This work was painted following Rob McHaffie’s Australia Council Residency at Cité Internationale des Arts in Paris in 2007. Despite Paris being a beautiful city, McHaffie also found the experience challenging and felt that on a bad day, the city was no more than an ornately decorated concrete jungle. In this painting a monkey looks out from a green building onto an imagined scene abound with art historical references. A classical European figurative sculpture is surrounded by flowers from Monet’s gardens, while a contemporary sculpture by Franz West dominates the foreground of the work. The 4th/19th Prince of Wales's Light Horse Regiment linked with the 8th/13th Victorian Mounted Rifles in 1991 to form a new regiment tracing its lineage from volunteer mounted units in the pre-Federation era, the 4th, 8th, 13th, 17th, 19th and 20th Light Horse Regiments and the 2/4th and 2/8th Armoured Regiments. This uniform was worn by Lieutenant Colonel J Allard who commanded 8/13 Victorian Mounted Rifles 1959-1962. Col Allard had served in the pre-WW2 militia, then in 2/4th Armoured Regiment (AIF). Following the war he joined the CMF and served as 2i/c 4/19 PWLH prior to taking command of 8/13 VMR. He maintained close contact with the Regimental Association and following his death in October 2018 at age 98 his family donated this uniform to the museum. The uniform was known as 'mess undress' but served as formal winter dress until 'mess dress' was made available in 1970s. Basket weaving and brush making was a source of income for those who worked in the workshops at RVIB and other institutions in New South Wales and Queensland. A diverse range products could be produced with cane, such as cane chairs, cots, washing baskets and trolleys, and the Institution sought to highlight these in the annual report. Over time the demand for, and supply of, cane changed - particularly during World War 2 when Asian sources were under attack or destroyed. At home, other materials such as plastics as well as the ability to import cheaper pre-produced products further reduced the demand for workshop pieces. The cylindrical cardboard container with lid formerly contained a ventometer, a small simple tool for measuring wind speed. It consisted of a clear tube containing a small diaphragm which had a hole in the bottom for wind to enter. Once the wind entered the tube it pushed up the diaphragm, indicating the rate of velocity. Ventometers were common devices that have since been replaced by more sophisticated measuring equipment, such as digital air speed meters. Further information on this particular example, including perhaps the name of the manufacturer, may survive on the container but this has not been recorded. Historically this item would have been used by gold miners, rabbit shooters, mobile "Rag and Bone" traders and other mobile(in caravans and/or horse drawn cart) traders of various small goods and haberdashery. Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb.The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". In the Kiewa Valley small quantity commercial undertakings e.g. gold mining, fur pelts and rabbit meat trade did not require bulk weight type scales. Commerce in rural production e.g. fruit and vegetables involved more farmers and their staff in a barter and/or "in kind" payments. This was more so in the depression years 1929 to late 1930s. Self sufficiency was to a large extent more attainable in this region than in the city/ large country town environment. The Australian "fair go" ethical approach to life and commerce was very much ingrained in those living in country regions, like Kiewa Valley as is demonstrated by the not so accurate hand balance, spring loaded scales.This brass "faced" portable Pocket Balance ( Fish Scales) has front plate made from thin pressed brass. The mild steel spring mechanism enclosed by black painted medium gauge steel cover( three quarters cylindrical). Front scale face and rear spring casing fastened by three rivets. Spring loaded marker blade is located in the centre of the front plate. A steel " finger holder" ring is attached at the top of the scale unit from one of two pre drilled holes. The top is for holding the scale upright and the bottom for a hook to dangle the item to be weighed from the bottom. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. These two important books are part of a series produced in the 1880s but they have widely-different content. One describes the natural history of the Parish of Selborne in the County of Hampshire in England. It was written by the British naturalist and ornithologist, Gilbert White and first published in 1789. Since that time it has been republished over 300 times right up to the present day. It is notable for its charm and simplicity and for its description of a pre-industrial England. The other is by the American author, Walt Whitman, first published in 1871. It is a major work of comparative politics and expounds on the influence of the Louisiana Purchase and the expansion of the American spirit and character. It also denounces the post-Civil War materialism that had spread at that time in America. These books are of interest because of their antiquarian nature but they are mostly of local Warrnambool interest because of their inscriptions. The books belonged to William Hugh McMahon (1862-1936). William McMahon commenced a legal practice in Warrnambool in 1894, firstly in Liebig Street and later in Kepler Street. He was a prominent lawyer in Warrnambool for 30 years and a staunch adherent of the Presbyterian Church. He and his family lived at ‘Glenrye’ at the corner of Ardlie Street and Botanic Road, a site where the St. John of God Hospital was later established. These two accompanying volumes are in the Camelot Series (1887 and 1888). They are hard cover books with red covers and two ornamental patterns on the front cover (stylized urn and fan shapes). The urn pattern is repeated on the spines. ‘The Natural History of Selborne’ has 366 pages (a Preface and Chapters on the Natural History of Selborne, a Naturalist’s Calendar and Observations on Various Branches of Natural History) and ‘Democratic Vistas’ has 175 pages (a Preface and 12 Chapters). The latter has the remains of a label stuck to the front cover. The iconic bush surrounds of Lake Daylesford are now home to a new permanent artwork titled Cottage, by artist Jason Waterhouse. The artwork has been months in the making, thousands of S-shaped pieces have been hand crafted from three kilometres of wrought iron, then joined together to form a scaled-down miners cottage. ‘Cottage’ is a highly decorative wrought iron sculpture inspired by the gates at the Convent in Daylesford, “ said Waterhouse. “This work references the rich opulence of the Victorian gold rush and pre-war spa resort era in its patterning. In its form ‘cottage’ pays homage to the miners, workers and farmers on whose backs the riches of Daylesford were built.” Cottage is the first in a series of significant public artworks to be commissioned by Hepburn Shire Council. Cottage will enhance one of Victoria’s premier tourist destinations, Lake Daylesford. The original Barnedown Run consisted of 51,280 acres and was first taken up in 1839 by Henry Grey Bennett and was held under "Pre-emptive right" until it was subdivided in 1856 into Muskerry and Mt. Pleasant. In 1853 John Harney arrived in Australia and took up storekeeping at White Hills. In 1855 he took up land which was originally part of Barnedown Run and erected part of the present homestead. In 1860 Harney entertained Bourke and Wills exploration party at Adelaide Vale on the Campaspe River. Mr Harney owned a Hotel which was burnt down in 1861. Sue presents this talk about Melba's father, David Mitchell, who was born in Scotland in 1829. After completing a stonemasonry apprenticeship, he arrived in Melbourne in 1852. Rather than join the gold rushes, he set up business in Richmond as a building contractor. His first major contract was for the masonry for St. Patricks Cathedral in 1856, and from then on his busines thrived as Melbourne building boomed as a result of the gold. By 1878, Mitchell had established his estate near Lilydale and opened the limestone quarry. Introduction by Russ Haines, President, Ringwood and District Historical Society.

He spent his childhood in the Welsh village of Glasfryn, Denbighshire. At the age of 14 he started a three year apprenticeship with the Solicitors Law Society, Liverpool illuminating manuscripts and hand copying legal documents. While working with the law society Leach-Jones studied painting and drawing in the evenings at the Liverpool College of Art between the years 1955-57. He immigrated to Australia in 1960, settling in Adelaide and attending the South Australian School of Art, after which he travelled and exhibited throughout Australia and abroad. In 1966 Leach-Jones celebrated Noumenon series was shown with Australian Galleries in Melbourne and he was immediately recognised as being part of what was then labelled as ‘the New Abstraction’ in Australian art. Later in 1968 his work was included in the influential exhibition "The Field" held at the National Gallery of Victoria. This item is part of the Federation University Art Collection.
