The Victorian gold rush came to Eltham in the early 1850s and with it came a crime wave. Local traders called for police protection. This led to the appointment in 1857 of Irish-born Peter Lawlor as Senior Constable at Eltham. In 1859 Peter and his wife Kate were able to move into an official police residence at the corner of Maria Street (now Main Road) and Brougham Street, with stables out the back and a large paddock for grazing across the road. Some of their children went to Eltham Primary School. That 1859 police residence is now the home of the Eltham District Historical Society. The small wooden building on the very corner is a modern replica of the separate police station/office built around 1885-1900. Cases investigated by Constable Lawlor included murders, stealing (horses, cattle, fowls, watches, linen, clothing), a search for a missing person, and two separate instances of abandoned children seeking help. He was officially commended in 1866 for bringing to justice a man who had indecently assaulted an 11-year old girl. Sadly, there was a similar but unconnected case only a few months later. But events had a lighter side; in 1871 Kate lent her piano to the Snowflakes Christy Minstrels for a Catholic Church fund-raising concert. Peter was transferred to Prahran in 1872. He died in 1876 and is buried in Eltham Cemetery with four of his children. His headstone was stolen some time after May 1990 but was returned anonymously (broken into three pieces) in August 2013. It is resting on his grave but has not been re-erected. FELDBAUER / TEAGLE Theodore Albert ‘Curly’ Feldbauer was born 15 October 1909 at Melbourne, the son of Theodore Henry (a naturalised German) and Jessie Margarette Feldbauer. The family moved several times during his childhood but before he was 20 he was living and working in the Eltham district. He became a well-known local sportsman. He played cricket for the Montmorency Imperials in 1929 and 1930 in the Eltham Cricket Association and excelled as a footballer and football coach. There are press references at the time to minor misdemeanours and accidents: evidently he was up for a brawl or two, but he was also able to do a recitation at a social night to launch the Eltham Girls Club in 1932. He married a local girl, Violet Amelda Teagle, in 1933, the 12th of 13 Teagle offspring who lived in Frank Street. Curly and Violet’s first child, June, was born the following year. By 1935 Curly was honorary secretary of the Research Cricket Club. He continued playing cricket regularly, mainly for Research, through till the 1940 season, after the war had begun. The girls started at Research State School in 1939 and 1940, respectively. They lived near Violet’s parents in Frank Street. Curly and Violet’s daughter, Valerie Waller recalls: “We lived near my Teagle grandparents, who had a cow. Dad took over the milking. He would rest his head against the cow and sing to her. When he left to join the army, it took weeks before she would settle down to allow anyone else to milk her.” Curly’s service record is not yet accessible from the National Archives of Australia. Valerie Waller gives us some insight into that period between Curly joining and ultimately embarking for Singapore: “Before he sailed to Singapore, Mum would travel by train, to Seymour, to spend a few hours with him. He sent her postcards and called her his “dear love”. His idea was that the sooner everyone eligible joined up, the sooner the war would be over. He had a great love for Australia.” “While he was a prisoner, Mum received a few postcards from him, not in his neat handwriting, but in block letter printing, to tell her he had received no mail or parcels from her. He must have felt we’d forgotten him, because, of course, Mum had sent lots of parcels and letters, and the Japanese hadn’t handed them on.” Theo was one of over 2,000 Allied prisoners of war held in the Sandakan POW camp in north Borneo, having been transferred there from Singapore as part of B Force. The 1,494 POWs that made up B Force were transported from Changi [Singapore] on 7 July 1942 on board the tramp ship Ubi Maru, arriving in Sandakan Harbour on 18 July 1942. Sergeant Feldbauer, aged 35, died as a prisoner of the Japanese on 27 March 1945 at Sandakan Number 1 Camp. The Japanese recorded his death from Malaria. He has no known grave, but it is believed to be at Sandakan Number 2 Camp. His death was not reported in Australia until some months later. Valerie noted: “I will never forget the sound my mother made when she received the telegram saying Dad had died months earlier, ostensibly from Malaria, but he died during the march. The sound still haunts me.” Violet’s husband Theo is recognised on the Eltham Roll of Honour, which was commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre opened in 1952; the first of three buildings, the others being the Eltham Kindergarten and Children’s Library, that were established as the Eltham War Memorial a living memorial, with a specific focus for the welfare of children of the district. Violet and Theo’s son Albert, being the youngest child of the children of soldier fathers attending a school in the district, was given the honour of turning the first sod for the Eltham War Memorial Building, 15 July 1950. Photographs of handicap dependents at enjoying music and dance from a military band that featured in an edition of the Answer. There were frequent events and activities organised by Melbourne Legacy for handicapped dependents. The Junior Legatees, with many mums and friends of Legacy went to the Defence Force School at Watsonia Barracks and were treated to a performance by the 2/10 Medium Regiment Band. The Bandmaster was WOI Dave Farrell and there was a surprise visit by a clown. According to the article "Former JL Sharon Taylor, now a corporal with 'Visits Protocol and Ceremonial' at the Defence Centre - Melbourne, gave a moving tribute to Legacy in recognition of the support she had received as a young girl. Junior Legatees were given an opportunity to play some of the musical instruments and the enjoyment is evident as the photos show." From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. These photos are from 1995 and used to promote the event in 1996 in the Answer. One photo shows Belinda Raffa of Sacred Heart Regional Girls' College. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. A handbook is issued to all Legatees to assist them with their work with the legacy widows; eg childrens' education, welfare, accommodation, health. A quick easy guide to services provided by Melbourne Legacy such as bursaries, medical care, financial assistance etc for Legatees use. It was reissued annually for many years prior to keeping this information electronically. Many issues are held at 00305. Chapters of the book include the following, many of which are committees: Administration Anzac Day Observance Comradeship. 'Comradeship is an integral and important part of Legacy. This committee's function is primarily to arrange social and other activities which bring members together so that they become known to each other on an intimate and friendly basis; and so that when a member strikes a problem, he immediately knows with whom he might get into touch to discuss it in then spirit of mutual assistance.' Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950) were residences run by Melbourne Legacy to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accomodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent. The photo was taken after February 1972 but exact date is not known. The couple in this photo Bob Wight, who was the Superintendent of the house with his wife Jane. Later Bob died and Jane took on the role of supervisor. A photo of junior legatee girls with Miss Enez Domec-Carre, who was the teacher of the girls classes at Legacy. The document outlines her career and achievements. She was a former Miss Victoria and was known for her physical education skills and for introducing grace and culture to Melbourne. In 1932 she joined Melbourne Legacy as assistant to Mrs Gilles (wife of a Legatee) later became the chief instructor of girls' physical education until she retired aged 65. In the post World War II baby boom the Legacy evening classes were attended by about 400 girls. She helped organise Legacy Widows and Legatee wives to sew the costumes for performances. Among her proudest moments was a display by 1000 Junior Legatees at the MCG during the 1954 visit of Queen Elizabeth II. As well her work for Legacy she ran physical education, ballroom dancing and debutante preparation classes in Windsor, Elsternwick, Gardenvale and Geelong. She also held a position on the Board of Studies and as director of physical education in Catholic Schools. Recognition of her work included being awarded an MBE in 1971. And in 1997 she received Legacy's highest award, the title of Guest of Honour, for her years of service. See also item at 01300 and her 80th birthday at 01541. Enez was the instructor for the girls' classes for many years, she organised many annual demonstrations and was held in high regard by Legacy. The library at Legacy House is named in her honour. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the late 1970's, usually held at Melbourne Town Hall or Olympic Pool Stadium. The beautiful costumes were made by members of the Junior Legacy Mothers' Club and the Melbourne Legacy Wives' Association.Miss Domec-Carre worked for Legacy for many years and had a significant impact on the lives of many junior legatees. This is an example of Sydney Legacy promotional material from 1951s for Sydney Legacy. It promoted the War Orphans Appeal which was an early means of fundraising. It suggests that a person could make a pledge of a small amount of money weekly. For instance, 3 pence per week from 40 contributors would equal £26 and provide for 1 ward. The brochure shows different stages of junior legatees life, from baby to school, and post school roles such as office girl or tradesman. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before offering future options: (i) to carry on using Harelands, Stanhope and Blamey House without change, (ii) move working girls and boys to YWCA/church hostel or YMCA/church hostel, converting Stanhope to a co-ed residence for over 14s attending school, maintaining Harelands as a co-ed residence for under 14s, and releasing Blamey House.
