The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. Public buildings, coloured grey on the Plan 1582 include the police station and post office, churches and schools. The earliest church school, Common School No.356 was located at the rear of the Congregational Church in Peel Street. It was constructed in 1859. The first buildings of Kew Primary School No.1075 on the other side of Peel Street were constructed in 1871. The school in 1903 only occupied a small fraction of its current site. In 1903, where the rear playground is now located, were two weatherboard and one brick villa. Trinity Grammar School was founded in 1902 and opened in the Parish Hall at the rear of Holy Trinity Anglican Church. It was not to move to its current site until 1906. The outline of the building housing the Kew Fire Brigade in the centre of the north side of Walton Street is shown but not named on the plan. Further down Pakington Street stood the two-storey Italianate mansion ‘Overton’. The home of Stanford Chapman, it was to be featured in the Imperial Institute series of bromide photographs of Victoria, Vol. 1: Homes and scenery. This plan, which covers parts of High Street, Pakington Street and Derby Street is dominated by two historic Kew mansions: ‘Konetta’ and ‘Ramornie’. Ramornie was constructed in 1890 for James Maitland Campbell, three times Mayor of Kew. Sold in 1940, it became a boarding house known as ‘The Towers’. Now a private residence again, it has only one of its three balconies remaining. The location of the missing two balconies can be seen on the plan. In 1903, the grounds of Ramornie included a large tennis court fronting Pakington Street. The rear of the property is shown as extending to Cobden Street. One of Kew’s oldest hotels, the Prospect Hill Hotel on the corner of High and Cobden Street was established in 1858. The outline of the hotel shown on the plan represents the second building on the site. During the 19th century it was often used for electoral meetings. The Prospect Hill Hotel was to be redeveloped again in 1928, by the local architect Robert McIntyre. This plan shows the original configuration of the Kew Post Office, Court House and Police Station, which had opened in 1888. This configuration was to essentially remain until the purchase of the Court House and Police Station by the City of Boroondara in 2007 and its subsequent renovation. Interestingly, the MMBW surveyors incorrectly labelled parts of the complex. In the triangle in front of the Post Office, before the erection of the Kew Cenotaph in 1925, was located a lawn and the Queen Victoria Jubilee Fountain. While many of the shops on the south side of High street had been constructed by 1903 a number of sites were still used as vegetable gardens. Further along High Street, on the corner of Charles Street, the Salvation Army Barracks can be seen on the plan. These Barracks predate the later Citadel and ‘Young People’s Hall’ that were opened in 1919. At 22 Charles Street can be seen the house of James Venn Morgan. Hailed as the ‘father of Kew’, Morgan arrived in Melbourne in 1840. He was first engaged as a bookmaker, but a fortunate venture on the goldfields enabled him to purchase land in Kew. That area of Kew bordered by Cotham Road, Park Hill Road, Ermington Lane (now Ermington Place), and Belmont Avenue contained some of the significant homes owned by Kew pioneers. Chief among these was ‘Park Hill’ on an enormous lot facing Park Hill Road. The Jubilee History of 1910 noted, six years after this plan was drawn, that: ‘Park Hill Road, forming the southern boundary of the cemetery, takes its name from Park Hill, the residence of Mr. Thomas Judd, who has resided there since December, 1852.’ Other named houses on the plan include ‘Ferndale’ facing Cotham Road; ‘Ermington’ adjacent to Judd’s Park Hill, facing Park Hill Road; and ‘Gilden’ and ‘Mont Belmont’ facing Belmont Avenue. Mont Belmont was designed by the architectural firm of Reed, Henderson and Smart for William George Lilley in 1887 and was completed in 1888. The laborious task of hand-tinting these Board of Works plans was not without hazards as is evidenced by Plan No. 1593. On the Plan, the original colourist spilt black and green ink, partially obscuring some parts. The most obvious casualty is ‘Clifton’ located on the corner of Cotham Road and Park Street [now Adeney Avenue]. Included in this Plan, and outlined in pink is that part of the section that the contracting engineer was tasked with completing. This included sewering on both sides of this part of Cotham Road, but excluded properties such as ‘Glendonald’ and ‘Monnington’. This area was to undergo a series of subdivisions including the ‘Clifton Estate’, which created housing lots on Adeney Avenue and Florence Avenue in 1916. This contour plan shows the area identified by the MMBW for purposes of drainage and sewerage in 1894. The suburbs represented extend from Williamstown in the west to Bulleen in the east, and from Preston in the north, south to Sandringham. Suburbs are outlined in coloured ink. Red lines indicate main and branch sewers in existence at the beginning of 1894 in central and inner Melbourne. These extended as far as Williamstown and Brighton, but not yet as far as Kew, where sewering did not commence until 1901. Contour lines show the topography, which was important for indicating the fall of the land for the laying of sewers and drainage channels. Kew appears to be fairly undeveloped at this date except for railway lines and stations (the Kew and Outer Circle lines), main roads, the Kew Lunatic Asylum Reserve and Studley Park. However, the contour plan does not accurately represent the density of settlement, nor the large number of houses, which were being built in Kew and other suburbs from the 1850s to the land boom of the late 1880’s and early 1890’s. Plan - Subdivision Plan, H C Crouch, Old Golf Links Estate, 1930s
The land in North Kew between the Outer Circle Railway and the River Yarra was released in sections. This release included 80 lots. Most of this area was released during the Depression years in the early 1930s.Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.One part of a massive subdivision of the Old Golf Links Estate in North Kew of 80 allotments bordering Sutherland Avenue, Ramsay Avenue, Belford Road, Beresford Street and Coleman Avenue. Inset on the plan at the top left, the route of the Outer Circle Railway is clearly marked. The Kew Golf Links is identified in its current location. The land on which Greenacres Golf Club was to be constructed is at this time marked as ‘Recreation Ground’. The ‘new bridge’ over the Yarra at Burke Road is also marked on the inset map. The Plan identifies the surveyor (sic) H.C. Crouch BCE MVIS, 443 Little Collins St., Melbourne. Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.An old inscription on this photograph identifies it as ‘an elegant timber villa in High Street. It occupied part of Lot 91, bought by Edward Glyn in the land sale of 16th October 1851, and run as a flower farm’. The subdivision called the ‘Flower Farm Estate’ in East Kew occurred in 1922. [The subdivision plan is on the reverse of this photo.] The Estate included 61 lots on either side of Boorool Road between High Street and Harp Road. In the MMBW Detail Plan 2017 of 1926, a number of these new villas had already been built. Matching houses with MMBW maps can always be a challenge, however if this house was near the corner of Boorool Road and High Street, it seems to fit the profile of a house called ‘Maxton’ (demolished).Photographer's name on photograph, lower right, and stamp on mount lower right: "A. Document - Urban Planning Document, City of Kew, City of Kew : Minimum Size of Allotment Required, 1945-1955
A document outlining the relevant by-laws produced by the City Of Kew to regulate the minimum size of allotments in Barkers Road, Burke Road, Cotham Road, Glenferrie Road and Studley Park Road, as well as in other streets more generally. The by-laws specify the size of allotments in which single unit dwellings, attached houses and maisonettes, and flats could be built. In the ‘main streets’ a minimum land area for single unit dwellings was 8,100 square feet, with an average frontage of 60’ and a depth of 135’. In other streets this was reduced to an overall size of 6,250 square feet, with an average dimensions of 50’ x 125’. In specifying the land area required by flats, different sizes were regulated for the construction of between two and six flats. Six flats at the time when the regulations were passed must have been the upper limit permitted. Understanding the size of land listed in imperial measurements can be a challenge. Within Australia, the so-called quarter acre block was approximately 11,000 square feet. Those specified in the by-laws would appear to be smaller. The document was pasted on the reverse of a subdivision plan in the collection.This is a rare (undated) document produced by the City of Kew defining how subdivision within the municipality should occur. One of three traffic warning lanterns donated by the City of Kew in 1984. The lanterns were used by the City Engineers Department for emergency street lighting to indicate dangerous conditions. The red glass in the lanterns symbolically represented danger.The Kew Historical Society is fortunate that the City Engineer, Mr Poulter, donated a number of items held by the City of Kew to the Society for safekeeping, rather than identifying them for destruction. The most significant items donated included old maps, including those issued by the Board of Works. Other items included photographs of public works undertaken by the Department. Map, Whitehead's Map of Victoria, With Alphabetical Key, 1869
When E. Whitehead's New Map of Victoria was released in 1869, an advertisement in the Bendigo Advertiser (16 July 1869) noted that: "This beautifully engraved Map has been revised and brought down to the present time; and, with the Alphabetical Key, is the most complete and the cheapest Map ever published; Price, 6d plain; 1s colored; 2s 6d in case; on linen, post free, 2d extra. E.. WHITEHEAD and CO, Publishers, 67 Collins-street east." The following year, 1870, Whitehead's promoted the edition in the Portland Guardian and Normanby General Advertiser (3 January 1870), advising that: "WHITEHEAD'S NEW MAP OF VICTORIA, 1869 ... is corrected to the latest date, and around is arranged an Alphabetical Key, with Post Towns and Money Order Olffices marked. The Map being divided into squares and numbered, by reference to the Key any place can be found immediately. Price Is beautifully colored, or mounted on linen in case, 2s 6d. Post free, 2d extra, in Victoria. B. Whitehead and C0., Puolishers, 67 Collins-street East, Melbourne". In the same edition of the Portland Advertiser, they also promoted their business generally, saying: "E WHITEHEAD and Co., Stationers, Engravers, Lithographers, 67 Collins street East, execute every description of Lithographic PRINTING, BILL-HEADS. NOTE Headings. Business Dies Engraved and Embossed on Envelopes &c. ARMS, MONOGRAMS, AND CRESTS Engraved and Embossed in Colour, superior to any other house in the Colony. Specimens, post free, 2d. Lithographers, &c, to H.R.H. the Duke of Edinburgh, and Die-inkers and Embossers to His Excellency Sir J. H. T. Manners-Sutton, K C.B. Orders executed for the Trade". Whitehead’s New Map of Victoria 1869 is is an important record of region created towards the end of the Victorian Gold Rush (1851-1869). The surveyed blocks extend from present-day Flinders Street to Lonsdale Street, and Spring Street to Spencer Street, with extensive vacant land west to a salt lake (afterwards Batman's Swamp, later drained), north beyond Flagstaff Hill and south towards South Melbourne. Vegetation coverage is indicated, and tracks and existing buildings and cultivated land are shown.Printed map was created by Day & Haghe, Lithographers to the Queen, sometime after 1838, when the company received its Royal appointment. Copies of the 1837 map exist in several major map collections in Australia; most are uncoloured. This particular map is the earliest in the Kew Historical Society's map collection. It is a nationally significant artefact. Black and white lithographed map hand-coloured in blue and yellow gouache of the town of Melbourne in 1837. In contrast to the original lithograph, the river and the township blocks are coloured blue and yellow. The Railway and Tramway Map of Melbourne and Suburbs With Tram Timetables lists existing Cable Tram Services before the entire network was electrified. By 1917 the tramways system was divided into regions including: the Melbourne Cable Tram Service; Prahran - Malvern Electric Trams; Hawthorn Electric Trams; Melbourne, Brunswick and Coburg Electric Trams; and Brighton Beach Electric Trams. The old Outer Circle railway line is marked as ending in Deepdene, with the remainder of the line to Fairfield marked as 'Unused'. The Kew tram along High Street in 1917 ended at the Harp Junction. The Kew Spur Line is also marked on the map.The Railway and Tramway Map of Melbourne and Suburbs With Tram Timetables is historically significant as it captures at a point in time, 1917, the development of public transport infrastructure in Melbourne. Dight’s Falls in Studley Park is an artificial weir built on a natural rock bar across the Yarra. The weir was built in the 1840s to provide water to the ‘Ceres’ flour-mill, one of the first in Victoria. The falls were later to become known as Dight’s Falls after the owners of the mill. Later, a pumping station was built on the Kew side of the river, which pumped water uphill to a reservoir in Walmer Street that provided water to the Melbourne Botanical Gardens and to Albert Park Lake. The area around Dight’s Falls was and is frequently used for recreational activities.This photograph forms part of the collection assembled by the historian Dorothy Rogers, that was donated to the Kew Historical Society by her son John Rogers in 2015. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s. He worked on the charts, which were published by the Hydrographic Office, for two years after his return to England. He was made a Fellow of the Royal Society, and later undertook a similar surveying voyage, in which he was accompanied by Captain Fitzroy on the Beagle, around the coast of South America. The book is derived from the author's journal, and describes not only the voyages but also the towns and settlements of the region.
