In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. Originally built by John Hill, a shoemaker at Kangaroo Ground around 1878. In the late 1970s when our Society was the Shire of Eltham Historical Society, an offer was made to the Society regarding use of an old cottage at Christmas Hills. The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. For various reasons the offer ultimately lapsed. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith’s notes were taken from Lands Department records and showed that the property was the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miner’s Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor Mary Birch, known as Nora, was born 1900, the daughter of Edwin Samuel Birch and Honor (nee Young). In 1939 she married George Henry Williams (aka Henry). Honor died 8 July 1976. Her siblings were Margaret Martin (dec), Bert Birch and Brigidene Brinkkotter. In her will she gave and bequeathed “all the improvements on the land held by me at Christmas Hills under Permissive Occupancy from the Department of Land and Survey consisting of the house property thereon and all the contents of the said house to my nephew Brian Joseph Martin of Christmas Hills aforesaid farmer”. The will described the property as a four room, five square house, about 100 years old with enclosed verandah, including kitchen, combined lounge dining room, bedroom and store room; built of ‘bush slabs’ with a corrugated iron roof. A dairy had been erected in 1935. After her death, the property was acquired by the Melbourne Metropolitan Board of Works in 1978. The property is listed on the Victorian Heritage Database HO200-Hill, later Birch farm complex, 945 Eltham-Yarra Glen Road, Watsons Creek and described as: The house has a steep but simply gabled roof form clad with corrugated iron, vertical adzed hardwood slab front wall construction, split palings to the gable ends; rubble freestone chimney at one end (with added gsi flue), pole-framed Graeme Butler & Associates, 2006: 101 Shire of Nillurnbik Planning Scheme Amendment C13 Heritage Assessments verandah (rebuilt?); six-pane double-hung sash windows; T&G bead-edge boarded ledged & braced door; and paling clad rooms added at verandah ends. A slab-clad large fireplace is at the north corner of the house, with a gsi upper cladding added and an internal lining of rubble stone. The rear facade is different construction, being drop-slab, and sits beneath a rear skillion addition to the main gabled form: this may be more recent construction. The house appears to have been once set up for public display and may have been recreated in part for that purpose. Outbuildings are reached by a track along the east side of the house, including what may have been a creamery (typical standard inter-war design clad with corrugated iron and lined with 1938 Lysaght Queens Head Australia galvanised sheet iron) and a paling clad gabled out-house. Timber outbuildings of differing eras are to the north-west of the house, with pole framing and paling infill construction and Redcliffe brand corrugated iron. A trail travels through the Arboretum where you may see resting kangaroos and wallabies, crosses a creek that holds a vulnerable colony of frogs commonly known as Victorian Smooth Froglet (Geocrinia victoriana), and admire the grass trees (Xanthorrhea australis) that grow on the campus behind accommodation. In 2018 2000 native trees planted by State Library Victoria and Federation University in the Arboretum .Planted with the help of locals, students, and kindergarten children as part of the joint project the plantings included indigenous trees, shrubs and grasses native to Ballarat. Federation University student Clancy Meaney is managing the tree planting project as part of her studies. “The arboretum is a fantastic resource that is used extensively by Federation University students as an outdoor classroom,” Ms Meaney said. “Being situated in between two main forests, our campus is also an important connection for native animals. These new trees will help migrating wildlife to move from one forest to the other.” State Library Victoria Project Management Office Director, Sarah Slade said the project was a wonderful opportunity to work with Mount Helen residents and the University to help protect the native landscape. “We’re thrilled to be able to give back to students, local residents and native flora and fauna through this valuable environmental initiative,” Ms Slade said. The tree planting project is a result of State Library Victoria’s ongoing partnership with Federation University. Construction of the Library’s second state-of-the-art storage facility, BOSS2 (Ballarat off-site store 2), is currently underway on the Federation University site. The existing storage facility at the Mount Helen Campus already holds more than half of the State Library’s collection, including newspapers, books, journals, textiles, paintings, architectural drawings, furniture and photographic glass plate negatives. In addition to State Library collection, BOSS2 will also provide two dedicated storage areas for the University’s collection. When completed, BOSS2 will provide additional storage of 25-30 linear kilometres, the equivalent of driving from Ballarat to Clunes or running 175 lengths of the MCG. This camera was designed by William Johnston in 1904. Production began in 1905. There were many versions, the number indicated the length of film which corresponds to the width of the panorama. Originally designed for photography of large groups of people. Later it was used for landscapes. This camera was used by the local Lorne photographer William Anderson who took photographs of visitors and local scenes. William purchased Norman Brown’s photographic business in December 1899 and worked in Lorne until his death in 1948It is a large format rotating panoramic camera. A concertinaed fine leather tube with the adjustable lens is contained in a black wooden leatherette covered rectangular box. On the top is a metal winding handle, a series of weights and a carrying handle. The lens is a Gundlach - Manhattan rapid recto graph. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people. There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future, Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. The Hotel dates from the 1870's. Daily distances for a bullock team was eight miles, horses could do double that distance. We turned into Cassells Road and on the corner of Ingrams Road we admired an elaborate Edwardian villa, 1900 style. The Aqueduct conveying Melbourne's water supply was a communication line and a technological advance in 1891. It has been enlarged and re-faced and no longer used here but piped underground. Proclaimed a linear park it has reverted to crown land, controlled by local Council. This ceramic mug is titled "Bill Bogong's Mug" in honour of one of Australia's Scouting (Rovers) notable office holders, Mr.W.F."Bill" Waters. He was born on 22nd August 1897 in Taralgon, Victoria, Australia and died 8th October 1968 in Fitzroy, Victoria. He was instrumental in the Rovers building two chalets in the Victorian Alps. The Victorian Award of the National Rover Service Award(1980) has been named after Bill Waters. Bill Waters was also the leader of the first team that climbed Mount Bogong in winter in 1929. Also was part of rescue team of what is now know as the Cleve Cole tragedy on Mt Bogong in the mid 1930's. There is also a water fall named after him Waters Falls on the Bogong High Plains. W.F."Bill" Waters aka "Bill Bogong" (Bogong mountain, were his ashes were scattered), was not only a prominent bush walker (Melbourne Walking Club) of the high country (Victorian Alps) but was instrumental in establishing two Chalets. One of these Chalets was the first one to be built on the Bogong High Plains. This item, "Bill Bogong's Mug" is what the Flinders Petrie(famous English Egyptologist/Archaelogist) Rover Crew(formed in 1940) presented newly invested members of the exclusive(200 membership) Alpine Rover Crew. The Melbourne Walking Club has a long history with the Victorian High Plains area, of which the Kiewa Valley is an integral part of the Victorian Alpine Region. Due to the connections Bill Waters has with the Bogong High Plains and Mt Bogong this cup has a lot of significance to the social history of the area.. Round glazed stoneware mug, white in colour, with a heritage green coloured band covering the top rim and handle.
