Local government for Moorabbin began in 1862 when the area was separated from Brighton with the creation of the Moorabbin Roads Board. This meeting commemorated the centenary of local government in 1962.1862 saw the beginnings of local government in the Moorabbin district when the area was separated from Brighton with the creation of the Moorabbin Roads Board. Moorabbin was declared a shire in 1871 and a city in 1934. While tinkering with boundaries occurred over time, the first major severance from Moorabbin was when the Borough of Sandringham was created in 1917. Three years later, after persistent agitation, on May 27, 1920 Mordialloc, Parkdale and Mentone became part of the new Borough of Mordialloc. With this change the Shire of Moorabbin no longer had authority for land with a frontage to Port Phillip Bay. In 1994 councils across Victoria were amalgamated and the City of Moorabbin was divided between the cities of Kingston and Glen Eira. A search of the Dictionary of Biography returned the names of thirty-two individuals with a connection to Kew, who were claimed to be supporters, members or opponents of the Communist Party of Australia. Some were only linked to communism by reputation. The historian, Geoffrey Serle, in the entry on Vance Palmer (1885-1959) wrote that: ‘From 1942 he was a member of the Commonwealth Literary Fund's advisory committee and from 1947 to 1953 chairman; he suffered despicable allegations that he was a communist’ (Serle, 1988). Serle also noted that Palmer, a liberal socialist of the broad left, was defended by R.G. Menzies. Others were linked through marriage. Gwendolyn Kent Hughes (1889-1965), the third daughter of Wilfred Kent Hughes, was married to Victor Reginald Lloyd (1895-1964) in 1930 in Holy Trinity Church. Lloyd ‘... had strong ties to the trade union movement and belonged to the Communist Party of Australia’ (Barbara Falk, 2000).Single page flyer used in a City of Kew election for Studley Ward protesting about Rate Increases in the Ward. Edwin James Beardmore was a successful pastoralist and served as a Member of the Queensland Legislative Assembly from 3 August 1957 until his retirement on 17 May 1969. Born in Victoria in 1891, he moved to Queensland in 1914 as a stock-dealer at St George and lived the remainder of his life in that area of the State. He served on the Balonne Shire Council for 15 years and was its Deputy Chairman for eight years. Politics and the desire to help others were part of Eddie Beardmore's heritage and when he entered Parliament it was a case of like father, like son. His father, Mr Henry Beardmore, was a member of the Victorian Legislative Assembly many years earlier after serving on the Wodonga Council for 20 years, including five terms as President.
