These plates were manufactured for use by Victorian Railways. The stylised monogram of "VR" and wings was introduced for the locomotive "The Spirit of Progress", which completed its first journey on 23 November 1937. A badge of this design was also worn by the crew of "The Spirit" and the monogram was also emblazoned on the front of the locomotive. An article published in The Argus of 17 November 1937, in reference to the tremendous power of the locomotive said "The great V.R. monogram flanked with wings spread for flight enhances the illusion." Edward Whitehead was a printer and publisher active in Melbourne during the latter half of the 19th century. Whitehead founded his printing business at 67 Collins Street East in 1864 and, though not focused on maps, began publishing his own series of maps of Victoria in 1867. He focussed on producing highly detailed folding maps of Victoria which included a very detailed index of place names. In June 1953 , Elizabeth II was crowned Queen of the United Kingdom, Canada, Australia, New Zealand, South Africa, Ceylon (now Sri Lanka), and Pakistan, and became the Head of the Commonwealth. Her Majesty Queen Elizabeth the Second and His Royal Highness the Duke of Edinburgh visited Victoria from 24th February to 9th March, 1954. The Argus was a morning daily newspaper, established in 1846 and closing in 1957. On 28 July 1952, The Argus became the first newspaper in the world to publish colour photographs in a daily paper. A large contingent of 160 students in a convoy of six school buses left the Orbost post Office at 6.a.m. to "Join in Acclaiming Our Gracious Queen" in Sale. An estimated 35,000 Gippslanders welcomed the Her Majesty, the Queen and the Duke of Edinburgh. (info. from S.R.M. March 2, 10, 1954. A three guinea prize was offered for an essay on the royal visit.
