The Torch signifies the undying flame of service and sacrifice of those who gave their lives for their country. The Wreath of Laurel is the symbol of our remembrance of them. The flag was used in many events up to at least the late 1990s to promote Legacy. A similar flag is attached to a flagpole in the President's office.
