The Shire of Eltham Historical Society undertook significant research in conjunction with Alan Marshall locating material at various institutions and other societies; interviewing longer term residents and a public campaign through the local press to acquire photographic material for duplication and use in the book. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. At the time of her death on 23 March 2015 she was a member of the Board of Ballarat Community Health, and was identified as follows R.N.; B.App.Sc (Nursing); Post Basic: DipEd(N); Kellogg Fellow (USA 1984-85), M.Ed. Set of five maps prepared by the SEC/Transport Regulation Board? reviewing the option for Ballarat bus routes after the closure of the Ballarat tramway system. Based on SEC drawing No. BA-D1-2222, drawn at 1" = 20 chains. Shows streets in Ballarat and Sebastopol areas. 1775.1 - tram lines shown in heavy blue lines, with grey and yellow (actual operating bus routes at the time?) routes marked out. Photocopy of a transcript prepared by Lloyd Jenkins and draft copy with corrections in blue and black ink of an interview with Mrs. Edna Mader and Mrs Valda Busch at 220 Drummond St. South Ballarat on 28 January 1987. Mrs. Busch was 79 at the time, and Mrs Mader 74. Both worked at the ESCo and SEC offices in the customer accounts section, preparing accounts and associated paperwork. Reviews the system of accounts, meter readers, working conditions. Mrs Mader left the SEC in 1945, (first child) then returned later on as a machine operator until retirement at age 62 in 1974. Mentions some tramway staff. Notes Mr. W. J. K Dunstan who was the office manager in Ballarat, Mr. Charles Trethowan who commenced as the office boy in Ballarat and rose to be the Chairman of the SEC. Also notes social activities, WWII and the take over of ESCo by the SEC. Interview comprises 11sheets of A4 paper. Book has dark red cloth covers, gold block titled on front only, with tipped in end papers, title page, contents pages, three introductory pages by author, 127 pages of text, five index pages and six folded sheets interspersed in book with wiring or controller diagrams. Book finished with red tinted edging. Book published by The Electrical Review Limited, London in 1920, 8th edition. On inside end paper, has ESCo Ballarat office stamp with date 30/9/1924, a glued in white sheet of paper with handwritten notation "To be returned to Mr. P. Bath Motorman No. 51, City Office 9.1.63" and on bottom left hand corner a "Tait Book Co. 90 William St. Melbourne" label that has also been glued in. Alexander Butters enlisted on 12 November 1914 as a gunner. He was awarded a Meritorious Service medal for his "determination and courage .....setting a splendid example to his men..." on the SOMME. 'Aussie' (1918- circa 1929) was a commercial magazine of opinion, review and entertainment. It was edited by Phillip Harris and published in France 1918 - 1919 on a small printing press that Harris brought with him to France. Initially the print run was only 10,000 copies, but soon it reached 60,000 and later 100,000. The magazine celebrated a distinctive 'Aussie' identity through language, humour and imagery. It distributed news, provided light-hearted ways of seeing the war experience and gave soldiers an outlet to express dissent or dissatisfaction. It also provided a voice for Australian authors such as Banjo Paterson, C.J. Dennis and Bernard O'Dowd. (Ref Museum Victoria)This magazine provides an Australian soldiers' view of the political and world climate during World War I, and also represents the bond between Australian soldiers. The magazine celebrated a distinctive ?Aussie? identity, through language, humour and their assertion of what it meant to be an Australian. It allowed news to be distributed, gave the soldiers an outlet to express any dissent or dissatisfaction, thus preventing any greater form of rebellion and promoted Australian authors like Banjo Paterson, C.J. Dennis and Bernard O'Dowd. (Ref. Museum Victoria)A thin black and white paper magazine called "Aussie". This is Volume 3. The magazine contains stories, illustrations, songs and poetry from the First World War. On the front cover the title is printed across the centre, with a drawing of a soldier in uniform standing sideways, and holding a gun. Four drawings within circles are positioned in each corner, joined by a wreath and ribbons bearing the names of the war fields. His head is in the shape of the map of Australia. October Meeting (Newsletter No. 242, Oct. 2018) At our Society meeting at 8.00pm on Wednesday 10th October 2018 we will explore ideas about what is considered to be the ‘Spirit of Eltham’. We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’. These two photographs were taken circa 1970s at the Army Survey Regiment, Fortuna, Bendigo. Photo .1P was taken in 1971 when the then Justice John Kerr (later Sir John Kerr AK, GCMG, GCVO, QC) visited the Regiment. At that time, he was the Chairman of the Committee of Enquiry into Service Pay and Conditions. Personnel from Lithographic Squadron had submitted a grievance regarding salaries to the Committee, who during this visit reviewed their technical skills and conducted interviews. This ultimately led to the personnel achieving salary parity with other technical trades in RASvy. Photo .2P was taken after a formal medal presentation at the Army Survey Regiment in c1976. The Defence Force Service Medal was presented to personnel in recognition of 15 years of efficient remunerated service, or the Clasp for 5 years of additional service.This is a set of photographs of Lithographic Squadron Personnel, Justice John Kerr and other RASvy personnel at the Army Survey Regiment, Bendigo c1970s. Hewitt's Gas-Air Stopcock and Mask, 1887
Sir Frederick William Hewitt was a great advocate of nitrous oxide anaesthesia, mainly for short procedures. In 1885, he reviewed the methods of administration and concluded that accurately fitting valves were essential at the commencement of the inhalation, in order to ensure the rapid washout of air from the lungs; and there was a distinct advantage in allowing some rebreathing of nitrous oxide towards the end of inhalation. He thus devised the stopcock. The stopcock consists of a cylinder with two rotating sleeves and two rubber flap valves. The arrangement allows air to be breathed either through the valves or rebreathed to and from the bag; nitrous oxide to be breathed either through the valves from the bag and out to the atmosphere or rebreathed to and from the bag. This preliminary report relates to 32½ acres of council owned land in West Warrnambool bounded on the North by McMeekin Road, on the East by Scott Street, on the South by Evans Street and on the West by the rear boundaries of properties facing Landmann and Granter Streets. In 2010, West Warrnambool was the largest of Warrnambool’s existing industrial areas, comprising approximately 109ha of industrial zoned land, the majority of which (101ha) is zoned IN1Z, with the remainder zoned INZ3. The area comprises a mixture of lot sizes supporting a diverse mix of industries. Larger parcels are occupied by the abattoirs, scrap metal industries, freight, the Council Depot and storage. Smaller lots are occupied by smaller manufacturers and wholesalers and service industries. [Ref: Warrnambool Industrial Land Use Review. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The Background Paper prepared for a meeting to be held on Friday 2 May 1994. It is a Stakeholders Workshop. Information on VIOSH over the years provided. The range of OHS activities include: 1. Accredited Tertiary Courses 2. Short Courses 3. Research 4. Consultancy 5. Advisory Function 6. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. Since then it has continued to attract students at a national level even though similar courses were offered elsewhere. The map on Page 2 shows the extent of enrolments. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. 1099.1 - photocopy of an article in The Courier, Ballarat Tuesday Feb. 9 1988, page 17 of the house that contained Ballarat ESCo tram No. 12 in the Tuesday Heritage Column of the newspaper. Contains a photograph of the house containing the tramcar. Newspaper Clipping details the former occupiers, the Rayner family, the construction of the extensions around the tramcar, family use, family history and some details of the family members and other local history. The copy of the newspaper Clipping has numerous pin holes in the corner and the rust marks due to use on a display on Tram No. 12 in a display board in the depot from about 1991 to 1998. books, Cyclopedia of Victoria, 1903, 1904, 1905
Published in three volumes in 1903, 1904 and 1905 respectively, the full titles read:- The Cyclopedia of Victoria (Illustrated) – in Thee Volumes – An Historical and Commercial Review – Descriptive and Biographical, Facts, Figures and Illustrations – An Epitome of Progress – Edited by James Smith. It was published by The Cyclopedia Company, Publishers, Melbourne. These books are from the estate of Elsie Cooke. Elsie Cooke lived all her life in Gippsland,. She was born at Brodribb in 1895 and died in 1970, Elsie Cooke lived at Bruthen for a short time and, in 1937, moved to live with her aunt, Miss Jean Munro. Miss Cooke was Librarian at the Mechanics Institute for many years. Kindness and consideration for other were Miss Cooke’s attributes and she endeared herself to all who knew her. She was a loyal member of the Presbyterian Church and a stalwart of the Ladies’ Guild, an energetic worker for the Municipal Auxiliary and a member of the Red Cross. This is a significant reference tool as it is a vast source of biographical information.Three volumes of "Cyclopedia of Victoria". They have blue covers, black spines and gold print. Snowy River Shipping Company formed in 1880. They were soon shipping produce (mainly vegetables) from the area to Melbourne. The Snowy River Shipping Company was formed by Mr Henry James during the 1880s, with Captain McNeil as master. Captain Hegarty was the shipping agent at Marlo. Towing a line of small barges these paddle steamers plied their trade between the port of Marlo, and the farms along the river banks, churning their way almost twenty miles upstream to a landing beside what is now Frank Richardson’s property. On these trips, the barges carried mail and supplies to the townspeople and farmers, loading their produce, mostly maize, on the return trip to the coast. The coming of the railway in 1915 spelt the end for the little river boats. ( ref. F. W. RODWELL in the “Snowy Review”) Frank Richardson 1877-1950 was a sawmiller at Tabbara and helped build and run paddle steamer "Curlip"as engineer.This item is associated with an early transport business of the local district. The Snowy River once had its own paddle steamers. This item is reminiscent of that time.A light blue and white blank cheque for the Snowy River Shipping Company. Tobacco bale stencil
Stencil used by Sgt. Albert David Lowerson, VC, a soldier settler on Merriang Estate near Myrtleford. Lowerson acquired one of 19 blocks assigned by the Closer Settlement Board on the 700 acre estate in 1920. The stencil marked bales of cured tobacco leaves prior to shipment to Melbourne. Lowerson was one of the few successful soldier settler farmers in the district, operating a piggery, dairy farming and growing tobacco for almost 20 years on "St. Quentin". (Lowerson was awarded the Victoria Cross at Mont St. Quentin on September 1, 1918.) His success and status enabled him to lead a submission on farm debt and infrastructure problems when the soldier settlement scheme was being reviewed at government level. He was active locally on these issues and supported fund raising for a war memorial, memorial hall and veteran welfare.The stencil represents the achievements of A.D.Lowerson, VC as an isolated example of success as a WW1 soldier settler and as a local identity who stridently supported the need for recognition and support of ex-service personnel.Stencil made of thin sheet metal, rusted .Wording of stencil "A.D.LOWERSON. Album - Photo Album, Grazcos, c.1999
Photo album detailing the process involved in the Jumbo Wool Auction Service. This process was developed by Grazcos, a company who advanced innovations for shearers and wool farmers before amalgamating with Dalgety in the early 1990s. Grazcos was a well-known name to source a competent shearing team, or as a destination for wool in need of bulk classing. The Jumbo Wool Auction service was designed to process wool more efficiently through volume. 63 traditionally dumped farm bales of wool would fill a typical shipping container. The Jumbo Wool Auction Service enabled 108 farm bales to fit into the same container. This brought reductions in the costs of handling, selling, storing, and shipping of wool. This photo album details this process; from classing to shipping. This photo album was a draft copy produced for review before the production of mass-produced advertising flyers. 12-page hard cover photo album. Internally colour images and printed text have been stuck behind a protective plastic onto paper. The backing paper has many distinctive orange and grey horizontal lines. Printed text is in black ink. Colour images are 2 x 3 inches with rounded corners. Documents – Art Gallery, Chief Secretary’s Office, Melbourne, 1886-1911
All but two of these letters came from the office of the Chief Secretary of the Government of Victoria and concern the grants allocated to the Warrnambool Art Gallery from 1886 to 1911. At that time the Art Gallery was under the control of the Warrnambool Mechanics Institute Committee and managed by the Secretary/Treasurer of that group. The Government funding for the Art Gallery at the time represented a sum of money equal to the value of the works of art donated locally to the Art Gallery in any given year and frequently the estimated value of these art works were queried by the Warrnambool Secretary of the time. Two notable Secretaries of the Mechanics Institutes during this time were Walter Cockman (1880-1892) and George Lance (1892-1901). The correspondence under review here was retained by George Lance and his family and came into the possession of Lance’s grandson, Bruce Morris who was the editor of the Warrnambool Standard newspaper from 1946 to 1968 and was a well-known local historian. These letters are of considerable importance as they are original and document the struggle of the Warrnambool Art Gallery over the years 1886 to 1911 to secure funding from the Victorian Government.These are 19 pieces of correspondence relating to Warrnmbool Art Gallery grants and purchases from 1886 to 1911. The letters are written on different size pieces of paper (mostly foolscap size), with thirteen of them being handwritten and six being typed. All letters have original signatures. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The video features Shire President, Cr. Mary Grant talking with the Hon. Pauline Toner MP and Max McDonald MP. Eltham Shire CEO Rodney Roschellor presents an alternate proposal for a shire merging more aligned to the 'Spirit of Eltham'.Also featured are Eltham icons such as the Eltham Railway Trestle Bridge, Montsalvat, Eltham Community Centre along with mudbrick making, artist Matcham Skipper, the Green Wedge and St Andrews Market.
