History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Whilst the Senior Citizens Centre is contained within the original Eltham War Memorial building precinct, it was not part of the original Memorial and was not funded by the Eltham War Memorial Trust.Minutes (unbound) of the Eltham War Memorial Trust until handover of the property to Eltham Shire Council in August 1965. In May 1940 the Australian Government launched its Savings Certificates scheme which encouraged civilians to invest in the national war effort. Organisers of the savings campaign targeted Melbourne's suburbs individually with the aim of enlisting street savings groups. Each street group had a volunteer secretary who regularly sold war savings certificates to, and collected money from, other residents. A scarf made for War Widows Guild. The Kookaburra is the symbol of the Guild. From the War Widows' Guild of Australia website: 'the Guild badge would feature the kookaburra, an industrious and cheerful bird who mated for life, was fearless and aggressive in the defence of its young and the area of territory it regarded as its own. The bird also had a unique call, not a song but a laugh; a chortle of rollicking mirth (to bring the widows back to laughter). Also, the kookaburra is a typically and completely Australian symbol, one that could be worn proudly by every widow whatever her creed or ideals. The kookaburra was also the mascot of the 7th Division of the 2nd AIF, commanded by Mrs Vasey’s husband, Major-General Vasey. Mrs J M Vasey was the founder and president of the War Widows Guild. During the second world war she became secretary of the AIF Women's Association, a body which sought to help soldiers' wives. Her work with this body drew her attention to the plight of war widows. After her husband Major-General George Alan Vasey died in an aircraft accident on 5 March 1945 she became a widow herself. At the end of the war Mrs Vasey founded the War Widows Guild, established on 22 November 1945. The Victorian War Widows Guild closed in 2021. Some items, including this scarf, were donated to the Legacy archive for preservation. It was possible for a widow to be members of both Legacy and the War Widows Guild. This is an early 20th century piece of music, a popular song for piano and voice. It was composed by Carrie Jacobs-Bond (1862-1946), the first great American woman popular composer. She was born in Wisconsin and was an invalid for most of her life. Her second husband died after seven years of marriage and she struggled to support herself and a child. She became one of the most popular composers of her time and her song ‘A Perfect Day’ has been a concert favourite for a 100 years. The words of the song, ‘God Remembers When the World Forgets’, were written by Clifton Bingham who was born in Bristol, England and was an author of verses for children’s picture books as well as a writer of lyrics for popular songs. He was most famous for the words of ‘Love’s Old Sweet Song’. Grice’s Piano Store was at 92 Queen Street in Brisbane. This is an interesting piece of music as it represents the type of music popular early in the 20th century and the cover is artistic and charming. This is a four-page piece of sheet music (cover, frontispiece and three pages of music). The pages are of a creamy colour, perhaps once white. The second page has a three-stanza poem (‘How many gardens in this world of ours…’) printed in black and the musical notations are in black print. The front cover is multi-coloured, with a sketch of a rose branch with several roses (sketched by ‘Herbert’) This page has two pale green borders and a shop stamp. The back page has information on the publisher. The pages are in good condition, though there is some tearing on the folds. On Easter Sunday 1965 competitors in the Bells Beach Surfing Contest were greeted with the sight of 15-18 foot waves marching into Bells Beach. Riding 9-10 foot boards with no legropes the bravery of many surfers was challenged on this day. The use of these buttons as a means of raising revenue through patriotic sentiment occurred soon after Australia pledged allegiance to Empire. Buttons reflected ‘public sentiment, courage, patriotism, generosity and several [un- named] virtues’ such as the martyred mother of a ‘fallen’ hero. Attention was paid to attractiveness of design, encoded symbolism and high quality of production. Expressing ‘loyalty’, they were tokens to be kept for perpetuity. Female labour was used to operate the die that compressed the tin backing, photographic print and celluloid cover together. The pin was applied by hand. Women, of all ages, entered into the spirit of voluntary sales. Often they were sold at the entry and exit points of major pedestrian thoroughfares. . This medal was issued in 1919 to members of the Armed Forces to celebrate the victory of the Allies in World War One. Australian Armed Forces members were issued with the medal produced in Great Britain. The medal was issued to Private A.E.Snell. Albert Edward Snell enlisted in World War One from Nullawarre. He was listed as aged 21, single and a labourer. He was at first in the 8th Battalion (7 Reinforcement Group) and embarked on the Wandilla in 1915 and later transferred to the 14th Battalion. He was wounded in action and returned to Australia in1917.This medal is of considerable significance, firstly as an example of the medal issued after World War One to Australian Armed Forces members and secondly because it was issued to Private A.E. Snell, a resident of Nullawarre, about 32 kilometres from Warrnambool.This is a circular brass medal with a laurel wreath and an inscription on the reverse side. The obverse side features a winged figure of victory with her left arm extended and holding a palm branch in her right hand.
