The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. The plans are presented in a keepsake folder. They show marks of sections copied and assembled together. Overall, the plans are similar to those drawn by Mr P Webb to the order of the Loch Ard Shipwreck Centenary through Mr P Williams, the organizer of the Centenary competition. “The details were based on all available information which resulted in considerable historical research…and received favourable comment from model makers because of their attention to detail…In excess of 650 sets of plans were sold before entries closed…Many plans were probably purchased by collectors and interested persons for historical reference. An illustrated historical story sheet…was prepared and enclosed with the plans…” (‘Loch Ard Shipwreck Centenary 1878-1978 Report’, November 1978). An example of the attention to historical detail on the plans is the inclusion of the following useful information about the original vessel … Tonnage….1,693 G.R.T., 1,624 N.R.T. The plans provide historical and technological context to artefacts from the shipwreck, increasing understanding and appreciation of those objects. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history.Model ship plans for building the LOCH ARD. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.This locomotive was built in 1878 by Beyer Peacock & Co, Manchester, England. It arrived in Sydney on August 19, 1878 and began its working life as No 120 of C[79] class on the southern and western lines of NSW in September that year. On 24 May 1914, when the new branch line to Canberra was completed, the locomotive unofficially opened the track by pulling the first train to the construction site of the national capital. The engine was given the new number 1210 in the 1923 re-classification of NSW engines. Locomotive 1210 continued in use until 1958 when it was finally withdrawn from service. The NSW Steam Tram and Preservation Society appealed to the National Capital Development Commission (NCDC) and the NSW Railways to assist in the locomotive's preservation. As a result of the Society's appeal the locomotive was purchased by the NCDC for 800 pounds. The locomotive was relocated to the Canberra Railway Museum in 1984. It was restored with funds received from the Australian Bicentennial Authority. It was a requirement of the Bicentennial Authority Grant that the engine be operational. The locomotive was re-commissioned by the Member for Canberra, the Hon Ros Kelly, on 19 September 1988. As part of the Australian Bicentennial celebrations Locomotive 1210 attended the AusSteam '88 event in Melbourne, travelling south in the company with Locomotive 3112. A black and white photograph depicting seven men and four women surrounded by tunnel boring machinery. A tunnel boring machine (TBM), also known as a "mole", is a machine used to excavate tunnels with a circular cross section through a variety of soil and rock strata. They may also be used for microtunneling. They can be designed to bore through anything from hard rock to sand. Tunnel boring machines are used as an alternative to drilling and blasting (D&B) methods in rock and conventional "hand mining" in soil. TBMs have the advantages of limiting the disturbance to the surrounding ground and producing a smooth tunnel wall. This significantly reduces the cost of lining the tunnel, and makes them suitable to use in heavily urbanised areas. The major disadvantage is the upfront cost. TBMs are expensive to construct, and can be difficult to transport. The longer the tunnel, the less the relative cost of tunnel boring machines versus drill and blast methods. This is because tunneling with TBMs is much more efficient and results in shortened completion times, assuming they operate successfully. This photograph depicts four men standing near a large unidentified building. This building is the entrance to a deep lead mine shaft. There is a bridge entering the building, which was used to access the elevator to the shaft. Deep lead mining involved placing large shafts into the ground which miners use to access deeper locations in order to excavate the rocks in the search for lead. Deep lead mining was highly dangerous as roofs could cave in of the soil was loose. Therefore, this particular mining considered to be highly undesirable profession as many miners did not want to work long hours nor risk their lives in the search for lead. Indigo Shire was a large area where deep lead mining took place, and thus the landscape and environment was largely impacted by these mining businesses. The Indigo Shire grew in population and wealth in the early 1850s when people came into this location in the hopes of finding gold and making a fortune. Ultimately, the accessibility and availability of gold and precious metals decreased once the gold reserves dried up and alongside this, the large population moved away. The Ovens was also heavily impacted environmentally as deep mining resulted in the change in land formation.The search for gold is ingrained into the history of Victoria and therefore, images like this one which portray an open cut sluicing site can reveal important information for society and technology for the date when the photograph was taken. This image is of important historical significance for its ability to convey information about the methods used to find gold in Indigo Shire. It also shows a location where deep mining was undertook which provides insight into the impact of deep mining on the environment at a time when it was done. This image is important for current research into the history of Indigo Shire, a region in Victoria's north-east. Therefore, this image has the capacity to be beneficial for research into society and the motivations of those living and working in this region during this period and therefore, has social significance. These two cards have been sent In 1929 by two early Warrnambool amateur radio persons to William (Bill) Douglas, an amateur radio person with the call sign, VK3GA. The cards are QSL cards, sent as a result of radio contacts being made between two amateur radio persons. Bill Douglas (1898-1986) was a Victorian schoolteacher who was the first licensed amateur radio person in the Otway Ranges district. He was licensed in January 1929 and these cards refer to radio contacts in the July of that year. The cards do not feature the call signs of the contacts but were standard cards used by amateur radio people who did not have personalised cards at the time,. One card was sent by J.F. Anderson (VK3WN) whose address at the time was 100 Foster Street, Warrnambool. He was possibly connected to the family of James and Jane Anderson who lived for some time in Foster Street but later went farming in the Nullawarre district. The other card was sent by W. Brown of 23 Mackay Crescent South Warrnambool (call sign unknown). Jarrold Cottage built c.1853, also known as 'White Cloud", located at 701 Main Road, Eltham, opposite Dalton Street. The house remains intact and is listed on the Victorian Heritage Database and considered historically significant to the Shire of Nillumbik. The cottage was originally located closer to the Diamond Creek but was subject to flooding. It was dragged by horse to the present site shown, which was chosen for the higher ground that had been created as a result of land fill being deposited here from the quarry further around the bend on Main Road (site of present-day Eltham Primary School carpark) where the stone had been quarried for building the State School in Dalton Street. It had previously been rented for use as a Police Station / residence prior to the building of the permanent police house and station at the corner of Maria and Brougham streets in 1859. The cottage was purchased by Lena Skipper after the death of Thekla Jarrold in 1943 and remains in the family to present day (2022). The Former Commonwealth Bank of Australia branch forms part of the Eltham Gateway and the Little Eltham precinct and is located near 804 Main Road, Eltham. It is a significant building and registered on the Victorian Heritage Register. The bank was built in 1878. It is a one-room, bichromatic brick building. Imagine your bank only being open for one morning a week! These were the hours of the Commercial Bank’s Eltham branch early in the 20th century and customers were quite content. The bank stored gold from the Eltham/Research mining areas. It is famous for its bullet holes. These were the result of a hold up in 1949, in which a nervous youth opened an account in the name of John Henderson, then walked to the door and spun around pulling out a pistol he fired into the cedar bench but fled empty handed and was apprehended later, receiving a two year sentence. The Bank was purchased by the Methodist Church in 1954. (The Eltham church is right adjacent). Recent uses have included a meeting room, Sunday School and Opportunity Shop. It is currently used as a storage for the Combined churches opportunity shop which is located in the United church extension beside this location. The author of this book, and many other similar books, was Sir John F. W. Herschel (John Frederick William), 1792-1871. He was a famous mathematician, astronomer, chemist and botanist. In 1838 he was created a baronet, of Slough in the County of Buckingham. The results of his research and discoveries are in use today. The book is part of Flagstaff Hill's Pattison Collection, a large group of books and records, some of which are rare and valuable. The collection was originally owned by the Warrnambool Mechanics' Institute, which was founded in 1853 and is named after Warrnambool's Public Librarian, Ralph Pattison. Thomas Longman founded his publishing firm in 1724 in London by the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, including Longman Brown Green Longman and Roberts, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book is significant for its association with the author, Sir John F W Herschel, and his discoveries and inventions, some of which are still used today.. The book is important for its connection with the London publisher Longmans, Green, Brown, Longmans and Roberts. The firm has been established for over two centuries and is renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and its important role in people's intellectual, cultural and social development throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This hollow core bit has hard cutting inserts for drilling into rock. It was used to drill and recover 50mm diameter (most common size) rock cores. The rock cores were assessed by geologists and engineers to provide information for design of structures such as tunnels, dams and underground power stations (eg. McKay Creek Power Station, West Kiewa Power Station). This type of bit was also used where damage to the surrounding rock had to be minimised. The Diamond Drill Bit,used in the early 1900's, when it was primarily used as a method of sampling rock for ore deposits and oil exploration resulting in a "coring" of rock. The use of "coring" to obtained samples for the SEC Kiewa Hydro Electricity Scheme(1920's onward) was to analyse the core to obtain temperature and rainfall patterns shown by the levels of layered solidified soil(rock). This diamond drill would have been used in the early 1900's to provide a sub strata map of temperature and water patterns (over an long period of time). This was a pre requisite to any decisions about the viability of the region to provide the water needed for a successful hydro electricity scheme.This diamond drill for core sampling was at the forefront of the analysis whether to construct a hydro electrical facility in the Kiewa Valley and the adjoining alpine region. The rock core samples produced were assessed by geologists and structural engineers. It was only after extensive core drilling covering the region that solid scientific evidence could be provided to start the "SEC Vic Hydro Electricity Scheme" within its current boundaries.This "diamond" drill bit has eight "teeth" at its cutting edge. The drill creates an 55mm hole in extremely hard rock material to obtain 50mm core samples.. Three quarters down the shank it has thread screw channels to attach the bit to the drill pipe. The coring pipe attaches via screwing it onto this bit. During the recent refurbishment of our Local History Centre we came across a roll of 35mm colour negatives which at some stage had been exposed to water or similar resulting in the individual strips sticking to each other and the old paper film processing envelope. The situation looked hopeless but one of our members had an idea on how to salvage them; after all, we had nothing to lose. In the end we were able to separate the film strips and remove most of the paper residue except some of the adhesive. The film was scanned and even though suffering from various light issues; fading, possible exposure problems and a yellow shadow cast by the adhesive residue, the detail and historical information they contain has been rescued. The Returned Sailors' and Soldiers' Imperial League of Australia was formed in 1916 to support servicemen returning from World War 1. In 1940 its name was changed to Returned Sailors', Soldiers' and Airmen's Imperial League of Australia and again in 1966 to Returned Services League of Australia. Arthur Ernest Beard enlisted in the 10th Battalion in 1914 and was discharged as medically unfit in 1918. His service included three years and 115 days of overseas service. He was gassed during his war service, resulting in ongoing health issues. Beard received an incapacity pension. Despite his ill health, Arthur dedicated many years of service to the committee of the Returned Sailors' and Soldiers' Imperial League of Australia Wodonga branch. At various times he served as President and secretary. He was on the committee when the branch was lobbying for the construction of a Soldiers' Memorial and also a Soldiers' Memorial Hall for Wodonga. Arthur also participated in groups and community activities, including the Wodonga Boys’ Club, Wodonga Public Library Committee and the Wodonga and District Progress Association. Arthur died on 29 Jun 1940 in Wodonga, Victoria, aged 46 years. This certificate is significant as it recognises service to the Wodonga Branch of the RSSILAA coloured certificate on heavy card presented by the Wodonga Branch of the Returned Sailor and Soldiers Imperial League of Australia. It features an archway imprinted with the name of the RSSIL with the League emblem surrounded by the flags of England, Australia and the Royal Australian Navy. It is adorned with an anchor and rifle and the words "Great War 1914 - 1919. An image of Anzac House, the headquarters of the R.S.S.I.L.A. in Melbourne is on the lower left hand side. The words of appreciation are printed in the centre of the archway. The insignia of the Australian Commonwealth Military Forces is in the centre at the bottom. WODONGA BRANCH / Presented to A.
