BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. Three historically significant buildings are here at 701 Main Road, opposite Dalton Street, Eltham. Jarrold Cottage or White Cloud was built about 1863 and remains one of the oldest buildings in Eltham. It was once used temporarily as Eltham’s first police station. The Jarrolds were a pioneer family of market gardeners and building tradesmen over six decades and from the early 1940s, with the Skippers and other prominent local figures involved in the construction and development of the Montsalvat Artists' Colony. Len Jarrold, a carpenter, worked at Montsalvat from the beginning and became foreman of works for the splendid 1938 Great Hall. The Skipper family, also involved with Montsalvat, were associated with Jarrold Cottage from 1944 when it was purchased by Lena Skipper. Main Stream Melbourne - The River Yarra on film (Screen Sound Australia, 2004) and The Prize (Eltham Films, Tim Burstall ,1960) Combining footage from more than 90 early newsreels, documentaries and short films which additionally features almost 200 photographs and illustrations - shows locals fishing and swimming in the river, holding canoe races and lazing at boathouses. Also included is Tim Burstall's 1960 short film, The Prize, which tells the story of a boy, played by his then six-year-old son Tom, and his adventures with a kid goat. The film, shot on the Yarra, won a bronze award at the 1960 Venice Film Festival. Shire of Eltham Archives: Series 69, Item 2 This video was produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the 'Spirit of Eltham'. The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. With the cessation of the Shire of Eltham in late 1994, the Society's name was revised to Eltham District Historical Society and this name first appeared with issue No. 103, July 1995. The Black Barn gallery at Christmas Hills was designed and built by Justus Jorgensen, founder of Montsalvat. The space has been a part of community and the arts for three generations. Bobby Bununngurr is a songman and multi art form creative from Ramingining (his outstation is Ngalayindi) in Central Arnhem Land. Michael Wilson learnt the craft of Goldsmithing after seeing well known sculptor and silversmith Matcham Skipper working in his studio at Montsalvat in and around 1970. This work is a gift to the Eltham Community in recognition of his twenty five years of developing his goldsmith skills and operating his business within the Shire. Wilson officially opened his commercial premises in 1985. Michael Wilson is a local jewellery maker. His work is influenced directly by the environment in which he lives. This sculpture is representative of his distinctive style of work as a nationally and an internationally recognised Designer and Goldsmith. Made of steel and powdercoated in aluminium with a concrete base. Decorative elements such as the ring encasing the cicada and the cicada's wings are guilded with 24ct gold leaf. The steel rod is burgundy in colour with the cicada painted a dark olive green to represent the 'Green Grocer' variety common in Eltham.
