Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. A. S. G. James Garland Colliver lived and worked in Linton between 1863 and 1875, when he moved to Donald. He was actively involved in Linton's business and community life. (See Colliver family file at LDHS.) This photograph may show two adjacent business premises on the east side of Sussex Street, north of Clyde Street: Edwin Ball or Ball Brothers, blacksmiths, and J.G. Colliver, "Machinist". The Ball and Colliver families were related and are understood to have worked collaboratively. This was the first-time winning the "C" grade band competition at Tanunda, S.A. as well as representing Victoria in that competition.There were five new bands participating in the Tanunda, South Australia Band Competition in October 1928, and the Nhill Brass Band under the direction of Mr. James Davis had the honor of representing Victoria. The band participated in the competition despite there being an influenza epidemic before they left. Charles Umphelby began his military career at Warrnambool Garrison in 1884. In 1885 he was appointed Lieutenant in the Victorian Permanent Artillery. He succeeded Major Daniel in command of Queenscliff Fort in 1890. He went to England in 1889 and was attached to the staff of Major-General Clarke. Lieutenant-Colonel Charles Umphelby was a Special Service Officer attached to the Censor's Department in Cape Town. He then went to the Howitzer Division of Lord Methuen's force at Modder River. Charles was wounded during the fight at Driefontein, 10 March and died 12 March 1900. He was married to the daughter of Thomas Austin, owner of Barwon Park near Geelong. George Eddy was born in Castlemaine (1860) and joined the Third Battalion of Militia at Ballarat in 1885. In 1890 he gained a position on the permanent staff of the Victorian Rangers and promoted to Major in 1897. Eddy went to England (1898-9) and was attached to the Devonshire Regiment. Major Eddy was killed at Rensburg, Province of KwaZulu-Natal, South Africa in 1900. He was Senior Officer of the First Contingent, commanding the Infantry Unit. Colonel Carter wrote..." ....I brought the gallant conduct of your husband and his command under the notice of the General .....He was a genial comrade and a gallant soldier, and he is, I fear, an irreparable loss to the Australian Contingent." William Fleming Hopkins was born in the Maryborough District in 1864. He graduated from Adelaide University, B.A.. Returning to Victoria he did three years of teaching at Portland and Scotch College. Admitted to Melbourne University, graduating M.B. and B.S. in 1891 and secured the appointment of Medical Officer and Manager of the Stawell Hospital. Doctor Hopkins joined the Victorian Rangers Medical Staff in 1892 with the rank of Captain. He served with them until his appointment as Medical Officer to the First Victorian Contingent under the command of Captain McLeish. Captain Hopkins exhibited courage and coolness under heavy fire attending to the wounded at Rensburg. Robert Westrup Salmon was born at Daisy Hill, Victoria in 1862. He joined the ranks of the Mounted Rifles in 1883 and obtained a commission as Lieutenant in 1892. He became Captain of the first contingent to South Africa. At the Battle of Jasfontein he had command of a division of Mounted Infantry and was highly complimented for the skilful manner in which he handled his men. His position in the camp at the time of his death was Staff-Captain. James Roberts was born at Rushworth, Victoria, in 1872. He matriculated and graduated from Melbourne University in Civil Engineering. He had recently re-entered university to study medicine. While in university he was a lieutenant of the University Corps of Officer and then obtained a commission in the Victorian Mounted Rifles. At the outbreak of war, Roberts immediately volunteered for service in South Africa. He was in the first contingent - mounted infantry unit. He was mentioned in dispatches.
