Jonathan Binns Were (1809-1885) was born in Somerset, England on 25 April 1809. Before he migrated to Australia in 1839, he worked with colonial merchants and bankers Collins & Co. in Plymouth. Initially trading under his own name, he formed Were & Co. with his brother George and his brother-in-law, Robert Stevenson Dunsford, then, after 1861, JB Were & Son. Were’s were importers, exporters and agents for shipping, land, cattle, sheep and wool; gold brokers and buyers (after 1851); and share dealers (after 1853). Were went bankrupt twice in 1843 and 1857, the former connected with his association with Henry Dendy and the Brighton subdivision. Were lived in Brighton at Moorabbin House and represented Brighton in the Legislative Assembly in 1856-57. In 1865 Were became the first chairman of the Melbourne Stock Exchange; he was the first president of the Chamber of Commerce and served on the board of many public and private institutions and companies. He was Port Phillip’s first Justice of the Peace; and organiser of the 1881 Melbourne Exhibition. This plan records the Brighton Estate, also known as Dendy's Special Survey. In 1840 Henry Dendy, a farmer in Surrey, England acquired a "Special Survey" from the Commissioners for Land and Emigration which gave him the right to choose land in Port Phillip for the low price of £1 per acre for 5120 acres. Dendy appointed Jonathan Binns Were, as his agent, who later became a partner. Together, Dendy and Were decided on an area 5 miles south from Melbourne, bounded by North Road, East Boundary Road, South Road and to the west by Port Phillip Bay. Their Brighton Estate was first surveyed by T. S. Townsend in May 1841 and was re-surveyed by Robert Hoddle. Dendy and Were were making plans to sell the land and advertised a 30-guinea prize for the best subdivision which was to be divided into a village, marine residences, suburban and cultivation allotments, with the remainder being divided into country sections. The competition was won by H.B. An article in the Box Hill 'Reporter' (11 October 1907, p.2) refers to the presentation of the artefact to the Kew Town Hall. The report records: 'Presentation to Kew's Ex-Mayor In the mayor's room at Kew on Tuesday evening, Ex-Mayor Cr Wishart was made the recipient of a handsomely-illuminated and exquisitely-framed testimonial as a mark of appreciation by his colleagues of the highly satisfactory manner in which he had discharged the duties appertaining to the mayoral office. .... A framed group of the metropolitan mayors was subsequently presented by Cr Wishart as an addition to the pictures hung in the mayor's room.'The newspaper report in the Box Hill Reporter positively identifies the artefact and how it was placed in the Mayor's Room in the Walpole Street Town Hall.
