Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. An image from the Herbert Richmond collection, gifted in 1982 to the Ballarat Library. The collection contains approximately 200 photographs of Ballarat and district in the 1940s, 50s and 60s, as well as photo albums, glass negatives and other memorabilia. Herb Richmond was a keen photographer, a foundation member and a life member of the Ballarat Camera Club, and a photographer with the Ballarat Courier during the 1940s. The Ballarat Camera Club named an annual award after him. Mr Richmond died in 1981 aged 79. These images were digitally re-photographed by members of the Ballarat Camera Club in September 2006. "Two hundred men of the Holy Name Society made a striking spectacle on March 26 when they marched through the streets of Daylesford to the Town Hall for a Communion breakfast, after Mass at St. Peter's Church, which concluded a tridium for the men of the parish, conducted by Rev. Father Whelan, P.P. There were many "New Australians" present. Among the visitors present were Mr. C. Condon, Mr. F. Frawley and Mr. Hooper, of the Melbourne Diocesan Union executive of the IIolv Name Society, and also eight members of the North Melbourne branch, beaded by their president, Mr. V. Sheahan. This photograph of John Pascoe Fawkner was commissioned by artist William Strutt in 1857. In 1907 Strutt gave the photograph to Victoria's London agent, Mr. Lake, to be presented to the Victorian Parliamentary Library. In a letter to Mr. Lake now in the library's archives, Strutt describes how he had planned to make use of the photograph in his artistic practice, and when finished with it, had promised to give the photograph to the Victorian Parliamentary Librarian Charles Ridgway (c.1801-1865). "That time then has come, late it is true, but alas Mr. Ridgeway [sic] is dead, so is Fawkner, but the old patriot will ever live in this portrait".Framed ambrotype portrait photograph of John Pascoe Fawkner seated and wearing a smoking cap. Note from William Strutt adhered verso. The ambrotype is a positive photographic image on a glass plate mounted inside a glazed frame with a gold-coloured inner-frame/preserver (possibly celluloid) and black velvet-covered backing board. St Patrick's Catholic Church Elaine closed in 2013. Originally known as "Stony Rises" Elaine could once claim the largest Catholic church congregation in the Meredith parish, due to the extensive mining activity in the area. At the time the population of the district supported three hotels and 4 churches and the town was served by a water supply from a reservoir at Lal Lal. Elaine in common with other rural communities has lost many of the services that were once available, but it still retains a well maintained Catholic church and Public Hall as well as a Hotel, Post Office, General Store and Service Station. "On Sunday last the Very Rev.Dean Phelan, V.G., blessed a new church at Elaine, in the parish of Meredith. The church, which was built by a local firm, Messrs. Smith Bros, is a weather-board building on brick foundations, and gives a clear seating accommodation of 50 feet by 25 feet, independent of sanctuary, sacristy, and porch. After the ceremony, which commenced at 11 o‘clock, the pastor of the parish, Rev.M.Murphy, celebrated Mass, and the choir from St.Joseph‘s, Meredith, sang in a highly creditable manner portions of Weber‘s Mass, also a hymn to St.Patrick, under whose patronage the church is placed. The financial statement made by Fr.Murphy showed that the entire cost of the building, alter, seats, etc, was $1103.10; that $620 had been subscribed previous to the opening, and over $140 received on Sunday, including $20 from his Grace the Archbishop, and $10 each from the Dean and Fr.Murphy. After Communion the Very Rev.Dean Phelan preached on the necessity of a church as a dwelling place for God in His Eucharist Presence. Taking for his text, “Behold the tabernacle of God with men: He shall dwell with them, and they shall be His people; and He Himself with them shall be their God.” In doing this work, I am pleased to learn that you have not only received material assistance from some who do not kneel at this altar, but that the authorities of the Presbyterian Church have given you their organ for the Mass today. This generous action deserves our special thanks and is in striking contrast with the anti-Catholic prejudice shown in other quarters. It reminds me of the action of Hiram, King of Tyre, when he heard that Solomon was about to build a house to the God of Israel. Not only did he offer cedar-trees from Libanus, but skilled men to carve the wood, and sent his trained sailors to assist in bringing from the mines of Ophir four hundred and twenty talents of gold for internal decoration. According to The Geelong Advertiser on 25 July 1928: One of the largest congregations that has ever been in St.Patrick‘s Church attended on Sunday last, the occasion being the consecration of a memorial window to the memory of James Connell, who died in his 25th year in February last. Deceased was the youngest son of Mr. and Mrs. John Connell, respected residents of Elaine. He was loved and respected by all sections of the community, and was closely connected with all sporting bodies. Friends of the deceased and the family were present from Ararat, Stawell, Ballarat, Melbourne, Geelong and all the surrounding districts, also members of other denominations. A few noticed were Cr.C.C.Austin, Mr.H.Young, Mrs.A.Bowers, Mrs.Gray, Mr.and Mrs.R.Norgate and others. The stained window was made by Brookes Robinson in Melbourne, bearing the image of St.Patrick and the inscription thereon “To the undying memory of James Connell, who died 3.2.28 R.I.P.” The beautiful window was kindly placed in position by Mr.Bill Smith, Meredith. High Mass with full ceremonies was offered by Rev.Fr.F.Conlon,P.P., Meredith, with six alter attendants from St.Josephs School, Meredith. The Meredith choir, with Mrs.R.Grant organist, assisted by Miss K.Johnson (violin) rendered beautiful music, the principal parts of the singing being capably handled by Mrs.Thos Brady, Father Conlon took as his text, “Blessed are the dead who die in the Lord. From henceforth now, said the spirit, that they may rest from their labors, for their works follow them.” With well chosen remarks Fr.Conlon touched feelingly on the many qualities of the late member. First as a good son; secondly as a good citizen and sportsman; thirdly as a good child of the church. This home was the first cottage built by the Old Colonists' Association, and was the gift of Mr and Mrs F.J. Williams. It was completed in 1925. From the minute books: "Mr and Mrs F.J. Williams, both natives of Ballarat, offered to build a cottage on the Association's ground at Perry Park [now known as Charles Anderson Grove] something after a style of the Hassell Homes. That offer was immediately followed by another from Mr S.W.J. Clark, a member of the Council. Both offers were promptly and gratefully accepted." One of the first objectives of the Association was "to provide the shelter of a hose for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years." The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas bosed of groceries to deserving pensioners, and in some cases payment of burial costs. ::a) The dominant purpose of the Association is to give public benevolent relief as a charity, but providing independent living accommodation in our Retirement Village for person in need who are over 65. ::b) To raise funds by membership subscription, commercial and residential rents, donations, gifts and voluntary work, for the purpose of providing direct relief of poverty, distress, misfortune or helplessness. ::c) To maintain the important heritage and ongoing viability of the Old Colonists' Association. (Revised Rules of the Old Colonists' Association of Ballarat Inc., 2016) Mr and Mrs Fred John and Matilda Anne Williams of Melbourne made a generous donation to enable this cottage to be built. It was opened in their presence in 1925. Fred John Williams was the son of John Williams and Thomassina Whilley. Together with his brother Frank Williams, Fred Williams was the proprietor of J. Williams and Sons. The brothers took over the business when their father, John Williams, retired in January 1893. In 1918 Fred Williams left Ballarat for Melbourne, at which time he was described as someone who had ‘tried to benefit the whole of Ballarat’. He was highly involved with the Forward Ballarat Movement At the time of his death in February 1926 at Lorne F.J. Williams was a partner in the firm Williams Shoemen Pty. Ltd.
