Report - 32 pages centre stapled, printed on foolscap paper, has an index (see image i2), report of the Royal Commissioner Sawyer titled "Report on the Status and Affairs of the State Electricity Commission of Victoria and the scope and working of the State Electricity Commission Acts". Looks at the financial situation of the Commission, its management, equipment, power supply systems, Newport, technical issues, hydro power stations, Yallourn, problems with brown coal, use of Richmond Power station
