Copy of newspaper article (Jan. 1958): "Out of the Past" "The first post office at Eltham as it appeared in the eighties (sic). This photo was in the possession of the Burgoyne family, whose association with the Postal Department ended yesterday when the new post office was opened." The article indicates the photo is from the 1880s however it actually pre-dates the connection of the Electric Telegraph line in 1877 - most likely early 1870s. The Telegraph Office was opened Thursday, June 7, 1877 and the lines were connected to the building above the awning near where the lower corner of the large sign is. A similar image of the building dated circa 1888 (EDHS_00139) shows the telegraph line connection. The awning has also been updated with corrugated iron in lieu of bark shingles and the false facade above the awning removed. It is possible these modifications were made to the building at the time of the telegraph line connection. The cottage was built by George Stebbings about 1859 and is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located.Shillinglaw Cottage is itself historically, aesthetically and socially significant to the Shire of Nillumbik and is registered on the Victorian Heritage Database. This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.Although this photo details the eating facilities of the construction workers at the power station it was not only a postcard for the people employed in the Hydro Scheme is was also provided to tourists visiting the area and thus used for promotional purposes.This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap. This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. This book was conceived by the Nillumbik Women's Network as a way of writing women into local history. When seeking nominations for the 2010 editon, the press release stated: Nillumbik Shire’s official histories don’t reflect the important but often unacknowledged contribution of local women to the development of the area. To redress this, the Nillumbik Women’s Network (NWN) initiated a small project, Celebrating Nillumbik women in late 2007.( For details of the Nillumbik Women’s Network refer to attachment) The NWN sought nominations of local women who had made, or continue to make, a significant contribution to the social and cultural life of our community. The brief profiles of the nominees were published in a booklet, which was launched at an International Women’s Day celebration in March 2008, and a second publication was produced in 2009. We continue to be inspired by the quality and activism of our local women. Many of the biographies tell of women’s contribution to the building of the ‘social’ infrastructure of the Shire. These stories complement the official historical accounts which primarily document men’s role in building the physical infrastructure of the Shire. One begins to develop a clearer picture of how women went about developing the services which we take for granted today, from the small kindergartens operating out of church halls to the wide ranging network of occasional and long day childcare care to the development of home based services for older frail and disabled residents of the area. They also tell of the bravery and resilience of women in their response to the devastating impact of the Black Saturday bushfires. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone.
