The Annual Meeting presenting the Annual Report was held on the 21st of September 1886 at the Melbourne Athenaeum. In the Standard (Port Melbourne, Vic. : 1884 - 1914), Saturday 25 September 1886, page 2 VICTORIAN SEAMEN'S MISSION. This institution held its annual meeting in the Melbourne Athenæum on Tuesday evening under the most favourable auspices. The hall was filled in every part, a very large pro portion of the audience being seamen. The half hour previous to the com mencement of the meeting was very pleasantly occupied bv listening to the capital playing of the band of the Naval Brigade, and precisely at eight o'clock the musicians heralded the entrance of the vice-regal party by playing ' The National Anthem.' Sir Henry and Lady Loch were received by the Mayor of Melbourne (Mr. Stewart), the Hon. F. T. Derham, Captain Pasco, Mr. H. R. Reid (hon. secretary), and Lieutenant - Colonel Templeton, and His Excellency imme diately took the chair. The venerable ex-chaplain, the Rev. Kerr Johnson, was present, but as he did not feel equal to taking part in the proceedings, the Rev. E. T. Miles opened the meeting with prayer. Nothing could have been more cal culated to give a distinctive character to the meeting than the singing of the Sailors' Hymn by the 300 odd seamen present. The rugged yet tuneful voices of the men blending with those of the ladies present, who heartily joined in, gave a most spirit-stirring effect to the beautiful words of the refrain : — Rocks and streams I'll fear no more, When on that eternal shore; Drop the anchor ! furl the sail ! I am safe within the vail. Next followed His Excellency's address as chairman. The Governor threw himself heartily into the pro ceedings, and his remarks, expressive of the utmost sympathy with the sea men of the empire, were applauded to the echo. In fact from the start all the speakers struck the right key-note. The institution was not held up as a charity on which Jack was more or less dependent. According to the gentlemen who one and all welcomed him as a friend, and a right useful friend too, the thing was all the other way. To the sailor it was, they de clared, that they owed all that the colony possessed, and more — the great ness and prosperity of the Empire, He was the sort of man who never turned his back on a fellow creature, or refused to give a hand to a comrade in distress. Therefore it was deter mined that Jack should not come to these shores and think there were none to care for the comfort of his body or the welfare of his soul, and with the object of greeting the sailor on his arrival, of grasping his hand as a friend, beguiling his hours on shore, and saving him from the scores of dangers and temptations which beset a sea-faring man's stay in port, the institution had in '57 been started. Its claims on the Victorian public, not as a charity, but as a means of show ing some recognition of the services of the brave men who man our mercan tile marine, were ably put before the meeting. The Rev. G. D. Buchanan de clared that if the Melbourne merchants contributed to the mission a tithe of the amount they spent in insurance, they would find their goods better looked after by the seamen than by the insurance companies. Captain McCallum, the treasurer, read the following report of the com mittees of the Port Melbourne and Williamstown Rests : — In no part of the Queen's dominions have there been more changes during the last thirty years than in the colony bearing her gracious name ; and it is therefore all the more pleasant to report that the Victorian Mission to seamen, which started so long ago as 1857, still pursues an active career of usefulness, holding out a helping hand to mariners of all nations, without distinction of colour, race or creed. Eight years ago, some of the supporters of the Mission, feeling the want of a Temperance Club, where the crews of the various ships might recreate themselves and enjoy the three ' C's' — Coffee — Comfort — Company, appealed to the public for assistance, resulting in sufficient funds being obtained to justify the establishment of Sailors' Rests at Sandridge and Williamstown. Both these institutions were opened by a distinguished gentleman who has always taken a practical interest in sea men, and who, but for illness, would have been present at this meeting — Sir W. F. Stawell — and the result jof several years' experience fully justifies the statement that these institutions have supplied a felt want — the attendance of visitors reaching now about 30,000 per annum ; whilst so economically are they managed, that the annual cost to the public is less than L150 The thanks of the committee are specially due to those ladies and gentlemen who so kindly made a special and successful effort to supply both of the Bests with new piano fortes, to the great enjoyment of ' Jack ashore.' The instrument which was pre sented to the Port Melbourne institution by Mr. J. M. Bruce, on behalf of the sub scribers, the funds having been collected by his daughter yet in her teens, being espec ially one of great value. Concerts free to all seamen, given by amateur singers, are held weekly on both sides of the bay, and are largely attended and much appreciated. The building at Port Melbourne, which, being of wood, is merely of a temporary character, is free from debt ; but there is a mortgage of L500 on the Williamstown institution, which cripples its usefulness. The committee have regretfully to report that during the year under review they have lost, through the weakness of increas ing years, tbe loving services of the Rev. Kerr Johnston, their venerable friend and chaplain, whose life is, indeed, the history of the Mission, for he has been connected with it from the commencement of the work. Mr. Johnston has proved himself a true disciple of his Divine Master, and the com mittee trust that in the evening of his days he may enjoy that peace and rest which he lias so well earned. The com mittee presented Mr. Johnston, on retiring, with an honorarium of L100. Mr. E. James has been appointed iu Mr. JohuBton'u room, and the committee believe that their choice lias been a fortunate one. The Mission aud Sailors' Bests have been kept afloat by the unwearied and self -deny-ing exertions of the Ladies1 Committee, who have personally collected nearly the whole of the income ; but it may fairly be asked whether, in this great seaport, where last year there entered in at Her Majesty's Customs 1711 ships, manned by 61,256 men, the mercantile community of Melbourne should net take a more active interest in the welfare of the thousands of brave men who, for a few weeks, temporary sojourners on our shores, away from friends and relatives, have a special claim on our sympathy and help. We are of the old land, ' that gem sunk in the silver sea and we can re-echo Mr. Gladstone's recent words to the crew of the yacht Sunbeam, ' The calling which you follow is a noble one, and is calculated to bring forth the highest qualities of our common nature ; ana if it is possible for any occupation to make a man, in the highest and wideBt sense of the word, it is ' the occupation to which your lives are given. How closely it is connected with the the prosperity and fame of tbi» great nation ; how closely, indeed, it is connected with advancement of civilisation, and tiie general welfare of the world, it needs no words of mine to tell yon, for in your work and life you know it well, and feel it truly.' Look ing at what we Victorians owe to the British sailor, the committee earnestly trust that, with the blessings of the Almighty God, increased success will attend the work of the Mission and Rests. Mr. James read the chaplain's re port: — Since my appointment as chaplain to tbe Seamens' Mission, I have met with greater success than I anticipated. I have visited all the ships that have come into port, also many of the vessels on the Yarra, and am pleased with the civil and courteous manner in which I have been received by captains, officers and men, and in most cases my invitations to them to attend our meetings have been most heartily responded to. . The attendance at the services in the Bethel has much improved — on some occasions scarcely sitting room is to be found. The services have proved a great blessing to many Christian seamen ; whilst several who have come into port caring for nothing of a religious nature, have left praying. God fearing men, with the request that those left behind would remember them in their supplications, that they should be kept through all the trials and temptations to which seamen are exposed. The weekly Tuesday evening concerts got up bj the ladies of the committee and others, have proved a great benefit to the Mission, and a source of great enjoyment to the seamen in port. The programmes are excellent; and are spoken of by the sailors as the best they have heard in any port. The Sailors* Rest is provided with a library, the daily papers, and illustrated literature, with games of chess, draughts, dominoes, quoits, and other amusements, which are much taken advantage of during the evenings. Seamen ' are alio provided with writing materials, free, bo that everyone may have any opportunity of writing to their friends; for many an anxious parent is counting the days and hoping for .the time to come when they shall get a line from their sons in the far distant land, and many a son is reminded of his obligation by the opportunity thus afforded. I am much pleased at this time to acknowledge the kindness of the committee, and the great help I have received from them, also from Mr. Douglas, the manager of the Best. I do not think I could have been blest with a better co-worker. I have no hesitation in recommending the seamen to go to the Best, and telling them that they will receive a most hearty welcome, to which they can all testify ; my thanks are due to the voluntary workers, who have given every assistance ft their power, especially to Miss Lloyd, who is an invaluable help, attending in all weathers, and playing the organ at every service. The Sunday School is progressing, and we aie now about to make another addition to the library, of good readable books. The work at Williamstown is also pro gressing well, the Wednesday night concerts being well attended, and the singing and reciting supplied by local talent really good; the sailors contributing largely to the programmes. Captain McCallum is the backbone of the work at Williamstown, well supported by many warm friends of the sailors. The services held every Sunday night are productive of mnch good. The work here, too, is very encouraging, having much improved of late. I am thank ful to God that He has so blessed the efforts of His people, and hope they may be long spared to carry on the work. The Rev. G. D. Buchanan in an eloquent speech proposed the first re solution : — ' That the Reports now read be adopted, and that the following ladies and gentlemen be the Committee for the ensuing year : — SEAMEN'S MISSION. Ladies Committee. — Mesdames Templeton, Campbell, Chamberlin, Elworthy, Lormer, Gourlay, Gowan, B. Johnston, Webb, Young, Plummer, Misses Elwortny, Webb, Gowan, and M. Hastie. Gentlemen's Committee. — Captains Pasco, R. N., Adams, McCallum, J.P., Dalgarno, Garside, Messrs. Courtis, A. J. Smith, Macpherson, H. R. Reid, J.P., Henry Berry, J.P., Revs. Kerr Johnston, and A. R. Edgar.' Captain Pasco seconded, and in formed the audience that Baron Von Mueller had written regretting his inability to attend, but had sent a substantial cheque. (Applause.) A collection was then taken up and liberally responded to, the band mean-time playing airs suitable to the occa sion, such as ' The Death of Nelson' and ' Rocked in the Cradle of the Deep.' The hon. F. T. Derham next pro posed the second resolution : — ' That the success which has attended the working of the Port Melbourne Sailors' Rest justifies this meeting in taking imme diate steps to raise the funds necessary to erect a Seamen's Institute worthy of the in creasing trade and commerce of Victoria.' This was seconded by the Rev. A. R. Edgar, and both were carried by ac clamation. The Mayor of Melbourne moved a vote of thanks to His Excellency, and Sir Henry in the course of his reply said his sympathies were not only with sailors because he had been much brought into contact with them, but because he had been a sailor himself and had had the honour and privilege of serving in Her Majesty's navy. At this the men sprang to their feet and gave three deafening cheers for the Governor and another for Lady Loch, who bowed her acknowledgment and appeared very pleased at the hearty reception accorded to her. During the evening Mrs. Pearce, and Messrs. Walsh, Woods, and Robinson, members of the Liedertafel, contributed songs. The lady, who has sung at the Tuesday evening concerts, sang ' When the Tide comes in' so charmingly that an encore, although against the rule of the evening, was insisted upon, which was responded to by a beautiful rendering of the old ballad ' Robin Adair,' Altogether the meeting was a com plete success, and will doubtless afford the committee fresh encouragement in their well-directed efforts. Next 8 pages contain information on the history of East Shelbourne beginning with; This district is situated about ten miles west of south-west of Bendigo on Back Creek or Spring Creek, which received its names from the early diggers of Bendigo who, through shortage of water, were compelled to puddle at Bullock Creek or further 'back,' hence Back Creek; and because of the number of springs it contained - Spring Creek. Among the first to settle, in 1860, were Messrs. John Jenkinson, J Kilgour, T Connelly, G Nichols, R Fox, (who married Mrs James Jenkinson), Kenny, J Roberts, J Genders, J Curry, G Nevinson, Bartram, J Geary, A Nicholl, H Spencer, W Saunders, Mrs Prichard, and J Stansfield. History of East Shelbourne continues . . . Events held were Boy's (State School) Bicycle Race, Stepping the Distance (Gents), Stepping the Distance (Ladies), Bowling at the Stump, Kicking Football Through Hoop, Sheaf Toss, Bucket Ball, Sheffield, Children's Relay Race, Men's Potato Race, Tilting Rings, on Bikes, Walking Contest 1 mile, Car Race through pegs, Slow Bicycle Race 50 yards, Handicap Bicycle Race 2 miles, Tilting Rings in Cars, High Jump, Ladies' and Gent's Cigarette Race, Weight Guessing. Prizes were awarded for first and second placing of these events.In 1923, a Sports Carnival was held in the precincts of what was then a water reserve, situated south of the State School. The area was reserved for watering purposes on 1st May, 1894; and on July 15th, 1912, a small portion was excised. By 1923 its usefulness for water storage had disappeared, and being ideal for recreation purposes, it was decided, at the final meeting of the above sorts carnival, to apply for the area appointed, Mr W Harris (chairman), Messrs. G H Marshall, J Roberts, D Gill, M Connolly, R Vines, E Pocock, and H M Burke (secretary). The matter terminated in a Land Board, presided over by Mr McPherson, being held in Bendigo. The application was granted, but was not gazetted, until Messrs. W Harris and F J Roberts, with Messrs. A E Cook, MLA and Hon. H Keck, MLC interviewed the Minister for Lands. Soon afterwards, at a public meeting, the following members were elected to constitute the first Board of management, Messrs. W Harris (chairman), G H Marshall, A D Holden, F J Roberts (tres.), M D'Araugo, E Wright, and H M Burke (sec.). Since then the arena has been cleared and levelled by residents, and labor and material to the value of 150 pounds have been put into the reserve. At least 2/3rds of the program contain ads from business in Bendigo. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS.2 x A4 paper printed on 4 sides Issue 11 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in April 2009. Fanny Swan (formerly Wood, nee Poole) came to Gippsland in the 1840s with her first husband, William Wood, where they became proprietors of the Shakespeare Hotel at Stratford. William Wood died in 1855, and in 1856 she married Samuel Swan. Together they acquired considerable property in and around Stratford. Samuel Swan died in 1880 at Stratford, and Fanny Swan died at Stratford in 1895.This illuminated address which documents the final payment for the Wesleyan Church building in 1892 has historic significance for Stratford Historical Society as it is located in the actual building. It also has social significance for the township as Mrs Fanny Swan was one of the earliest and best known business leaders in the area running the iconic Shakespeare hotel/boarding house for many years. It has aesthetic significance as an example of a illuminated address produced on a printing press with gold ink, rather than the usual handwritten form. This image is a reproduction of an 1899 original depicting the 'Williams Good Luck Mine' on the Mopoke Reef (also called 'Morepork Gully') in the Dingle Ranges, approximately three miles from Beechworth. The foreground of the image is littered with piles of smashed rock and detritus, known as ‘mullock’, beside a reinforced mine shaft, a vertical access passageway allowing miners to enter the mine and haul ore out using lifting technology such as a poppet heads, whims or windlasses. A group of miners and a dog appear close to an open-sided miner’s hut. Following the discovery of gold at Beechworth in 1852, rushes quickly followed at surrounding creeks and gullies in the district. In the late nineteenth and early twentieth centuries, small syndicates of miners continued to work old or abandoned quartz reefs, often persisting without the assistance of heavy machinery to remove the large amounts of rock, in order to obtain yields at ever greater depths. The group of miners in this photograph are Mr. Roger Williams and Sons, who revived operations at the ‘Old Good Luck’ mine on the Mopoke Reef in the Dingle Range near Beechworth around 1892, working the site for more than two decades. An emigrant from Cornwall with experience in the tin mining industry, 19 year old Roger Williams senior sailed to New Zealand in 1840, then to Australia where he spent time in the Bendigo Gold Fields before settling in Beechworth in the early 1860s. Mr Williams senior worked on various mining activities in the district, including the Rocky Mountain Tunnel project. Conversant with the character of gold-bearing reefs in the area, the syndicate dug an eight hundred foot tunnel, digging down as far down as two hundred feet with little capital save their labour, to connect and provide better working access to the mass of reefs and veins in the vicinity. Progress was hampered by poor air quality charged with fumes from dynamite and large quantities of rock had to be crushed to obtain payable yields. The Victorian Goldfields are filled with ruins and remnants of the area's rich mining history, ranging from small alluvial diggings to the remains of huge mining companies. Site names often changed several times throughout the nineteenth and twentieth centuries. Some sites were abandoned and forgotten, others were worked continuously over many decades. The names of mines were often repeated at different locations throughout the Victorian Goldfields. For example, there is a Mopoke Gully heritage mine near Fryers Creek, Victoria. 'Mopoke' is a common onomatopoeic name for Morepork and Australian Boobook owls. This image has historical, social and research significance for patterns of emigration during of the Victorian Gold Rush, and the historical, social and environmental impacts of mining at Beechworth at the turn of the nineteenth and twentieth centuries. As gold became scarce and government support and large company investment waned, poor hard-working miners laboured intensively to make a living through periods of high unemployment. This image can be compared and studied alongside other historical mining photographs and objects in the Burke Museum Collection. It has potential to improve our understanding of miners working conditions and the shifting character of mining in the Beechworth district. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. A new home for destitute and neglected children, erected for the purpose of carrying on the work of the late Miss Sutherland, was formally opened by the Premier (Mr. Watt) at 28 Drummond-street on Thursday. The new building has been erected at a cost of £1600, of which only £300 has been provided by the Government. A similar sum has been raised by private contribution, but there is still a debt of £800 or £900, which the committee hopes to liquidate shortly - to some extent by means of a sale of gifts, which was 'opened in the building, and will be continued this afternoon and evening. The Premier, in performing the opening ceremony, said the home was a monument to the life work of one of the most distinguished social servants this country had known. (Applause.) Although Miss Sutherland was dead her good work lived on. It was too often true, as Shakespeare said, that "the evil that men do lives after them - the good is oft interred, with their bones." But the statement was contradicted by this noble building, erected for the commemoration of the work Miss Sutherland had instituted. After referring to the good work done by Mrs. Alexander Smith in connection with the building, Mr. Watt said that Victoria owed to the ladies and gentlemen who associated themselves with asylums, refuges, orphanages and homes of this sort a deep and abiding debt of gratitude. (Applause.) With no coercion from the Legislature, or from anyone, these ladies and gentlemen, were endeavouring to organise and keep alive the services that surrounded these institutions. There was no form of organised charity with which he was acquainted that deserved better of the public than this one. (Hear, hear.) Their hospitals, it was true, relieved a vast amount of suffering and affliction, but there was a sacred duty resting on any civilised community to see that those who were forsaken by their natural parents or guardians should not be left absolutely to the mercy of circumstance. The new home, which is intended as a receiving, house for destitute children - prior to their departure for the home at Diamond Creek - has living accommodation for some 20 children, but when fully furnished will accommodate more. It is plainly, but neatly, fitted up, with an abundance of light and air, and of facilities for hot and cold water. The term ‘puggaree’ originates from the Hindu word, ‘Pagri,’ meaning a turban or thin scarf of muslin. Intended for insulation, the puggaree was a traditional Indian head-wrap, adapted by the British for headdress worn in hot, sunny regions. During World War One (1914-1918) a plain khaki cloth band was worn and this practice continued until compulsory training was suspended in 1929. Following the introduction of Voluntary Training in 1930, new puggarees were issued to the Commonwealth Military Force with different coloured folds denoting Arm or Service. During World War Two, a flat type of band was issued. Troops who were on active service in the Middle East at the time introduced a folded puggaree as a distinguishing mark of active service. Later, the Army reverted to various types of plain bands, green dyed puggarees for example, for jungle warfare. However, the official puggaree at the conclusion of World War Two was still the flat band. The current puggaree has seven pleats, one for each state and one for the Australian Territories. It is made from light khaki coloured cotton and is worn on the slouch hat with a unit colour patch sewn on the right side. While the majority of the Australian Army wear the light khaki coloured puggaree, there are slight variations for members of the 1st Battalion, the Royal Australian Regiment, and the Corps of Staff Cadets. Soldiers of the 1st Battalion, the Royal Australian Regiment, wear jungle green puggaree. The dark green puggaree was introduced during the Battalion’s service in Malaya over the period 1959-61. Unable to get puggarees from Australia for an official parade; the task of producing them was given to the Battalion tailor, Mr. Mohavved Beseek. Mr Beseek used ‘bush shirts’ (common issue British field uniform at the time) to make the puggarees as he was unable to obtain the khaki material locally or from Australia. It is thought that the Commanding Officer, Lieutenant Colonel W. Morrow decided that the green puggaree would be the puggaree worn by the 1st Battalion, the Royal Australian Regiment, in Malaya. After the battalion’s return to Australia, the dark green puggaree was adopted for permanent use. Because the dark green puggaree is so distinctive, the battalion does not wear a colour patch. Royal Military College staff cadets wear a distinctive puggaree of olive drab colour. The puggaree has eight pleats, with seven representing each state and one for the Australian Territories. The eighth pleat signifies the graduation of the first international cadet through the Royal Military College who hailed from New Zealand. Originally would have been issued with a scroll & letter from the King but neither with plaque. 1914-1918 Memorial Plaque In early 1920 it was announced that the next-of-kin of all Australian servicemen and women whose deaths were attributable to the First World War would receive a memorial plaque and scroll "as a solace for bereavement and as a memento". The memorial plaques were not uniquely Australian. In fact they were designed and produced in Britain and issued to commemorate all those who died as a result of war service from within the British Commonwealth. The idea for the plaques was originally conceived mid-way through the war. In 1917 a competition was announced to obtain a suitable design and 800 entries were eventually received. The winner, Mr. E. Carter Preston of Liverpool, England, was chosen in 1918. He was awarded a prize of 250 pounds. Mr Manning Pike directed the manufacture of the memorial plaques at the Memorial Plaque Factory set up at Acton, London. Some later plaques were also made at the Woolwich Arsenal. The cost of manufacturing so many plaques must have been considerable. Each plaque had the name of the soldier commemorated individually embossed (some were engraved) as part of the design. The full name was given without any indication of rank or honours to show the equality of sacrifice of all those who had lost their lives. The scroll designed to accompany the plaques was of thick paper, headed by the royal coat-of-arms, and bore the following message: "He whom this scroll commemorates was numbered among those who, at the call of King and Country, left all that was dear to them, endured hardness, faced danger, and finally passed out of the sight of men by the path of duty and self-sacrifice, giving up their own lives that others might live in freedom. Let those that come after see that his name is not forgotten". Underneath the message the serviceman or woman’s name, rank, honours and unit were written by hand in red ink. Because of the late arrival in Australia of the plaques many scrolls were sent out separately. A message from the King, "I join with my grateful people in sending you this memorial of a brave life given for others in the Great War", was included with the scroll. The first plaques were distributed in Australia in 1922. Each plaque was sent out from Base Records Office at Victoria Barracks in Melbourne by second-class mail. Approximately 60,000 plaques were issued in Australia.
