QUEENSCLIFFE was built in 1926 to a Royal National Lifeboat Institution (RNLI) design called the Watson Class. The double-diagonal planked vessel was built by A McFarlane and Sons in Port Adelaide SA, commissioned on the 6th of March 1926, and then officially named and launched on the 9th of April 1926. The original Wayburn petrol engine was replaced with a Gardner diesel. This gave QUEENSCLIFFE a top speed of 7.5 knots with a range of 350 miles. The equipment carried aboard included a VHF Radio Telephone, HF radio transceiver, visual signals, life rafts, hand rocket gun, flare gun, generator, search light and first aid supplies. In the tradition of many shore based lifeboats, QUEENSCLIFFE had its own shed and slipway and was always ready for launching when required to go to sea in response to an emergency call. Its area of operation included 'the Rip' at Port Phillip Heads and the Bass Strait seas immediately offshore. She was taken out of service in 1976 by the Marine Board of Victoria and subsequently offered to the Borough of Queenscliffe for care and display. The Lifeboat is listed on the Australian Register of Historic Vessels (ARHV). During her 50 years of service the Queenscliffe attended many calls for assistance both inside and outside the Heads. Some of the vessels and calls for help the lifeboat attended were: 1960 - Army Commandos lost in the Rip 1967 - The search for the late Prime Minister Harold Holt 1974 - The last attendance to a vessel was to the Brisbane Trader which was on fire The shed which housed the lifeboat is located on the Queenscliff 'New' or 'Steamer' Pier (built in 1884). This shed includes the internal section of the slipway used to launch and retrieve the lifeboat. The external slipway and some other structures associated with the lifeboat shed have been removed. Originally fitted with two masts, the stern mast being removed in the 1960's. A retractable centre plate was used when under sail. Delivered with an 80 hp Wayburn petrol motor which was later replaced by a 72 hp Gardiner diesel. Top speed of 7.5 knots and a range of 350 miles.QUEENSCLIFFE is a wooden lifeboat built in 1926 in South Australia. It has a long association with the Victorian port of Queenscliff. The Kew tram depot is located on the corner of Barkers Road and High Street, Kew. It is one of eight tram depots on the Melbourne tram network. The depot opened on 8 May 1915. The main yard has 12 covered roads. There are two tracks for trams leaving or entering via Barkers Road, and a single track connecting to High Street.Postcard produced c.1991 to commemorate 75 Years of Service of The Kew Depot (1915/16-1991). Manufactured in the 1960s, this mobile emergency telephone exchange was fitted into a caravan. Part of the Shepparton Division State Disaster Plan, the caravan could be towed to areas affected by disasters to enable communications to recommence. The caravan remained in service until approximately 1974.Mobile infrastructure plays an important role in Australian communications, owing to the often remote and hostile environments in which Australians live and work. Exchanges such as this facilitated phone calls in the aftermath of an emergency, particularly for hospitals, police and other emergency services. Today, Mobile Exchange on Wheels (MEOWs), Cell on Wheels (CoW) and Satellite Cell on Wheels (SatCOW) - which provide temporary landline and broadband services, mobile phone coverage and service in areas without communications infrastructure respectively - are a critical part of emergency response procedures for natural disasters such as fire and flood. Though technology has progressed, the need for rapid service in remote areas remains a present concern of the communications service providers in Australia. This mobile service infrastructure is historically significant as an early example of a service which has evolved over decades, yet is still needed today. The exchange, as a representative example of a vehicle which would provide early-response in a disaster, is socially significant as a facilitator of critical communications needs in devastated communities: access to emergency services and contact with family and friends. The exchange itself, intact from its period of use, provides an insight into technology of the 1970s.Mobile emergency exchange housed in a caravan trailer on 2 wheel base, duralin body, steel tow bar, Caravan divided into 3 sections; the exchange room; the relay room and the main frame room. The floor is covered with 2 tone grey tiles and there are wire mesh on outside of windows and a geometric curtain inside behind switch rack. There is a flywire screen door as well as exterior door. The relay room has a sectioned door so half can open at a time. Room contains a cupboard with folding bench top beneath a curtained window. The opposite wall has a bank of batteries and transmission condensers; there is a shelf above window, one fluorescent tube and fuse boxes. Tiles on floor also. The main frame room contains many metres of coiled black covered cable, a black covered magneto wall telephone with 300 type handset; grey plastic jumper cords, a rack of termination points and wire with wasp nests attached. There is a small iron step under door, a fluorescent tube on wall and 3 hat hooks. This Sister is working at the Control Centre at RDNS Headquarters, 452 St. Kilda Road, Melbourne where she is receiving a phone call which she will transfer to the appropriate staff member in Headquarters, or if appropriate pass the message onto an RDNS Centre to take action. Central Control was based in the Royal District Nursing Service (RDNS), Headquarters and the Sister working there took and directed all incoming telephone calls to persons in Headquarters or to the appropriate RDNS Centre. Each Centre contacted the Control Sister each morning for any messages received over night. She remained in contact with each RDNS Centre during the day, and in contact with Evening staff after each Centre was closed at 6 p.m. Evening staff contacted Central Control after completing their evening visits, and book work, so the Sister in Central Control knew they were safe and had completed their shift before leaving the RDNS premises. Of a weekend, when reduced staff numbers were working, the same procedure was carried out by the Sister working in each Center's office. This photograph is taken in Footscray Centre and Sister Ellen Anderson is the Supervisor of this Centre. Mrs. Hogan is the Clerical Officer working at Footscray and discusses any phone calls received with Sister Anderson.Gradually over the years, Melbourne District Nursing Service (MDNS), later known as Royal District Nursing Service (RDNS), from 1966 when they received Royal patronage, opened Centres throughout the Melbourne Metropolitan area. Their trained nurses (Sisters) left from these Centres each morning to carry out their nursing visits in a specific area, taking any sterilized equipment needed with them. They returned at the end of the day to write up their patients nursing histories, clean and reset any equipment used ready for sterilization, and contact other medical and community personal as necessary. Most of the RDNS cars were housed at each Centre, only a few being driven home by a Sister. Miss Wright is Director of Education at Royal District Nursing Service (RDNS). She is sitting at a desk in the Education Department which was in Headquarters, 452 St. Kilda Road, until 1974 when it relocated to larger premises at 448 St. Kilda Road. Education was an integral part of Melbourne District Nursing Society (MDNS) from its inception in 1885, later called Royal District Nursing Service, (RDNS). Only Trained Nurses (Nurses) were employed by the Society, and on visits to patients they taught the necessity of hygiene and cleanliness, as well as the need for a good diet, to bring about good health. Doctor’s lectures were later given at the MDNS home to instruct patients and their families on prevention of disease. Education to patients continued throughout the years regarding health care and the use of equipment in the home. In 1961 Education programs commenced at MDNS with their Trained nurses (Sisters) receiving In-service education. Staff could also apply for scholarships to further their education outside of RDNS. At RDNS many programs were run, including: a Post Basic Course, Cardiac Rehabilitation Nursing, Haematology/Oncology Nursing, Palliative Care program, Diabetic Stabilization Program, Leg Ulcer Management Program, Wound Care Specialist Program, HIV/AIDS Nursing Care, Cystic Fibrosis Home Support, Veterans Home Care Program, Homeless persons Program, Breast Cancer Support Program, Continence Management Program, Stomal Therapy Program, In-Home Lactation Support Program. RDNS staff attended several hospitals to observe and learn special care needed to some clients, e.g. to the Austin Hospital to learn the care required for paraplegic and quadriplegic clients at home and to Mount Royal Hospital to observe the care of clients in the rehabilitation ward.. A Community Nursing Education Program was extended to student nurses from hospitals and to other nursing organizations. These Education programs kept the RDNS Sisters abreast of new techniques, such as changes in technology for e.g. new testing methods in detecting glucose levels in Diabetic patients. Sr. Nan Deakin obtained a Post Basic Certificate in Psychiatric Nursing and included this area in her education lectures. Sr. Daphne Geldard specialized in the area of Alzheimer’s disease and Dementia. These Sisters visited patients in District areas with the regular RDNS Sister when required. Every member of staff, both professional and non professional staff, received regular education in the Education Department. In 1980, a Home Health Aide pilot study, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by Sr. Rowley, was evaluated as successful, and Home Health Aides were employed and worked in RDNS Centres under the supervision of the RDNS Sisters. Mr. W.W. Roach is Chief Executive Officer (CEO) of Royal District Nursing Service (RDNS) and is sitting in his office at RDNS Headquarters, 452 St. Kilda Road, Melbourne. Mr. W.W. Roach became CEO of RDNS in January 1971, and soon after started an appeal for funds, as well as organizing and distributing printing material advertising the services available from the Royal District Nursing Service. After almost 13 years with RDNS he retired in December 1983. During his time as CEO, RDNS grew from 6 regional centres with 182 on the staff to 14 centres with a staff of 452, and the Education Department relocated to a nearby building.Black and white photograph showing Mr. W. The photograph is taken in the RDNS Education Department at 448 St. Kilda Road, Melbourne. Mrs. Gerardi and Mr. J. Psaros are Telephone interpreters. Sr. E. Comb is learning, by role play, how best to communicate with people who have limited understanding of English. The other Sisters are observing the role play. The other uniforms are a royal blue dress with white piping around collars.The Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS), later known as Royal District Nursing Service (RDNS), visited patients in their home and gave best practice care in many fields of nursing, and to people of many cultures, throughout its 130 years of expansion. Initial visits not only assessed the specific nursing situation but the situation as a whole. The RDNS Trained nurses (Sisters) visited patients from many different cultural backgrounds, and Education was given to their Sisters to assist them when speaking with the patients and giving them care. Their patients ranged in age from babes, children, adults to the elderly and referrals were taken from Hospitals, General Practitioners and allied Health facilities. Some of the care the Sisters provided is as follows: – Post-Natal care given to mother and babe, Wound Care following various types of surgery, accidents, burns, cancer, leg ulcers etc. Supervising and teaching Diabetic Care, including teaching and supervising people with Diabetes to administer their own Insulin, and administering Insulin to those unable to give their own injections. Administering other injections and setting up weekly medication boxes. The Sisters performed Catheterizations on adults suffering from conditions such as Quadriplegia, Paraplegia, Multiple Sclerosis (MS), Motor Neurone Disease (MND) and Guillan-Barre Syndrome, and when required at school on children for e.g. those with Spina Bifida. The Sisters visited those requiring Cystic Fibrosis support and care; those requiring Haemo-Oncology care, including visiting children at school; those requiring Home Enteral Feeding care, and those requiring IV therapy at home and home Dialysis. Palliative Care was given including pain relief with the use of syringe drivers, personal care as needed, and advice and support to both patient and family. The Sisters provided Stoma management to those needing Urostomy, Ileostomy and Colostomy care and those requiring Continence care. HIV/AIDS nursing care was provided; visits to Homeless Persons were made. Personal care was given to patients ranging in age and with varying mobility problems, such as those with MS, MND, Guillan-Barre Syndrome, Poliomyelitis, Quadriplegia, Paraplegia, Acquired Brain Injury, to those following a Cerebrovascular Accident (Stroke), those with severe Arthritis and those with a form of Dementia. When necessary the elderly were assisted with personal care and advice given on safety factors with the use of hand rails, bath or shower seats, and hand showers. Rehabilitation with an aim towards independence remained at the forefront of the Sister’s minds and when possible using aids and instruction on safe techniques enabled the person to become fully independent. All care included giving advice and support to the patient and their Carers. In the 1950s with the introduction two-way HF and later VHF very high frequency radio sets. Melton Rural Fire Brigade was part of the Bacchus Marsh Group. Radio sets where located in the Melton Fire Truck, and in the house of the Barrie family at Ferris Road. This was an ideal location to observe a 360 degree view in all directions when smoke appeared on the horizon. An antenna was erected beside the house. The set OX 7 was located in the kitchen and monitored 24 hours by the family. When an electrical fire occurred at the junction of the electricity to the house there was time to radio the fire station and summons the men working in the paddocks, thus saving the house from possible destruction. With the introduction of UHF – ultra high frequency Vinten Radios the signal was clearer and static and interference lessened and radio traffic became easier to read, and reduced noise levels in the household. VL3 LY Radio Base became the Group Headquarters was established in 1967. By 1970 the Brigades were: Melton, Rockbank, Sydenham, Toolern Vale, Diggers Rest, Truganina, and Werribee. In 1974 when the family moved to First Avenue, another antenna and a small building were erected adjacent to the residence and used to house the equipment, maps. Radio traffic consisted of regular schedule times and communication with adjoining groups of brigades such as Bacchus Marsh, Mt Macedon and Little River Groups. Many of the brigade and group base radios were situated in private residences and operated primarily by fire fighters wives who held the position of Communications Officer, either registered as a brigade member or informally. Edna was never registered as an operational brigade member but operated informally as an assistant to her husband Bon. She was however a member of the Melton Fire Brigade Ladies Auxiliary from its inception in 1968, a non-operational position. Edna kept up to date with radio procedure following the 1967 handbook; preparing maps, plotting compass points and taking notes on weather forecasts from the SA Border and Western District. Daily notes were taken in anticipation of fire warnings. These log books and daily radio traffic were incidental to the regular radio schedules. Emergency turnouts noted, burning off times and predicted location of smoke. In the summer fire season all TBF (total fire ban days were recorded.) In times of emergency the Barrie family assisted Bon the base radio operator to plot the position and location of fire trucks and to help clarify garbled radio traffic, keep notes and make telephone calls.
