This cartridge re-loader is most likely for loading 12 gauge shotgun shells. It is not known if it was for private or military use. This cartridge re-loader has been in the collection of the Warrnambool and District Historical Society for many years but it has no known local provenance. It is an interesting relic from times past. This is a brass cartridge re-loader. It has a rectangular brass base with four brass columns supporting a rectangular top with a hollow middle. The columns of the casing are affixed with metal screws. Inside this protective casing are two cartridge-shaped brass pillars, one with a metal spike at the end and one with a small opening at the top. Both of these pillars are fixed to the base of the protective casing. Over-arching these two objects is a brass lever hinged at the end. This has a wooden handle The arm of the lever has a small protusion on the bottom which pushes into the opening of one of the pillars. A plane table compass as used by surveyors and artillery crew complete with a protective wooden transit case. This compass is the type used by artillery units of the Australian Military Forces during World War 2. This compass was manufactured by J. W. Handley P/L of Melbourne in 1943. The core samples in the display cabinet were obtained from the various sites at which drilling into the rock surface was carried out (under the control of design and structural engineers of the SEC Kiewa Hydro Scheme - late 1940's). This function was a precursor to the decision where to locate, in this case, the McKay Creek Power Station. The information gained by structural engineers from the core samples would be used also for the placements of underground tunnels entry and exit points and the overall effective size of the generator plant. This would have included drill and blast techniques (rock characteristics play an import part of explosion control), requirements for support structures and reinforcing cement/steel forms. The use and replenishment of diamond drill bits(the strongest available, see KVHS 0280) was dependent on the "type" of rock found (harder rock required greater numbers of drill bits). Support beams for reinforced ceilings and floors was also a necessity.These rock core samples are very significant in the formulation and placement of the underground Power Stations and their maze of tunnels (in and out) for a successful implementation of the Hydro Scheme. The amount of pre-planning and engineering studies required for such a large scheme must be undertaken to ensure that a "white elephant" was not the result.There are nine columns of rock cores, each 30mm in diameter, set in a wooden display rack. A clear plastic (slide out) protective panel is installed to the front section. Within each column are block details of the depth from which that section was brought from. This hat belonged to Mr William Grant, Shire President of Bacchus Marsh. Mr Grant and his wife were invited to the opening of the first Federal Parliament held in the Royal Exhibition Building, Carlton, on the 9th May 1901. The opening was attended by the Duke and Duchess of Cornwall and York (later George V and Queen Mary) and 12,000 guests. Mr Grant's family were early settlers in Bacchus Marsh, and both he and his father were influential people in the town. They owned the property "Millbank". When William Grant died in 1924, his obituary in the 'Express' listed 17 public positions he held, including severaal terms as Shire President.This item has historical significance at a local, state and national level.
