Motorola introduced the Bag Phone in 1988. These phones offered more durability and higher power output (up to 3 watts) than more conventional mobile phones of the time. Bag Phones were expensive to purchase and operate. They became available within the Department in the early 1990s but their use was very restricted to staff like fire communications duty officers. Senior regional managers also had bag phones. Bag Phones were also bulky and heavy and were often known as "The Brick". The 12 volt sealed lead-acid rechargeable battery provided up to 2.5 hours of talk time and 48 hours of standby time. They were replaced from the mid 1990s by smaller, analogue flip-phones with lighter Nicad batteries manufactured by companies like Nokia. This popular shop in Marysville was originally opened in the old Barton house by Frank and Val Pryor in 1995. The lolly shop premises were destroyed, along with most of the buildings in Marysville, in the 2009 Black Saturday bushfires. The then owner, Julia Harris, reopened the lolly shop in an old shipping container until the premises was rebuilt. Rolling papers are small sheets, rolls, or leaves of paper which are sold for rolling cigarettes either by hand or with a rolling machine. When rolling a cigarette, one fills the rolling paper with tobacco. Rolling papers are most commonly made with wood pulp, hemp, flax, or rice straw as a base material. 1860 Samuel Ramsden, a Yorkshire man, founded first paper mill in Victoria on the banks of the Yarra River, Fairfield, Melbourne. This was the Australian Paper and Pulp Company which for most of its history was called The Australian Paper Manufacturers Ltd. until it changed its name in 1986 to Amcor. In 1919 the company opened its mill on the corner of Upper Heidelberg Road and The Chandler Highway in Fairfield and remains there today. This bag was used by Keith Charles Nixon who was born in Orbost on May 17 1907, the son of Percival Charles Nixon, Keith farmed at Bellagoogan and Jarrahmond. He was a keen racegoer, racing the successful Bravesia, trained by P.B. Quinlan and winner of the William Reid Stakes and other races. He died on 22 June 1994. E.J. Barker is a past principal of the School of Mines Ballarat and the Library at the Mt Helen Campus is named after him. Document is a Draft of the proposed "Higher Education: an Agenda for Change". It is from the Minister for Employment, Education and Training, Hon J S Dawkins, MP. Dated December 1987. Throughout this draft are notations. Noted throughout is "Cabinet-in-Confidence". Handwritten sheets are comments by Jack Barker re this paper which became known as "The Green Paper". Ballarat College of Advanced Education Director Dr John Sharpham wrote document "Ballarat College of Advanced Education and the Future" in response.
