The Great White Fleet was the popular nickname for the group of United States Navy battleships which completed a journey around the globe from December 16, 1907 to February 22, 1909 by order of President Theodore Roosevelt. Its mission was to make friendly courtesy visits to numerous countries while displaying new U.S. naval power to the world. One goal was to deter a threatened war with Japan since tensions were high in 1907. It familiarized the 14,500 officers and men with the logistical and planning needs for extended fleet action far from home. Hulls were painted a stark white, giving the armada its nickname. The need for services for people with low vision was recognised by the AFB, who undertook to provide a range of services including diagnosis of low vision, advisors on how people with low vision could best utilise their existing sight, and objects designed to assist in everyday living. "The first Presbyterian Church service was conducted at the Orbost Station Homestead in 1885, during a visit by Sir William Clarke, who was accompanied by two ministers. The organist was resident Grace Jennings Carmichael. Services were later held in Mr J. W. Borland’s shop and the Mechanics Hall. In 1887, the land on which the church now stands was purchased from Mr James Hossack snr, for £50 ($100). The trustees were Mr John, Peter and Hugh Cameron, Mr John A Watt and Mr James Hossack Jnr. Timber from Richardson’s Tabbara Mill was used by builder Mr R. P. Cameron and at a cost of £311.3.7 ($622) the church was opened January 9th 1898." In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. The Shire President was Cr. James A. Terrill, J.P. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Roderick William Mills, known as Saltbush Bill (left) with his sons, James Charles Mills (centre) and John James Mills (right), in London. In 1917 Saltbush Bill travelled from America to London after giving shows in various cities of the US, to spend time with his sons. James and John Mills were serving with the AIF and on leave from the French front in London. Saltbush Bill remained in London for the rest of the war as he was unable to return to Australia. Saltbush Bill, was the inspiration for several poems by A.B. Paterson. Born at Balnarring in 1869, Mills earned the title of Saltbush Bill whilst working on a cattle station in Queensland. On these long droving trips, he learnt the art of cracking stock whips of many different lengths and sizes, a skill that earnt him £100 after a Melbourne saddler, J.K. Jennings, suggested that no man could crack a 65-foot stock whip in three tries. Saltbush Bill succeeded on his first attempt and decided to make a career in entertainment with his skill. Over his career he performed for royalty, travelled and performed extensively overseas and lent his skill to fundraising efforts, particularly during the war. His last concert was given in the Boomerang Hall in Dandenong in 1926.A local resident of the City of Moorabbin, Saltbush Bill was an ambassador for Australia and a literary inspiration to A.B. (Banjo) Paterson. Saltbush Bill, his wife Hannah Louise Porter and their 11 children lived in Old Dandenong Road, Heatherton, where Saltbush Bill and Hannah conducted a market garden for many years. Elsie Cooke was a librarian in Orbost for many years. She was the daughter of John Cooke early Brodribb settler. Elsie Cooke lived all her life in Gippsland,. She was born at Brodribb in 1895 and died in 1970, Elsie Cooke lived at Bruthen for a short time and, in 1937, moved to live with her aunt, Miss Jean Munro. Miss Cooke was Librarian at the Mechanics Institute for many years. Kindness and consideration for other were Miss Cooke’s attributes and she endeared herself to all who knew her. She was a loyal member of the Presbyterian Church and a stalwart of the Ladies’ Guild, an energetic worker for the Municipal Auxiliary and a member of the Red Cross. (ref. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. After meeting for 14 years in rented remises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The date on the façade of the building, 1876, represents the date of the formation of the Shire. In 1957 the second Shire Office was built in Woodland Grove by A.B. and M. A. Chick. These offices were considered more than adequate for future needs. The façade featured floor to ceiling windows and several different meeting rooms in addition to the council chamber, which featured an impressive “horse shoe” table. The 79th Fighter Squadron was initially formed at Laverton on the 26th April, 1943 under the command of flying ace Squadron Leader Alan Rawlinson, but within seven days moved to Wooloomanata Homestead on the Geelong-Bacchus Marsh Rd, No 1580 in Victoria. It was a Spitfire Squadron and used Wooloomanata as a training base before flying. The first Bank of New South Wales building in Wodonga was located in a small cottage. The branch opened on 7 May 1872. At first it was conducted as an agency of the Beechworth branch. In October 1872 premises in Sydney road were purchased from Mr P. L. M. S. Chauncy for £650. When the bank commenced in the cottage the first account was opened in the name of Hillerman & Co, storekeepers, Wodonga. Another early account was in the name of William Huon, squatter of de Kerilleau, Wodonga. On 9 July 1873, the agency was converted into full branch under the management of Mr. Joseph Belcher. Other early accounts included Cronin & Callaghan, storekeepers; John Bassett Jnr, shoemaker; John Jennings, contractor; Ah Soon, tobacco grower, Kergunyah; John de Corney Ireland, collector of customs; Andrew Kyle, fellmonger; Rowan Lockhead, accountant; Alexander McKay, publican; George Pollard, farmer; Thomas Street, farmer; and Edmund Uren, gentleman, Buninyong. Organisations banking at the branch included Wodonga Building Society, 1873; Wodonga Mechanics Institute 1875; Wodonga Band Fund 1882; Talgarno Athenaeum, 1888; Talgarno Butter & Cheese Factory 1892; Wodonga Federation League 1893; Wodonga Brass Band 1895; Wodonga Benevolent Society 1895; Wodonga Fire Brigade 1897; Wodonga Rifle Club and Wodonga Racing Club in 1899 and Kiewa Polo Club in 1900. There were also numerous lodge and church accounts. The cottage was later renovated with a porch added in 1889 and an extension to the residence in 1898. The original house was eventually demolished to make way for a new bank and manager’s residence in Sydney Road in 1906. That building was again remodelled in 1969. It became a branch of the WESTPAC bank when the Bank of NSW and CBA Bank joined to become the Westpac Banking Corporation in 1982. The Halfway Hotel was built c1871. It was a thriving business in the days of the bullock wagon and was virtual headquarters of border drovers and teamsters, who camped on the Wodonga Flats opposite. Mr. John Jennings applied for a license in 1871 but it was refused. In October 1872 a License was granted to Thomas Weeks who was advertising that he had purchased the premises. In December 1878 the licensee was advertised as Ann Weeks. Daniel McCormick took over as licensee in 1882 and was followed by Thomas Fitzgerald. In September 1886, Fitzgerald transferred the licence of the hotel which contained eight rooms, to Patrick Flanagan. Flanaghan was a hotel keeper, brewer and stock trader. Pearce Murphy became licensee in 1889, followed briefly by his wife, Julia, in 1890. In September 1890, the licence was transferred back to Patrick Flanagan, the hotel’s owner. During the 1890s, the licence changed hands a number of times. Licensees included Alexander McDonald, Mrs Spehrs, George and Mary Rust. In December 1895, George Rust held the ‘Halfway Races’ on a course at the back of the hotel. Towards the end of the 1890s, Patrick Flanagan was again licensee of the hotel. He died in his residence at the Halfway Hotel in 1929. The license was then held for two years by his son, Mr M.J. Flanagan. In June 1931 the licence was transferred from Maude J. Flanagan to Percy Pickering. In July 1939 the hotel was sold by Mr P.W. Pickering to Irene Weatherall. The new licensee was Mr H.O. Harris of Bonegilla. In April 1940 The Licensing Court granted an application to remove the Halfway Hotel, Albury Road, Wodonga, to the corner of Elgin and Smythe Streets, Wodonga, on condition that premises were to be erected within 42 weeks. Applicants were Irene A. Weatherall and Lena Emma Pickering, owners, and Harold O. Harris, licensee. Mr Edwin Harold and Mrs Ruby Scholz bought the property. Ruby was a sister of Emma Pickering. They lived there until the premises was demolished for the widening of the Lincoln Causeway. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Barry Rochford, Nillumbiuk CEO defends the use of the power.The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Rev Robert Hodgson: His father was Robert Hodgson Snr, of Congleton, and Mildred (née Porteus) in early 1773. He was baptised on 22 September 1773 at St Peter's Church, Congleton. Hodgson was a close relative (by marriage on his father's side and by blood on his mother's side) of Beilby Porteus, Bishop of London of whom Hodgson wrote a biography of Porteus. On his mother's side, he was a descendant of Augustine Warner Jnr., who presided as the Speaker of the Virginia House of Burgesses during the time of Bacon's Rebellion (Warner served before the Rebellion in 1676, and after the Rebellion in 1677.) Hodgson was educated at Macclesfield School and Peterhouse, Cambridge, where he graduated with a BA as 14th Wrangler in 1795. He was appointed rector of St George's, Hanover Square for over forty years, from 1803 until his death in 1844. Bishop Beilby Porteus: Beilby Porteus 8 May 1731 – 13 May 1809), successively Bishop of Chester and London was a Church of England reformer and a leading abolitionist in England. He was the first Anglican in a position of authority to seriously challenge the Church's position on slavery. Porteus was born in York on 8 May 1731, the youngest of the 19 children of Elizabeth Jennings and Robert Porteus ( 1758/9), a planter. Although the family was of Scottish ancestry, his parents were Virginian planters who had returned to England in 1720 as a result of the economic difficulties in the province and for the sake of his father's health. Educated at York and Ripon Grammar School, he was a classics scholar at Christ's College, Cambridge, becoming a fellow in 1752. In 1759 he won the Seatonian Prize for his poem Death: A Poetical Essay, a work for which he is still remembered. He was ordained as a priest in 1757, and in 1762 was appointed as domestic chaplain to Thomas Secker, Archbishop of Canterbury, acting as his assistant at Lambeth Palace for six years. It was during these years that it is thought he became more aware of the conditions of the enslaved Africans in the American colonies and the British West Indies. He corresponded with clergy and missionaries, receiving reports on the appalling conditions facing the slaves from Rev James Ramsay in the West Indies and from Granville Sharp, the English lawyer who had supported the cases of freed slaves in England. In 1769 Beilby Porteus was appointed as chaplain to King George III. He was also Rector of Lambeth (a living shared between the Archbishop of Canterbury and the Crown) from 1767 to 1777, and later Master of St Cross, Winchester (1776–77). He was concerned about trends within the Church of England towards what he regarded as the watering-down of the truth of Scripture and stood for doctrinal purity. He was, however, happy to work with Methodists and dissenters and recognised their major contributions in evangelism and education. In 1776, Porteus was nominated as Bishop of Chester, taking up the appointment in 1777. He was Renowned as a scholar and a popular preacher, it was in 1783 that the young bishop was to first come to national attention by preaching his most famous and influential sermon. In 1787, Porteus was translated to the bishopric of London on the advice of Prime Minister William Pitt, a position he held until his death in 1809. As is customary, he was also appointed to the Privy Council, and Dean of the Chapel Royal. In 1788, he supported Sir William Dolben's Slave Trade Bill from the bench of bishops, and over the next quarter-century, he became the leading advocate within the Church of England for the abolition of slavery, lending support to such men as Wilberforce, Granville Sharp, Henry Thornton, and Zachary Macaulay to secure the eventual passage of the Slave Trade Act in 1807.Beilby Porteus was one of the most significant, albeit under-rated church figures of the 18th century. His sermons continued to be read by many, and his legacy as a foremost abolitionist was such that his name was almost as well known in the early 19th century as those of Wilberforce and Thomas Clarkson but 100 years later he had become one of the 'forgotten abolitionists', and today his role has largely been ignored and his name has been consigned to the footnotes of history. His primary claim to fame in the 21st century is for his poem on Death and, possibly unfairly, as the supposed prototype for the pompous Mr. Collins in Jane Austen's novel ”Pride and Prejudice”.
