursing Federation owns the book presented to Miller by Florence Nightingale in 1867.' Miss Miller was also an intimate of Miss Turriff's. Annie Miller is said to have had a brief term as matron in Brisbane after her resignation from the Sydney Infirmary in 1870 but the Brisbane Hospital authorities are unable to provide this one way of the other. Lucy Osburn thought that Miss Miller was in private nursing in Melbourne in 1873 and the Vagabond [alias of John Stanley James, Argus journalist] stated positively that she was working for Miss Turriff at the Alfred when he was there in 1876'. A small inkwell with hinged lid. Inkwells such as these were used by naval officers during World War 1. The mark on the lid has been identified as being of either Austrian or Russian origin. KKA PRIV is an abbeviation for Kaiserlicher Konigslicher Adler Privilig – Imperial Royal Eagle Priviledge. These two letters discuss the secretarial requirements of Legacy in the 1930s. One is a letter to Legatee Os Gawler outlining the costs incurred by the Board of Management General Fund for the past 3 and half years that related to the secretarial fees of Miss Wheeler and stationery and phone expenses. It was written in response to a request by the President. The second letter shows there was a resolution a couple of weeks later that the Board moved to appoint a sub committee. The sub committee consisted of Legatees Gillespie, Russell, Cremor, Parkes, Birrell, Kemsley, Meldrum and Gawler. The sub-committee decided that the co-ordination of the club was best served by a paid male Assistant Secretary and Employment Officer who would be responsible for all the administrative and employment work, assisted by a typist. Also that when that was enacted the services of Miss Wheeler and Mrs Andrews were no longer required. These documents show that the club had recognised the need for paid assistance in their administration. The notation H9 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A notation on the back says: 'Appointment of first paid Secretary of Melbourne Legacy'.Very early documents that document the activities of the Legacy club and its expenditure. A Legacy ceremony at the Shrine of Remembrance on 11 April 1990, the guest speaker was Commodore Jim Dickson. One of the annual "Anzac Commemoration Ceremony for Students" events, usually held just prior to ANZAC Day. The ceremony provides a valuable opportunity for students to gain an appreciation of the Anzac spirit, the significance of the Shrine and the meaning of Anzac Day. As well as photos of the ceremony and a fly past of four aircraft there are photos of three widows attending. The elderly lady in white on the left is Mrs Winifred Fotheringham who is also in 00579. She helped launch the 1990 Legacy week as she had reached 101 years of age (see 01045). This was the 59th Annual Commemoration service for school students. A lawn bowls contest in 1990 held at East Malvern RSL lawn bowls Club. The winner of the Dallas Brooks Trophy was Andrew Tucker and he met the previous year's winner, Thomas Tucker (no relation). The event was held annually and was a fundraiser for Legacy and well as a social event for legatees. Behind them is a poster with the slogan 'Help Legacy' with an image of a Legacy Boy that was printed as a brochure in 1960 with the slogan 'The Legacy Boy, worthy son of a worthy father.' The article was cut from the newspaper and pasted into a scrap book of press clippings. A photo of Badge Day in the 1960s, with Ivan Layton, Mrs Mack and Legatee Bert Davis counting the donations near a Legacy Appeal tin. Ivan Layton was the Chief Executive Officer for many years. Legatee Bert Davis was the Chief Financial Officer in the early sixties. Mrs Mack was a generous fundraiser. She lived at Mount Macedon and opened her beautiful garden to the public on a regular basis to assist Legacy with fundraising. She was given a Legacy lone pine tree by a grateful Legacy to add to her garden. The letter accompanying the photo said the garden and tree was lost in the Ash Wednesday fires in 1983. Further research shows that Mrs Margaret Mack and her husband Mr John D. (Jack) Mack first opened their garden at Dreamthorpe, Mt Macedon, in April 1950 for a garden fete. It raised £140 for Legacy (source: Trove). The exact date of the photo is unknown but would be early 1960s. Raoul Fortescue Miles was one of the seven sons of Captain Edward Thomas Miles and Mrs. Charlotte Eliza Miles. There were also four girls. Names of these in order are: Edward Leslie, Amy Florence, Augustus Temple, Lilian Ethel (Mrs. G.M. Parker), Hilda Clare (Mrs. J.W. Barrett), Arthur Hunter, Thomas Alfred, Sydney Derwent, Raoul Fortescue, Kathleen Mary Edith (Mrs. Howe), Keith Lyttleton. The only survivors are Thomas Alfred and Kathleen Howe. Raoul Miles served in the 12 Bn. in the first AIF and rose to the rank of sergeant. He Married an English girl at the end of 1st World War and brought her as an 18 year old bride to Australia. He worked Hendon which was owned by Captain Miles. In the early twenties he went to Seaford and opened a cafe on Napean Highway. He then opened an estate agency as well in front of his house. He was a councillor in the then Shire of Frankston and Hastings. He was Shire President at some time. Just before the 2nd World War he opened an estate agency in Frankston near the station. He also had a post office agency in the building which he owned. After the war he and his brother Sydney subdivided land and built houses at Seaford. His wife died suddenly and for some years he lived alone in a two storey houses divided into two flats. He died when he was about 72 or 73. During World War 2 he was a recruiting officer for the R.A.A.F. He had five children: - Jean (Mrs. Hayward, Portland?), Barbara (Mrs. Collins, Wattle Park), Laurie (Mrs. Thorpe Woods, Kent, England), Ted, Seaford?, Bill, Seaford?".

This is a set of 14 photographs of a visit to the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979 by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB. He was accompanied by his wife. They were escorted through the production areas of the Army Survey Regiment by the CO LTCOL Bob Skitch. Lieutenant General Sir Donald Dunstan AC, KBE, CB was an esteemed Australian Army officer, who was CGS from 1977 to 1982. Upon retirement from the Army in 1982, he was appointed to the position of Governor of South Australia from 1982 to 1991. LTCOL Bob Skitch was the CO of the Army Svy Rgt from 1976 to 1980. Also featuring in these photos is MAJ Peter Eddy, who was the OC of Air Survey Squadron. He was later promoted to LTCOL and was CO of the Army Svy Rgt from 1981 to 1982. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community.
