Gave Archibald Norman Colquhoun the right to advertising on the inside of tramcars and buses and on the rear of tickets for five years. Gave details of the contract, minimum payments, rebates and conditions of the contract. Looks at the background for the proposal, operational issues and an economic evaluation, including loading and unloading, a CBD loop and capital costs. Report has a note on page 2 that it was prepared prior to tendering for new trams.
