The Clemente Australia Program enables people to embark on a transformational education journey. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Australian munitions is the largest supplier of explosive munitions to the Australian Defence Force. Australian Munitions can trace its ammunition heritage back to the late 19th century, through the establishment of the Colonial Ammunition Company in Victoria. Manufacturing is based at two main regional sites – Benalla in Victoria and Mulwala in New South Wales. These two works of art are by Dr Don Edgar, a sociologist, educator and author. He taught sociology at Stanford University, the University of Chicago, Monash University and La Trobe University and was the founding Director of the Australian Institute of Family Studies. In the 1950s Dr Edgar was a student at Warrnambool High School and these works of art were produced at that time. For a school project he researched the early history of the Warrnambool Art Gallery and some of its collection, dating from the 19th century. In 2019 he published a book, ‘Art For the Country’, the story of Victoria’s regional art galleries and the book includes information on the founding and the later history of the Warrnambool Art Gallery.These works of art are of interest as they were painted by Dr Don Edgar, a noted academic and author today and a former resident of Warrnambool. This is one of two cast brass nameplates of James & Alexander Brown in our collection. The Newcastle, NSW, firm was renowned for its coal mining and exporting business established in colonial Australia in 1843. The firm had an office in Melbourne and sold coal for commercial use and from the Wharf for the domestic market. The coal was then distributed along the southwest coast of Victoria in steamships or steam packets and into the regional areas of Victoria by cart and wagon. In 1890 there was a strike of coal workers but the Geelong Advertiser, September 1, 1890, announced that “a firm of coal merchants only recently received some large cargoes from Newcastle”. This supply of coal could have originated at the colliery of James & Alexander Brown. About James & Alexander Brown: - James (1816-1894), John (1823-1846) and Alexander Brown (1827-1877) migrated with their parents from Scotland to Sydney, Australia, in 1842. The next year James leased land and was assisted by his brothers Alexander and John in mining coal in the area near Maitland. The market was very competitive, with the government controlling prices. James was instrumental in a legal battle that resulted in the introduction of open competition for coal mining. James and Alexander had become business partners by 1852 and moved south of Newcastle where they established and worked a profitable mining enterprise. Their assets by 1857 included a ships’ chandlery, a fleet of steamships and an overseas trading business. They were the first firm to import rum, sugar and coffee into Newcastle. By 1892 they were exporting coal to New Zealand, China, North America, and various colonial ports. They had elaborate workshops to service their own steam engines and steamships. They were the first to use a steam collier vessel in Australian waters and they set up the second tug boat in Newcastle, the beginning of being owners of many more tug boats and performing a towing business. By 1868 James & Alexander Brown was the largest coal producer in the colony. James focused on managing the colliery and Alexander on overseas trade. It was estimated that the firm had produced over eight per cent of coal in New South Wales by 1914. James & Alexander Brown advertised in the Melbourne Herald in the early 1900s and kept an office at Queen Street, Melbourne as well as at the Wharf, stating their telephone numbers for both places. The coal was available for ‘Immediate Delivery’ for household and industrial purposes. The advertising claimed that their Pelaw Main coal was the famous household coal that met the highest test in Australia and burned bright and clean. Domestic customers could purchase the coal at the wharf or pay for delivery. Commercial customers could load their purchases into their steamships or wagons for further distribution into regional Victoria. After James’s death in 1894 his son John managed the firm, which was also known as J & A Brown. John passed away in 1930 and his sons took over. In 1931 the firm amalgamated with Abermain Seaham and the new name was J & A Brown & Abermain Seaham Collieries Ltd. commonly abbreviated to JABAS, which merged with Caledonian Collieries Ltd in 1960 and Coal & Allied Industries Ltd. was formed. In April 2012 former Royal Australian College of General Practitioners president Dr Paul Hemming was appointed the University of Ballarat’s new chancellor. Dr Hemming was a deputy chancellor of the university since 2011 and a member of the university council since 2007, and replaces outgoing chancellor Robert Smith. He was a founding director of Beyondblue and has been president of the Royal Australian College of General Practitioners. He was also president of the Australian Medical Association Victoria and has served on numerous federal government medical bodies and tribunals. Chancellors are appointed to chair the university's council (governing body) as the senior office holder of the University. They also confer the academic awards of the university, and represent the university at meetings, functions and ceremonies. At the installation of Dr Hemming as the Fifth Chancellor Of The University Of Ballarat Governor of Victoria Alex Chrnov said: "I join Bonnie Fagan in acknowledging the traditional owners of this land and I pay my respects to their elders past and present. It is my great pleasure, as Governor of Victoria and Visitor to the University of Ballarat, to install Dr Paul Hemming as the fifth Chancellor of this University. I extend to him and his family my warmest congratulations on this appointment and wish him all the best in his new role. I have no doubt that he will be an industrious and wise leader of this University. Although the University of Ballarat is one of Australia’s newest Universities, it is the third oldest Tertiary institution in our country with the School of Mines being established in 1870. It has much to be proud of, and should be recognised for its commitment to being one of our most outstanding regionally focused higher education institutions. It offers on six campuses a diverse, yet suitably targeted, group of learning models that include higher education, TAFE and senior secondary school education, and is one of the few universities in the country that has an associated Technology Park. This University is uniquely placed to provide higher education in Regional Victoria. For example, I understand that by 2020 the population in the Ballarat area will increase by 20% so this University will have the responsibility and opportunity to provide educational opportunities for this growing population. The role of the Governor can be divided into three parts – ceremonial, constitutional and community engagement. It is the third aspect of the role that is most time consuming and, I add, enjoyable. It includes making official visits to Regional areas of Victoria. To date Elizabeth and I have been on 16 such visits and the thing that stands out is that despite the challenges that face Regional communities whether it be through natural disasters, or the economy more broadly – the stoicism, volunteerism and self reliance are always present. Ballarat is an example of such resilience and confidence in its future that can be dated back to this University’s inception. When the School of Mines was established in 1870 on the back of the gold rush era of the 1850s, the local community had vision and faith in its future that is reflected in the building of this institution. It is not dissimilar to Melbourne, where its relatively few citizens established the iconic pillars of our society like the State Library, the University of Melbourne, Parliament Houses and the National Gallery of Victoria. The contribution by the University of Ballarat to Regional Victoria cannot be overstated. Not only does it provide top educational opportunities for students from the Region but its graduates almost invariably end up working in Regional Australia, and often in their own local communities. More specifically, almost three out of every four of the graduates from this University end up finding employment in Regional areas. Such figures highlight the University’s significant contribution to the Regional economy. But its impact is not limited to our Regional areas – it extends to other parts of Australia and overseas. But like so many other higher education institutions in Australia, the University of Ballarat is facing challenges brought about by events such as global uncertainties and the high Australian dollar that impact on the inflow of international students, and dealing with students, more and more of whom come from the lower socio economic sector. It is in those circumstances that the Chancellor must show leadership that involves, amongst others, objectively guiding the Council and supporting the Vice-Chancellor, albeit without becoming involved in the day to day micro management of the University. A strong, trusting and respectful working relationship between the Chancellor and the Vice-Chancellor is, I believe, critical to the sound progress of a University. Before I turn more specifically to Dr Hemming, I would like to reflect briefly on his immediate predecessor, Emeritus Professor Robert Smith. I am sure that Dr Hemming has already found in Professor Smith an invaluable source of assistance. He was a skilled and effective leader not only here, but also in the broader higher education sector. I mention by way of example his instigation and leadership two years ago of the much acclaimed Chancellors’ Conference that was held in Melbourne. There was great diffidence amongst the Chancellors in having it at all. It was a little like herding cats. But Bob Smith spearheaded the organisation of it, with great attention to detail. And it was his hard work and leadership that resulted in the Conference being such a success and of assistance to all Chancellors who attended. It was an illustration of Bob Smith’s skills as a leader in the sector and of this University. And the sector, just as this University remains indebted to him. And I have no doubt that Dr Hemming will similarly lead this University through the challenging, yet exciting, times that lie ahead. He is eminently qualified to do so, in terms of his personal attributes, academic achievements and experience in governance. With his extensive medical career as a General Practitioner, service on a number of Federal Government medical boards and tribunals, and having been a Founding Director of ‘Beyondblue’, President of the Royal Australian College of General Practitioners and President of the Australian Medical Association (Victoria), his list of personal and professional achievements, as well as his strong sense of public and community duty, is impressive. Importantly, Dr Hemming has a long standing connection with the Ballarat community, having moved here with his family from the United Kingdom in 1977. He is now even accepted as a “local” I am told. Given his range of experience to which I have referred and the time he has already spent on the Council and Standing Committees of this University, he is obviously well placed to take part in leading this University. The Nillumbik Cemetery is of historical, architectural, aesthetic and social significance at a Regional level (North-east Melbourne). The memorial arch is of State significance. Nillumbik Cemetery, which was established in 1867, is of historical and social significance for its association with the early history of Diamond Creek and as a record of the pioneering families of the district. Significant graves include those of the famous writer Alan Marshall, author of 'I Can Jump Puddles', footballer Gordon Coventry, and William Ellis, notable early settler and benefactor. The 1897 Tudor/Gothic revival memorial arch, bequeathed by William Ellis, is a rare design in ornamental gateways and is relatively large for the size of the cemetery. It is unique in Victoria as a cemetery gateway arch. The burial ground has associated structures, such as the hexagonal timber sexton's office, post and wire fence and picket hand gate along Main Street, all probably built in the early twentieth century. New tennis courts on Diamond Street, Diamond Creek. The car belongs to Dr. E. Cordner Senior who was a keen tennis and football player. In this image a Colt 1855 Revolving Rifle is placed upon a sign detailing an £8,000 reward for robbery and murder. Writing on the rear of the photograph identifies the rifle as having belonged to Joe Byrne. In colonial Victoria, the Colt brand firearm was highly popular. They began their popularity in the goldfields of the early 1850s. Individuals, particularly those coming to Victoria with prior experience in the goldfield, brought with them a means of self-defence because of the prevalence of assault and robbery on the goldfields. In the 1860s, the Colt firearm became popular among the Victorian Police force. It was decided in June 1864 by Chief Commissioner of Police, Frederick Standish that the Colt revolvers were far more practical, being of simpler construction and therefore, more easily cleaned and less dangerous than the revolvers used prior to this: the Adams and Kerr firearms. The Colt revolver remained in use in regional districts of Victoria as late as the early 1880 when they were used at the Kelly siege at Glenrowan. The £8,000 reward was issued in 1879 after the Kelly Gang committed numerous bank robberies at Euroa and Jerilderie. In the year prior, the Kelly Gang murdered three policemen at Stringybark Creek. This resulted in the creation of the “Felon’s Apprehension Act 1878” which enabled an individual, whether a part of the Police force or civilian, to shoot a declared outlaw on sight. After the bank robberies, the Police force of NSW and Victoria increased the existing reward to this £8,000 amount.This photograph is significant for what it can potentially reveal about the Kelly Gang and firearms made in this period. The rifle in the image is a Colt Revolving Rifle which was known to have been used by the Victorian Police force from the early 1850s to the late 1880s. It is also known that the Kelly Gang stole police rifles which they used to practise with and so the identification of the rifle as having belonged to Joe Byrne is of significant importance to researchers studying the firearms of the Kelly Gang. More research is needed to solidify the connection of this particular weapon to Byrne other than the handwritten note on the back of the photograph. The Burke Museum Beechworth is home to a significant collection of photographs connected to Ned Kelly and the Kelly Gang. Photographs like this one are valuable for what they can potentially reveal about the Kelly Gang and the Police force during this period. This photograph dating between the 1850s and early 1900s depicts an open cut sluicing site located in Allan's Flat looking upon the open cut from Staghorn Flat Number 1. Sluicing was undertaken in the area from 1850 to 1904. The image depicts a location mined by Yackandandah Sluicing Co. It portrays and open space with pipes laying on the ground and connected to pipes leaving the barge. These pipes were used to wash and seperate the qaurtz. There are two small buildings on high ground over looking the barge. Yackandandah Sluicing Co. was created by J.A. Wallace in the 1880s. The Yackandandah Sluicing Co. operated from the mid-1880s to the early 1900s, when resources eventually ran out. Open cut sluicing involved the use of high-powered hoses which used the centrifugal sand pump system (known as hydraulic sluicing) which broke down the soil which was then processed for quartz, gold and other materials. After the resources where drained, Wallace reaped the benefits of his mining business. Allan's Flat is located on the Yackandandah Creek, and is 10km north-east of Yackandandah and 20km south of Wodonga in Victoria's regional north-east. Allan's Flat was initially used to mine gold through alluvial methods, however that came to an end with little results. The mining business was then revived by J.A. Wallace with the introduction of hydraulic sluicing.The search for gold is ingrained into the history of Victoria and therefore, images like this one which portray an open cut sluicing site can reveal important information for society and technology for the date when the photograph was taken. Situated at 47 Lansell Street, Bendigo, the original 1911-12 Charles D'Ebro designed brick Bendigo Municipal Abattoir, comprising twin slaughter and hanging rooms for cattle, sheep and pigs, and two smaller ancillary brick buildings. After the buildings were acquired by the Country Roads Board in 1945, a substantial but sympathetic addition was made to the south-eastern end of the old cattle abattoir. The abattoir is significant for historic, architectural and technical reasons at a state level. as a rare surviving municipal abattoir, and represents the development of hygienic slaughtering through municipal regulations, thus improving standards of public health in Victoria. It is historically significant to the City of Greater Bendigo as a key to the primary production industry that centred on this precinct from the 1860s to the mid 1990s; they are an important surviving component of one of the largest regional livestock markets in Victoria. D'Ebro was critically influential in the development of industrial and in particular meat processing buildings, designing major freezing works and abattoirs throughout Victoria and Australia.(Source, National Trust Database). The Bendigo facility finally closed in 1945, when all slaughtering for local consumption passed to a joint export and local slaughtering facility at the Bendigo Inland Meat Authority. Rob Upson became a volunteer at the Bendigo Visitor Centre in 1998. The Staff produced a monthly newsletter called ‘The Grapevine’. Being reasonably new to Bendigo, Rob became interested in its history and began writing articles to share with the volunteers. He called them ‘Grapevine Cuttings’ under the pen name of ‘Merlot’. Rob wrote about 90 articles over a period of 12 years until ‘The Grapevine’ was finally pruned and shutdown. Taken approximately 1910, this black and white photograph shows the interior of the surgery and consulting rooms at the Mayday Hills mental hospital known at that time as a lunatic asylum in Beechworth. Mayday Hills Hospital, then known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. Mayday Hills continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F. This colourised photographic postcard shows the exterior of the administrative buildings at Mayday Hills mental hospital with three young boys in the foreground. This postcard forms part of the extensive Rose Series. (P. 4689) of postcards being produced by the Rose Stereograph co. which depicted landmarks from across Australia. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. According to the Victorian Heritage database, during the period 1921-1950 Mayday Hills underwent some modernisation by Public Works Department architect Percy Everett which included a nurses' hostel and new ward which were further developed and continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F.These photographs give a good indication of the ongoing use of Mayday Hills from its original establishment in the 1860's through to almost one hundred years later when these photographs were taken. The clarity of the images combined with the style and make of the cars in the foreground give a good indication of the time period and show the continued use and need for the facility over the years. Purshouse in Wolverhampton, England, was of special interest.This photograph is of primary social significance to the Beechworth community because it depicts a 19th-century grain mill, manufactured by B.M. Purshouse in Wolverhampton, England, which was probably used at flour mills in the Ovens District, such as that at Tarrawingee, which opened in 1866. The purchase of agricultural machinery such as the grain mill accompanied the expansion of agriculture, including grain growing, in the Ovens District following the gold mining prosperity of the 1850s. This particular specimen was recovered from the Lal Lal Coal and Iron Mine in Victoria, 19km from Ballarat. Brown Coal was discovered here in 1857, just alongside the Geelong to Ballarat Railway line. This discovery of lignite (brown coal) was the first in Victoria, which would bring important benefits to the region and state, both of which had previously been reliant on coal imports. In the 1860s, iron ore was found just 5km from Lal Lal, and the area was converted into an Iron Ore Mine. The Lal Lal Iron Mining Company took over operations in 1874, who then peaked iron production in 1884. This mine continued operations until June 1884, when the blast furnace was extinguished and never recommenced. The blast furnace at Lal Lal is considered one of the most important and highly significant sites ion early industrial history in Australia, as it is the only remaining best furnace from the nineteenth century in the Southern Hemisphere. The furnace ruins are 17 metres high, and are clearly visible today on Iron Mine Road, Lal Lal, near the Bungal Dam. This specimen of Lignite (brown coal) is significant, as it was mined from the area where brown coal was first discovered in Victoria, leading to an important and controversial future of the mining and use of brown coal in this State. The Victorian Heritage Database has listed the Lal Lal Coal Mine with local significance, with their Statement of Significance stating: "The Lal Lal coal mine is historically significant as the site of the first discovery of lignite (brown coal) in Victoria, and one that promised important benefits to regional and state industries that were reliant on coal imports at the time. The significance of the stie is reduced by the poor state of preservation of the coal mining and processing fabric". This specimen is part of a larger collection of geological and mineral specimens collected from around Australia (and some parts of the world) and donated to the Burke Museum between 1868-1880. A large percentage of these specimens were collected in Victoria as part of the Geological Survey of Victoria that begun in 1852 (in response to the Gold Rush) to study and map the geology of Victoria. Collecting geological specimens was an important part of mapping and understanding the scientific makeup of the earth. Many of these specimens were sent to research and collecting organisations across Australia, including the Burke Museum, to educate and encourage further study.A hand-sized light-weight, soft and combustable sedimentary rock specimen, that is dark brown in colour. The specimen has jagged edges, as though parts of the rock have crumbled away. Brown coal, or Lignite, is formed naturally from compressed peat, and is typically found in natural basins. The stages to the formation of coal ('coalification') begin with plant material and wood, which will decay if it is not subjected to deep burial or heating, and turn into Peat. Peat, when sufficiently compressed naturally, will turn into Brown Coal (Lignite), and finally into Black Coal (sub-bituminous, bituminous and anthracite). Each successive stage has a higher energy content and lower water content. It is brownish-black in colour. Brown Coal has a high moisture content, between 50 and 75 percent, and a low carbon content. Some Brown Coals may be stratified, with layers of plant matter, which means little coalification has occurred beyond the peat natural processing stage. When Brown Coal is submerged in dilute nitric acid or boiling potassium hydroxide solution, it reacts to produce a reddish solution, of which higher-ranked coals do not. When brown coal is pulverised and burned in boilers, the steam is used to drive turbines, which generates electricity.
