Legacy staff numbers when this document was written in 1990 were 28 full time staff and 5 part time. In 1982 there were 31 full time and 1 part time. The report discusses increasing the hours of a clerk/typist, not re-appointing a person to replace The Senior Pensions Advocate and a new appointment with computer skills. Wages increased by 53.3%. The wage increase was in line with award rates. Salaries rose by 51.8% from June1983 to April 1990. The report also discusses staff leave, work environment, staff morale and adequacy of office equipment. The future (3-5 years) was discussed in regard to pensions, welfare, housing accommodation for widows and handicapped dependants and fund raising. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. The coloured photograph shows the Lighthouse Keepers' Quarters at Flagstaff Hill, Warrnambool. The building was erected in the 1850s on Middle Island, Lady Bay. It was relocated to its current location in the late 1870s along with the two lighthouses, the chart room and the privy. The Warrnambool City Council replaced the iron roof on the cottage in the 1970s and further work has since been carried out. The picture shows the poor condition of the stonework on the right hand side of the cottage. After the cottage ceased to be used by lighthouse keepers, it was rented out by various organisations and later became disused. The Historical Society requested the re-connection of power. The right hand side of the cottage was repurposed for use by Flagstaff Hill Maritime Museum and Village. in the 2020s it was restored and fitted out as the Alexander Farncombe room, which is used for temporary exhibitions. This photograph, a print, is one of a set of five that show the site of Flagstaff Hill. It is presumed to have been taken by John Lindsay, Founding Director of Flagstaff Hill Maritime Museum and Village. One of the photographs in the set has the pencil inscription "Photo J Lindsay". It was taken in the early 1970s during the initial stages of the development of Flagstaff Hill as a Museum and Maritime Village. The photographs belonged to the donor's grandparents, who lived in the Warrnambool district of Allansford/Naringal. The photograph is a record of the Lighthouse Keepers' Quarters at Flagstaff Hill Maritime Museum and Village before its development and opening in 1975. It shows the condition of the building at the time and some of the recent re-roofing. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Railway systems have methods by which trains can proceed in safety from station to station, free from the risk of collision with other trains. These methods are generally known as "Safeworking" and they particularly apply to trains on single lines where trains run in opposite directions. The stations between these two sections are called crossing stations. A "Train Staff", a thick, round metal rod, bearing the name of the two stations is issued and these places are designated as Train Staff stations. No train is permitted to proceed through the section unless the train driver either takes the staff for the section into his possession or personally sights the staff. (Note that every station on the line is not a crossing station. These roles were performed at Barongarook, Gellibrand, Banool, Beech Forest, Wyelangta, Weeaproinah and Crowes.) Some highlights include: 3/12/1982 the film, 'A world that is dark', which was made by AFB for television release is now available on video. 31/8/1984 the Blind members' brochure includes sections titled 'Yesterday, Today and Tomorrow' which outlines the history, present position and the aims for the future of the AFB, 'Information about Blind Members' and Blind Members' Council', List of AFB homes and centres' and 'An invitation from Bryan Sitlington to be a Blind Member accompanied by an application form. It will be available to all visually impaired people, their family and friends, AFB staff and suitable for distribution at doctor's surgeries. 14/12/1984 it was reported 29 new Blind members were elected at the September meeting and the 1,000th member was among them. 8/6/1984 Mr John Blanch reported that the General Committee had approved, although rather reluctantly, Mr John Wilson's resignation and had appoint Mr John Cook as his successor. 13/9/1985 Mr John Blanch reported that following Mr Pat Lightfoot's resignation he had contacted Mr John Wicking to offer him the position of sighted representative on Blind Members' Council. John Wicking had been approached for role on the BMC however he was unable to attend Fridays. It was moved to move the meetings to the last Monday of the Month, after approaching John Wicking again. Council members agreed that if John Wicking took the position it would be good as would have been held by Pat Lightfoot and John Wicking, both past Presidents of AFB.
