The fifth Eltham Community Festival was held 11-20 August 1979. The theme of the festival was “Along the Main Road” and was the first time the Shire of Eltham Historical Society (forerunner of the Etham District Historical Society) entered a float in the Festival Grand Parade. The Society's participation in this year's Eltham Community Festival was highly successful. We arranged an exhibition in the Eltham Library on the theme of ''Along the Main Road" and our float in the Festival Grand Parade "Pioneers of Eltham" won the prize donated by Pegasus Interiors for the best Eltham theme. The 1981 Eltham Community Festival was held from 16th to 18th October, with the festival parade being held on Saturday 17th. In recent years the Society had participated in the parade and a display for the festival, winning prizes for the Society’s float in 1979, 1980 and again in 1981 with a prize for the best effort by a local group, donated by Bob Clarke's Menswear. Peter Quirke provided the use of his truck as a float. Peter had formerly operated his fruiterer's business at Research and Diamond Creek and in 1981 opened a shop in the Eltham Village Arcade. Joh Ebeli, with assistance from other members decorated the float. Members of the Victorian Folk Music Club accompanied the Society on the float and their music helped create the appropriate mood. A new feature of the Society’s 1981 parade entry was the inclusion of horse drawn vehicles owned and driven by the Hennel family of Hurstbridge, which added to a highly successful day. The Eighth Eltham Community Festival was held 16-17 October 1982. Although the Society’s parade entry did not win a prize this year, it was considered highly successful from a participation point of view. Despite some uncertainty as to just who was coming, members and friends kept appearing at the assembly area. As in the past years, members from the Victorian Folk Music Club brought their instruments along and really added to the occasion. This year concentrated on a rural theme with a tractor/trailer combination. Peter Bassett-Smith supplied the tractor for towing the float designed and assembled by Joh Ebeli on Dennis McKay’s trailer. The closing stages of the parade were marred by heavy rain. The cold driving rain provided a special problem for Peter Bassett-Smith in driving his tractor home to Kangaroo Ground as he had to choose between standing up to warm his hands on the exhaust and having his tractor seat flooded. The Society again arranged a float for the festival parade. Members dressed appropriately to the theme "Pioneers of Eltham". The parade commenced at 12 noon, participants assembling at 11.30am in Cecil Street. As in past parades, several members of the Victorian Folk Music Club accompanied the Society. The Society also arranged a display at the Eltham Community Centre in association with the activities there over the Festival weekend. The unveiling was conducted 10 November 1985 by Cr. Mary Grant (Shire President). The monument was constructed with a concrete base and the main feature is an old tyring plate or disc. The Time Capsule Ceremony involved lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule contains items relating to present day (1985) Eltham and its people including a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is to be opened in the year 2035. The Society received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, arranged many of the donations. He and his firm, Package Handling Equipment, donated the time capsule itself and carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson donated the use of his crane to lift the tyring disc into place. Financial contributions were also made by the Eltham Chamber of Commerce and the Rotary Club of Eltham.
