The Electoral Act 1856 was passed through Parliament o March 13, 1856. Victoria was the first Australian colony, and the first legislature anywhere in the world, to adopt the practice of the secret ballot. Victoria's constitution prescribed that the Parliament was to be bicameral, consisting of an upper house, the Legislative Council and a lower house, Legislative Assembly. Men were entitled to vote according to the qualifications described in this book - the right to vote in each house was dependent on status - educational qualifications, income and for either literacy. Two names are registered for the Orbost district: James Dickson and J.C. McLeod.This item is a useful research tool.A 16 pp paper back book which has a clear plastic cover. The covers are beige coloured with the title "Gippsland Electoral Rolls for 1856 and Stock Assessment Payable" in blak print. On the left hand side is a vertical pattern in black print. The book contains an alphabetical list of persons claiming or supposed to be entitled to Vote in the Election of a Member for the District. It lists the needed qualifications of electors followed by the Voters Roll for Legislative Assembly, 1856 and the Voters Roll for Legislative Council, 1856 . In 1961 Bruce Evans was elected to the Victorian Legislative Assembly as the member for Gippsland East. He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. The Chairman visited Shire Councils in study areas to explain the role and the functions of the Land Conservation Council and to invite submissions on the use of public land in these areas. This is the fourth annual report by the council. This is a useful research tool.A large book 236 pp book with a yellow / gold cover with a green bush scene . The binding is orange. Orbost and East Gippsland Railway League had proposed a railway extension through East Gippsland in 1908, which aimed to develop an isolated part of the country. At the time, construction of a railway could be considered a beneficial investment for the country as it could increase the population in the region. The proposed railway length in 1908 was about 140 miles and the cost was estimated £800,000. The line was proposed to proceed from Bairnsdale by way of the Lower Nicholson to Bruthen. “After crossing the Tambo River, it would be carried to near Nowa Nowa; the head of Lake Tyers, forward to Orbost. From Orbost it would proceed in a north-easterly way to the New South Wales border. There were different suggested routes between Orbost and the New South Wales border, the first was through Bendoc, another by the Cann River and another which is located between these two. This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. The Bairnsdale-Orbost railway was opened in 1916 to serve the agricultural and timber industry. Because of the decline in traffic and heavy operating costs, the line was finally closed in August, 1987. Cr J Gall was a councilor on the Borough of Wonthaggi Council. The Borough included Cape Paterson, where Cr Gall saw 5 little penguins on the beach. He described them as looking for somewhere to nest – that is, to dig burrows in the coast adjoining the Cape Paterson sandy beach. At that stage, the Wonthaggi state coal mine had been closed for 4 years and Wonthaggi had more emphasis on attracting different industries. There was little interest in flora and fauna of the area at that stage. Cr Gall’s unusual sighting of the Little Penguins possibly nesting at Cape Paterson attracted derision from the other councillors, and also a sarcastic Editor's Note from the newspaper's editor - none of which was not surprising for that era. The Borough of Wonthaggi was later amalgamated with the shires of Phillip Island and Bass, plus other areas of a couple of others local shires in 1994 to form Bass Coast Shire Council, which quickly moved to a heavy emphasis on flora, fauna and the tourism industry related to the environment generally.The article clearly demonstrates the disinterested if not dismissive attitude of the Borough of Wonthaggi councillors and the local newspaper editor at the time towards observations of flora and fauna. However, the article is also an interesting record of 5 Little Penguins being sighted at a beach where they were not known to have previously been seen.Photocopy of Single column newspaper article, black print on white paper.
