Construction of the new concrete bridge over the Diamond Creek on Main Road, Eltham, c.May 1926. Viewed from present day Wingrove Park. The original long suspension bridge over the Diamond Creek on Main Road at Eltham collapsed during flooding of the Diamond Creek on October 13 and 14, 1923. The original bridge was built around 1840 for the coach road when Cobb & Co.'s coach was the only conveyance between Eltham and Melbourne. Widespread damage was done in Melbourne and surrounding areas by floods resulting from the overflow of the Yarra at many points along its banks. A temporary bridge rigged up was severely damaged by the flooding of the creek and was closed to vehicular traffic in April 1924. A new concrete bridge was constructed to replace it and by May 1926 all the concrete piles and abutments had been completed. References found to Prior in historical newspapers and the property "Ferny Hill". Jonas was a convict from Kent, England. He arrived in Hobart in 1821 aged 19 years. He married Christina Gregg in Hobart about 1834 and had 11 children. They came to Victoria about 1846. He died at Ferny Hill, near Research, Eltham in 1878 aged 74 years and was buried at Melbourne General Cemetery. Sabina and William Henry Mills lived at "Golden Valley", Upper Diamond Creek (Wattle Glen) and had nine children in total. Here they are pictured with seven young children. Sabina died in 1916 aged 57 and William died in 1921 age 64. They are buried together at Diamond Creek (Nillumbik) cemetery. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. This is a state final being held at the Melbourne Water Theatrette in 1994. One label with these photos says : 1994 winner Simon Raffin of St Joseph's College, Echuca. The runner up was Trudi-Ann Eckersley of St Paul's College, Warragul. The two finalists are seen with President George Woodward in the first photo. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the Stat, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. On 11 November 1996 the first National final was held with contestants from six states." This is an example of Melbourne Legacy promotional material from 1993, which was the 70th anniversary of Legacy. The logo said "Seventy years of constant caring 1923-1993". The stickers had many uses. The main time of year for fundraising is September when Legacy holds 'Badge Week'. Often there is a celebrity who gives his or her time as 'Personality of the Year'. Examples are Sir Weary Dunlop (1992), Clive James (1993), the Scott family (1994), The Emmanuel brothers (1995), Daryl Somers (1996 and 1997), and Patsy Adam Smith (1994?). Former Junior Legatee Brian Edwards set out in September 1993 to complete a flight around Australia in a tiger moth called 'Matilda' as a tribute to Legacy's 70th Anniversary. He was due to arrive at Essendon Airport on 4th October 1993 and a celebratory luncheon was held. The event was supported by Ansett Airlines and Optus Communications. Vehicles in the Heritage Vehicle Section were maintained as an extracurricular activity of serving soldiers of 8/13 Victorian Mounted Rifles.The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. Information on the life of Legatee Frank Doolan from the memorial service held for him in 1988. Legatee Doolan was a very active Legatee, starting within the first year of Legacy when he was nominated by Bill Laver and Charles Copp in 1924. While he never sought 'office but he was always there - in the background - able and willing to actively serve'. In World War 1 he enlisted in November 1917 and served with 1st Division Signal Company and in France. After Armistice he attended a course for young AIF surveyors at the British Ordnance Headquarters at South Hampton. Famously it was Frank that proposed that the spirit of Legacy is service to the widows and children. "Here it received its soul. The thoughts transmitted to the Board by this quiet man." He was part of the Legacy team who worked enthusiastically for the establishment of the Shrine. It was his technical skill as a surveyor that enabled the ray of light to shine on the Stone of Remembrance at 11 am on 11th November. Also to solve the complication of daylight saving by positioning two mirrors . For this he was awarded the British Empire Medal. He was involved in the purchase of Legacy House in 1955 and also in the Lone Pine project in 1964. In a final story the speaker mentions Frank acquired a race horse called Tamwill from the estate of a mate. It gave him great pleasure for years and poignantly died the day before Frank passed away. The card sent as a thank you from the family includes hand written text to Wendy (Faulkner, staff member at Legacy) from Geoff Doolan, son of legatee Frank Doolan. The information was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Famous Swiss landcape painter Louis Buvelot came to Melbourne in 1864 and set up a portrait photography studio which he operated for one year only in 1865. This photograph is believed to be the oldest photo in the Shillinglaw Family Album collection. It is believed that the subject is a young Phillip Shillinglaw, without beard, at age 22 or 23. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16).
