The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. Medical practitioner Sir Stanley Seymour Argyle (1867-1940) was a man ‘much admired’ for his civic contribution to Kew. To ensure ‘pure [uncontaminated]’ milk for Kew, he co-foundered the Willsmere Certified Milk Company in 1898. His mayoralty of Kew, 1902-04, exhibited superior leadership. In association with local chartable institutions and churches he ensured the unemployed of Kew were not distressed. He also agitated for the removal of the Kew Lunatic Asylum. After a long stint as a doctor in the Army Medical Corps with the Australian Expeditionary Force, Kew formally welcomed him back home in 1918. However, in 1919 he left his two-storey red brick home, on the ‘corner of Gellibrand Street’ for Toorak. He went on to have an outstanding career in radiology at the Alfred Hospital and in Victorian politics. He was cremated following a State funeral. "The Mechanics’ Institute hall (demolished) and the library played a central role in the story of Melton social life, and in the development of its learning, culture, entertainment, celebration, commemoration and many community groups. The building on the site today - with the Court House the only remaining early community or public building remaining in High Street - is a tribute to the energy and talents of the very small Melton community over many years. Its substantial size, brick materials, and the evident use of an architect in its design, sets it apart from most other simple weatherboard Mechanics’ Institutes that were built in smaller country towns in Victoria. The financing and upkeep of this building, which was community-owned until 1982, and built on land purchased by the community rather than granted by Government, itself contributed to the coming together of the Melton community in decision making and fundraising. Although the original hall is demolished, the 1983 Melton Community Hall adjacent is partly its successor, demolition of the Institute hall having been predicated on its construction. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community. S Class Locomotives - The eighteen members of the S Class were ordered in two batches by the Victorian Railways from Clyde Engineering for express passenger and freight workings, with the final eight locomotives ordered specifically to work the North-East standard gauge line. Many were named after prominent Victorians.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.The first standard gauge passenger train from Sydney to Melbourne pulled by Locomotive S314. This was made possible when part of Australia's gauge problem was solved with the construction of a new standard gauge line. The new line was a 317 km long line running from Albury, NSW, parallel to the existing broad gauge line to Melbourne, connecting Australia's two largest cities by standard gauge. S314 entered service on 24 April 1961 and was named after Sir John O'Shannassy who was the second Premier of Victoria. The S314 pulled the first passenger train to travel straight through from Sydney to Melbourne on 13 April 1962. On the morning of 7th February 1969, the southbound Southern Aurora collided head-on with a northbound goods train near Violet Town, Victoria. The Locomotive S314 was hauling the goods train and was destroyed by the impact of the collision. The dinner took place at the Town Hall, Melbourne, and was attended by the Governor, Sir Rohan Delacombe, the Hon. Don Chipp, M.P., the Premier of Victoria, Sir Henry Bolt, and the Lord Archbishop of Melbourne, The Most Reverend F. Woods. The insert has information for guests and is indicative of traffic movement on Swanston Street at the time. The document was found with other papers of President D.J. Simonson who would have been one of the guests since it took place during his presidency.
