The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing. The 48 - 215 was the first vehicle produced by GMH specifically for the local Australian market. This vehicle later became better known as the FX. This vehicle was manufactured from 1948 to 1953. From here Holden continued to pursue the goal of producing an Australian car. This involved compromise with GM as Holden managing director, Lawrence Harnett, favoured development of a local design, while GM preferred to see an American design as the basis for "Australia's Own Car". In the end the design was based on a previously rejected post war Chevrolet proposal. The Holden was launched in 1948, creating long waiting lists extending through 1949 and beyond. The name ":Holden" was chosen in honour of Sir Edward Holden, the company's first chairman and grandson of J.A.Holden. Other names considered were "GeM", "Austral", "Melba", Woomrah", " Boomerang", "Emu", and "Canbra", a phonetic spelling of Canberra. Although officially designated " 48-215" the car was marketed simply as "Holden" The unofficial usage of the name "FX" originated within Holden referring to the updated suspension on the 48-48 215 of 1953.This was the first vehicle manufactured solely for the Australian market.4 Door sedan, two pane split screen windscreen, lifting boot and bonnet. ... a major influence on the literary development of post World War... a major influence on the literary development of post World War ...The grave of Thomas Sweeney, former convict turned respectable citizen. The Murray and Sweeney families were both early settlers of the Eltham district and connected by marriage. Their family plots are located side by side in the Catholic section of the Eltham Cemetery. Irish-born Thomas Sweeney is regarded as the first settler in Eltham. He was transported to Sydney in 1823 after being convicted of arson. He was granted his freedom in 1838 and married Margaret Meehan in the same year. They moved to Melbourne and in 1842 Thomas purchased 110 acres beside the Yarra River in the vicinity of present-day Sweeneys Lane. He called the property ‘Culla Hill’ and built a small slab hut (reputedly with Wurundjeri help; Margaret is said to have run an informal hospital for them in return). This was followed in 1846 by more substantial buildings consisting of a three-roomed Irish-style ‘longhouse’ and a barn made of stone and handmade bricks, with doors large enough to accommodate a fully loaded wagon. When the gold rush came, Thomas prospered by selling meat and potatoes to the prospectors, enabling him to purchase a further 308 acres in 1856. He promoted the construction of a bridge over the Plenty River and the establishment of a school at Eltham. Roman Catholic Church services were held at Culla Hill in the early years. When he died in 1867, he was regarded as a respected member of the community. Thomas and Margaret are buried in Eltham Cemetery with many of their descendants. Their first son John continued to farm Culla Hill until his death in 1909. Culla Hill passed out of the Sweeneys' possession in 1939. The house and barn remain today, though lesser outbuildings have gone. The facade of the house is much the same as it was in the 1840s. A visit to Eltham Cemetery reveals an important social record since its beginnings in 1858. The cemetery was situated on about six acres (2.4ha) (now around 4.8ha) at the corner of Mount Pleasant and Metery Roads.1* It is thought that Metery Road was originally called Cemetery Road, but in the early 1940s, a resident, possibly a councillor, objected to the name resulting in the change.2 Much can be gleaned about the developing Eltham community from burial styles and the names of former local residents. Originally the cemetery was divided into Christian denominations, like others of that time, following the United Kingdom burial system. In 1861 the cemetery included Church of England, Presbyterian, Roman Catholic and Wesleyans (later Methodist) sites. Graves also indicated social class. Some had grand tombstones, perhaps fenced with ornamental cast iron railing, but most in the 1860s and 1870s were constructed of modest stone slabs.3 This indicated the poverty of the district, which was largely inhabited by farmers on small landholdings. A poignant reminder of the high rates of infant mortality of those times, are the many infants and young children recorded on the headstones. Major changes occurred in the cemetery in the late 20th century as Christian adherence weakened and society became more egalitarian and informal. In the early 1970s a non-denominational lawn section for burials was established. Since then all new areas have been non-denominational to accommodate the more diverse local community. Now, instead of large ornamental headstones, some mourners have chosen boulders, reflecting the natural Eltham style, while others choose graves in the lawn areas or niches in walls. In the late 1970s, the University Donor Section was established north-west of Candlebark Lawn for those who donated their bodies for The University of Melbourne medical research. In the early 1980s the natural Australian garden style, popular in Eltham, was mirrored in a new section called Ashes Walk. Local landscape architect Gordon Ford, who had popularised this style, designed the Walk using boulders shaded by native plants beside curved pathways. Landscape architect Robert Boyle later redesigned Ashes Walk and developed other parts of the cemetery in keeping with this style.4 Appropriately Ford, who died in 1999, was interred in the Native Garden Section in a cluster of sites shaded by a large eucalyptus tree.5 By 2007, about 6400 interments were recorded in the Eltham Cemetery. Close inspection reveals notable names in the district’s history. The grave of Thomas Sweeney, a former convict who became a respected citizen, can be found in the Roman Catholic section near the path. Eltham Primary School’s first headmaster, David Clark, is buried in a modest grave in the Church of England section to the east of the path from the main entrance. Sir William Irvine, Victorian Premier from 1900 to 1902, whose grave is in the north-east Presbyterian section was at various times Victoria’s Chief Justice, Deputy Governor and Treasurer.6 Further south is the grave of social reformer Bertram Wainer, born in Scotland in 1928 and died in 1987. He campaigned to legalise abortion and exposed police corruption in allowing illegal ‘backyard’ abortions. Other prominent local residents interred in the cemetery include: Justus Jörgensen, who founded Montsalvat; Alistair Knox, the mud-brick housing pioneer and Eltham Shire Councillor from 1971 to 1975 and President in 1975; Clem and Nina Christensen, who had a major influence on the literary development of post World War Two Australia. Others were: composer Dorian Le Gallienne; artist Peter Glass; Stephen Dattner, a prominent Melbourne furrier; ALP parliamentarian for Greensborough, Pauline Toner and political scientist and commentator, Professor William Macmahon Ball.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. The cottage at Panther Place, Eltham, once stood about 100 metres away on Main Road. But in 1963 it faced demolition to make room for the Eltham Shire Offices (since demolished). However residents rallied to save Shillinglaw Cottage and became the first in Australia to remove and reconstruct an early settler’s brick building. A fundraiser was the residents’ compilation of loved recipes into the cookery book, Flavour of Eltham. The cottage, built in the late 1870s by noted pioneer builder George Stebbing, is one of Eltham’s earliest buildings and associated with significant early settlers. It is on the National Estate and National Trust Registers. The cottage was constructed with handmade bricks in the Flemish Bond style, typical of cottages and farmhouses in Flanders, Europe. It features burnt ‘header’ bricks over the façade, which gives a chequered effect. The roof is made of slate, while the windows are 12-paned sash with relieving arches. It is not clear who were the first owners of the cottage. The National Trust claims that Stebbing built it for farmer Thomas Cochrane.1 Others say Cochrane first owned the land but Stebbing was Shillinglaw’s first owner and remained so until 1887. The Shillinglaw family then bought it and lived there for around 80 years until 1963 when they sold it to the Eltham Council.2 Farmer Thomas Cochrane bought the Shillinglaw Cottage site from land developer Josiah Holloway. The site was the largest in what Holloway called Little Eltham, of some 30 acres (12 ha), extending along the creek from Henry Street to Luck Street. In 1874 Cochrane sold the land to George Stebbing. Meanwhile in 1861, Stebbing was the owner and occupier of a house at Pitt Street, Eltham, which he had built. Evelyn Observer journalist James Rossiter rented the Pitt Street house, then in 1881 Phillip Shillinglaw occupied it. Stebbing constructed several buildings of note in the area, including the Uniting Church at John Street, the building beside it – a former bank – and St Margaret’s Church of England in Pitt Street. Stebbing was also an Eltham Shire Councillor from 1871 to 1873 and a trustee and treasurer of the Eltham Wesleyan Church.3 In the 1870s he is recorded as the owner of up to five houses. Earlier he had been described as a bricklayer and later became a farmer. In 1882 Stebbing returned to the Pitt Street house and Shillinglaw occupied the new house in Main Road, which he owned from 1887. Shillinglaw was a prolific poet and preached at the Eltham Primitive Methodist Church, where he also served as Sunday School superintendent and led the Young People’s Society Christian Endeavour. The Shillinglaws saw many changes in their property’s boundaries – the major one occurring at the turn of the century when land for the railway and Eltham station was acquired from their holding. The northern part of the remaining land was then used for some of the first commercial developments in what was to become the Eltham Shopping Centre. Later still, the land immediately north of the cottage was bought by the Eltham War Memorial Trust for the War Memorial Buildings and the fire station. The Trust’s land eventually passed to the council. The council bought the remaining two acres (0.8 ha) with the house, and with the exception of the commercial development between the fire station and the post office, all of the former Shillinglaw land is owned by the council or government instrumentalities.4 Since the late 20th century, the cottage has had varied uses, such as a handcrafts store and as a restaurant.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Situated in King Street, Eltham, Alistair Knox built his home and office in 1962-1963 with mud-bricks made from the local soil and recycled materials blending the house with bush around it. Knox popularised the Eltham earth building movement, begun by Montsalvat founder, Justus Jorgensen. Alistair Knox (1912-1986) was also an Eltham Shire Councillor 1971-1975 and Shire President in 1975. Knox established the inaugural Eltham Community Festival in 1975. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p145 Lack of money was a strong incentive for Alistair Knox to do what he did best when he built his house and office at King Street, Eltham in 1962-63. He used mud-bricks from local soil and recycled materials, characteristically blending the house with the bush around it. The result was a work of art. Knox popularised the Eltham earth building movement,1 begun by Montsalvat founder Justus Jörgensen. He was also an Eltham Shire Councillor from 1971 to 1975 and Shire President in 1975. For Knox mud-brick building was not just a building style, but a spiritual experience and a way of relating with nature. At 40 he rediscovered God and his building reflected his theological, political, philosophical and particularly environmental world view, which was far ahead of its time.2 He also contributed to building development in his use of concrete slab foundations when stumps and bearers were the norm. Knox was introduced to mud-brick construction in 1940 by Jörgensen, then shortly after, Knox joined the Navy. In 1946 Knox studied Building Practice and Theory at Melbourne Technical College (now RMIT University). There he befriended fellow student and artist Matcham Skipper who belonged to what was then called the Jörgensen Artists’ Colony. Knox decided to build an earth building in Eltham, partly because the post-war huge building demands resulted in expensive and scarce building materials. He asked artist Sonia Skipper for help who, with Matcham, had constructed mud-brick buildings at the Artists’ Colony. The simple rectangular low-lying house at King Street is framed by native plants and a 3.6 metres wide pergola surrounds the building. Wedded to the landscape, a door in every room at the perimeter, opens outside. The property also includes a forge, a small hut built by son Macgregor at 15, and a mud-brick tower for chickens. Building materials were foraged from a wide variety of sources. Some of the joinery material came from old whisky vats. When the Oregon of the highest quality ‘was put through the wood-working machines, it gave off a deep smell of whisky that made the whole atmosphere exotic and heady’.3 Amateur builders, including schoolboys from Knox’s Presbyterian Church, made some of the mud-bricks. But the building was finished with the professional help of Yorkshire builder, Eric Hirst. Inside, the light is subdued with the mud-brick, beamed timber ceilings and floors of slate, timber or orange-brown tiles. Skylights, with rich blue and red leadlighting, illuminate one entrance area and this feature is repeated as edging on the door. The centre of the house is like a covered courtyard, with rooms built around it. The central room, 11 metres x 7 metres, was built in the same proportions as Knox’s mud-bricks. Clerestory windows on four sides infuse the room with a soft light. A huge brick fireplace extends beyond one corner and opposite is a small one where timber can only be placed vertically. The slate for the floor was discarded from the Malthouse Brewery now used as a theatre in Southbank. In the middle is a large refectory table and benches that seat 18. Like much of the house, it is rugged, yet beautiful. Made of Western Australian Jarrah by Macgregor with a chain saw and an adze, it retains knot and nail holes. Each wall has an opening, 2.4 metres at the ends and 3.6 metres at the sides. Only one has doors and these concertina doors are made of the backs of old church pews. The main bedroom has an ensuite with a marble hand basin discarded from the Victorian Parliament building; and a dressing room, where two wardrobes of polished timber recovered from a tip are attached to the walls. In 1946, Clem and Nina Christensen bought the house, which had been designed by Harold Desbrowe Annear, considered to be one of Australia’s most innovative architects in the first quarter of the 20th century.1 That year the stucco building with a metal roof, built in 1910, was extended to the north and south. The main residence was built of jarrah, with stucco walls, floors of Tasmanian hardwood and rooms panelled with Californian redwood (sequoia). The property included a cottage, former stables, a dairy and meat-house. From its beginnings the property has attracted artists and intellectuals. Official World War One artist, Will Longstaff, bought the property – then 15½ acres (6ha) around 1900. Famous for his painting The Ghosts of Menin Gate, now in the Australian War Memorial Canberra, Longstaff was the cousin of another well-known painter, Sir John Longstaff. Several leading artists visited Longstaff at Stanhope including Walter Withers of the Heidelberg School, who lived in Brougham Street, Eltham. In 1919, Theo Handfield, father of author and journalist John Handfield, bought the property from Mrs Longstaff. Then in 1924 the land was subdivided and most of the estate (80 blocks) was auctioned. The next owner was related to novelist Virginia Woolf. Bishop Reginald Stephen, Warden of Trinity College, bought the house and five acres (2 ha) in 1928. He was related to Sir Leslie Stephen, the first editor of the Dictionary of National Biography and Woolf’s father. Novelist and music critic John Harcourt, was the next tenant, while he and his wife Fay, built their mud-brick house Clay Nuneham, at the foot of Stanhope Hill. Dr Clem and Mrs Nina Christensen, lived in the house until their deaths. Clem Christensen – who died aged 91 in 2003 – was a poet, short story writer and painter. However, he is most noted for founding Australia’s foremost literary journal2 Meanjin (originally Meanjin Papers), which he described as ‘democratic left of centre’, in Brisbane in 1940. Clem brought Meanjin to Melbourne in 1945 and remained editor until 1975. Enormously influential, Meanjin spawned and encouraged many of Australia’s best literary talents and it had an international reputation. Meanjin was the first to publish such writers as Judith Wright and David Malouf and it encouraged writers like Patrick White and Peter Carey. Nina Christensen – who died aged 89 in 2001 – was founding Editor of the Melbourne Slavonic Studies Journal and pioneered the study of Russian in Australia. In 1946 she established the Department of Russian Language and Literature at The University of Melbourne, which she led until 1977. Nina’s graduates largely staffed subsequent departments, in other Australian universities.3 However Nina’s Russian heritage and Clem’s outspoken views caused problems. They were forced to defend themselves in the Petrov inspired Royal Commission on Espionage in the 1950s, but were exonerated. The Christensens attracted and hosted many distinguished Australian and foreign writers, artists and academics, including Nobel prize-winning novelist, Patrick White and the world’s then leading cellist, Mstislav Rostropovich.4 Other writers and intellectuals who visited Stanhope were: Vance Palmer, Alan Marshall, A D Hope, Xavier Herbert, Nevil Shute, Geoffrey Dutton, Martin Boyd, Judah Waten, Bruce Grant, Dorothy Hewett and Sir Herbert Read. Painters included: Danila Vassilieff, Arthur Boyd, Albert Tucker, Justus Jörgensen, Robert Hughes and Clifton Pugh. Academics included: Manning Clark, Geoffrey Blainey, W Macmahon Ball, Richard Downing, Geoffrey Serle and scientist Tim Marshall. Politicians included: Jim Cairns, Pauline Toner, Lance Barnard, Sir Paul Hasluck, Sheryl Garbutt and performance artists included: film star Olivia Newton-John, members of the Bolshoi ballet and the Russian State Ballet of Siberia.5 Nina Christensen was honoured in 2006 at the Eltham Living and Learning Centre with the building of an amphitheatre designed by V Sverdlin.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Canterbury: A History covers the history of the suburb of Canterbury, Victoria from its Aboriginal history as part of the country of the Wurundjeri people to its completed development as a middle-class suburb by the late 1950s. The book had been a labour of love by esteemed historian, Don Gibb, for many years. Don’s sudden death in late 2017 left the manuscript uncompleted. The Canterbury History Group and the Royal Historical Society of Victoria, together with Don’s family, were determined to see Don’s book completed and published.
