Phyllis May Waller was born Orbost in 1912. Her father-was Frank Hale Waller and her mother -Sarah Elizabeth Clancy. Phyllis married Clive Howell Crawford Pasco in 1934 (Clive was born 1908 at Prahran, and died in 1971 at South Melbourne). "The 19th of March 1886 proved an important day in the lives of many early settlers in the Orbost area, because on this day the Orbost State School opened. The fact that the school had first operated tem­porarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, did not dampen the enthusiasm of the local inhabitants as they saw their offspring commence their education under the guidance of HT Campbell Mackay. However he remained in charge only until 12th of May 1886. The second HT, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. Orbost HES supplied post-primary education in the district until a high school was built in 1948. When fire destroyed the school in 1941 local halls were used as classrooms until a new school was built. Work was quite rapid and a new brick structure was opened by the Hon. A. E. Lind, MLA, on 13th of February 1942. This new building was a fine type of school of which both the pupils and the HT Leslie Collins were indeed proud. But Orbost continued to develop and the new school was soon over­taxed. This resulted in the erection of two Bristol classrooms in 1947. By 1950, when the school population had reached 500 pupils the opening of the new school at Orbost North was welcomed by all concerned. In 1963 the Department purchased land diagonally opposite the school and developed it as a playing area. In 1965 two LTCs were opened in November, and in October 1968 the Brodribb School building was moved to SS2744 Orbost for use as a general purpose room."This item is associated with the history of education in Orbost. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. This doily was handmade by Penuel Cameron (nee Hossack). The Hossack family farmed land on the Marlo Road. Like the Camerons they were staunch Presbyterians. Robert Cameron was one of earliest settlers on Orbost flats and ran the paddlesteamer "Cheviot". He served many years on shire council and built the first Presbyterian. church in Orbost.This item is an example of a handcrafted item and reflects the needlework skills of women in the families of the early settlers.Hand tatted medium sized doily. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. The interment will take place in St. Helena Cemetery, near Eltham township, today. Secretary, Eltham District Road Board 1858-1871 Secretary for the Shire of Eltham 1871-1904. Rev Peter Gador-Whyte's first UCA Parish was at Orbost in East Gippsland.This is a local history book useful for research and written by a local.Two copies of a 76 pp book titled Pioneers and Pilgrims a history of the Presbyterian and Methodist Churches in Orbost and East Gippsland. This booklet commemorates the 100th anniversary of the proclamation of the Shire of Warrnambool. The original proclamation was read from the Government gazette 13/12/1863 Pg 2958. This follows from being proclaimed a roads district in 1854 which was then partly portioned and proclaimed the Municipal district in 1855. Portion of the shire was again annexed to the city in 1955. The Warrnambool shire covers the area on north east and western sides of the city of Warrnambool covering approximately 600 square miles and has a rich history of farming and dairy products.
