The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. The Legacy envelope was marked "P6 Junior Legatee Camps and Hols" in red pen, and dated Jan 1977 in pencil. The contents will be items 00418 to 00425. Melbourne Legacy provides camps for junior legatees. The camps gave the children an opportunity of a summer beach holiday with other Legacy children. It started with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. close to the beach. Permanent camp buildings were built in 1930. In 1930 Lord Somers (Governor of Victoria) also started a camp at a nearby property and the area was renamed Somers. Legacy Somers Camps continued intermittently at Stan's property until it was decided in 1951 to make other arrangements for holidays. Briquettes, made from Brown coal, were an economical source of heating for the Home The Methodist Children's Home in Cheltenham was founded c1880 to provide housing for neglected children from the inner city. The Founders aimed to provide regular nourishment, a stable environment and integrate the children into the local community thereby improving their education and lives. ( see 00561) 1950's saw a new direction for the support of children and families in poor and difficult situations . The new Burwood Homes Facility opened in 1951 and children were transferred from Cheltenham in 1952. Cyril Everett Isaac (1884-1865) (MLC for South Eastern 1940-52) was a progressive educator, horticulturist and conservationist. A pioneer of school gardening, Isaac believed in the enlightening, spiritual values of working with the land, and founded the State Schools Horticulture Society in 1910. Following the outbreak of the Great War, Isaac recognised the potential to combine school gardening with humanitarian aid. In 1915, Isaac helped to establish the Young Gardeners’ League, whereby young garden enthusiasts could join for a penny and cultivate plots in their own backyards. These home-grown flowers and vegetables were then sold for the going market rates, and the proceeds went towards supporting the Education Department officers serving in the war and their families. This project culminated in a state-wide flower day show held at Melbourne’s Town Hall on 3 November 1916, known as Children’s Flower Day. Isaac hoped that this special day would encourage children to feel that by ‘growing the flowers they are doing something to help our brave soldiers.’ Originally aiming to raise £10,000, the inaugural Flower Day raised over £32,309 (including revenue from home produce), and was donated to the War Relief Fund. On 9 November, the Dandenong Advertiser reported: “This is a splendid record for the boys and girls of our State Schools, who are so well tutored, and ready and willing to help the British Empire against the enemy.” One month after Flower Day, Isaac enlisted in 58th Battalion of Australian Infantry Forces, and departed for Europe in May 1917. Subsequent Children’s Flower Days were held in 1917 and 1918 in Isaac’s absence, and accounted for 25 per cent of the £445,000 raised by the Education Department’s War Relief Fund. A badge created as a fundraiser for Children's Flower Day in 1918. These badges were sold in public places in order to raise funds for war relief. Two professional photographs of the "Widow and Children" statue. The statue was commissioned by Legacy and unveiled in 1998 and symbolises the work of Legacy caring for the widows and children of veterans. Sculptured by Louis Laumen for the Legacy Garden of Appreciation, Birdwood Avenue on the Shrine Reserve. The Legacy Garden of Appreciation is in a cruciform shape and features red poppies which flower around Remembrance Day (11 November). The sculpture was dedicated on 29th September 1998 (part of this taken from the Shrine of Remembrance website). Slide photograph of children at Harelands being helped with their homework by a legatee. Harelands was a residence run by Melbourne Legacy to take care of children whose fathers were deceased servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for education. Harelands generally looked after children up to the age of 14. Harelands was built in the Queen Anne style and is now heritage listed. The slides have been photographed to make digital images and moved to archive quality sleeves.
