House is commonly spelt as "Payneswicke".From: Glen Eira Heritage Management Plan (1996) by Andrew Ward and Associates "Payneswicke" is locally significant as a prominent and substantially intact villa of its period, distinguished by its cast cement enrichment, unpainted stuccoed surfaces and commanding aspect to the south-west. Its role for a period as home for local builder, Patrick Millane (compare no. 11 Gladstone Parade) is of interest. In 1889, a nine roomed brick house was in the course of erection on the site. The house was completed in 1890 and Millane took up residence. Millane continued as owner/ occupant in 1894. However, in 1899, although Millane still occupied the house, ownership had been taken over by the Land Mortgage Bank. By 1910, Andrew Brown was occupant. Occupancy passed to Edward Brown by 1920 and to Miss A.N. Brown by 1930. See 'City of St Kilda ...Prior to its demolition in 1979, the St Kilda Municipal Depot occupied a 1.2 hectare site at 33 Inkerman Street St Kilda. The land was initially purchased by the Council in 1867 as a site for a permanent market, which ceased to operate in about 1882. In October 1923, the Council discontinued the practice of disposing garbage by burial in tips when it opened a garbage incinerator at the Depot. After thirty years this incinerator had become both obsolete and objectionable to health and was replaced in March 1953 by American-designed Monohearth Garbage Destructor Units. According to the Council, these Destructor Units were the only ones of their kind in Australia and they removed all the objectionable features of garbage disposal (particularly for the employees). They were expected to serve St. Kilda's requirements for the next 80-100 years. In 1957 the Council said that the Destructor Units had 'enabled substantial economies to be effected in the annual costs and have proved a very successful venture. The Council now destroys the garbage from the City of Brighton, which pays for the privilege, and it is anticipated that other Municipalities will also take advantage of ihe benefits of this modern and, in Australia.' See 'City of St Kilda 1857-1957 A Brief Outline of Progress and Development' [82] In 1994, as a result of the local government amalgamation process combining the former Cities of Port Melbourne, South Melbourne and St.Kilda, the new City of Port Phillip owned three municipal depots. The St. Kilda municipal depot site became surplus to requirements and, in 1996, the City of Port Phillip resolved to use the site for a community housing project under the City of Port Phillip Housing Program. Guest, a contractor resident in nearby Downshire Road, in 1889-90, presumably as a speculative venture together with the extant house at adjoining No.61. It is aesthetically significant. It is aesthetically significant (Criterion E) as an exceptionally richly ornamented medium sized Boom period villa in Caulfield South, being unusual in this respect in its locale and comparing with nearby "Sprouston" at 19 Blanche Street (1887). It is historically and aesthetically significant. It is historically significant (Criterion A) as a substantial and now rare (Criterion B) surviving late Victorian villa residence east of Booran Road within the Municipality and demonstrating the attraction of Melbourne's rural fringe as a residential location rendered accessible by the opening of the railway between South Yarra and Oakleigh in 1879. It is aesthetically significant (Criterion E) as one of the Municipality's finest late Victorian polychrome brick villas, comparing with ''Fresch'' and ''Monkleigh'' both erected in 1899 at nos. 11 and 12 Gladstone Parade, Elsternwick respectively, ''Hartington'' (1888) at 15 Gladstone Parade and ''Hengar'' (1889) at no. 356 Glen Eira Road, Caulfield South. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Dernancourt, a small ...Marie Lion migrated with her sister, Berthe Mouchette and her husband in 1885. Berthe established an art school in the city. After the death of her husband the sisters purchased a school, Oberwyl, in St Kilda in 1885. The school was later one of the LHLG schools. Berthe was the founder of the Alliance Française of Melbourne in 1890. With the Great Depression, the sisters had to sell Oberwyl and moved to Adelaide. They returned to France during WWI to nurse wounded soldiers. And returned to Adelaide in 1916 after Marie contracted an infection. She was the South Australia representative of the "Société d’assistance maternelle et infantile". After the end of the war a number of French villages were ‘adopted’ by cities in Australia. Dernancourt, a small village in the Somme was adopted by Adelaide, and Mme Mouchette and Mme Lion worked to raise funds to help in the rebuilding of the almost completely destroyed town.The picture shows the link with the French community. Ethel and her sister Frederica Godfrey could speak French and were well acquainted with the members of this community: Charlotte Crivelli for example. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Property is included the City of Glen Eira's Amendment C190glen as HO177 Ida Villa.
