In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. Black Rock House was built in 1858 by wealthy land dealer and politician Charles Hobson Ebden as a holiday home on 112 acres of virgin scrub, taking in the area of present day Balcombe Road, Beach Road and the line of Keating Street. The house included four bedrooms, a cellar, stables and a courtyard enclosed in castle-like sandstone walls. Customs duties were a means of raising revenue between the 1850’s and Federation. They were first introduced by NSW in November 1854 after it was separated from the colony of Victoria three years earlier. J P Hanify was appointed as sub-collector at Belvoir, the official name present day Wodonga at that time. Wodonga Customs House was built near the end of Union Bridge over the Murray River in 1859 Tariffs or customs duties greatly angered residents and it was little wonder the customs officer of the day was always an unpopular man. Tariffs had to be paid on articles such as tobacco, many food items and new clothing that were carried across the Border. The range of items was extended over time, leading to some farmers even swimming their livestock across the river to avoid duties at the Customs house. The levying of duties ended with Federation in 1901. Francis Cobham depicted in this photograph, took up the position of Customs officer in 1867 and remained there until his retirement in 1890. The building was originally a 2 roomed custom house in 1856 but was extended to provide living quarters for the Cobham family while a nearby cottage became the Customs house. Draft Minutes of a meeting held on 30/01/1974. The Steering Committee (Legatees Quale, Chair, Berg, Rodgers and Trebilcock) had been formed to look into the issue of what to do with Blamey House, Stanhope and Harelands in light of the issues raised in a report by the Residences Review Sub-Committee (Cat.No.01674) in 1972. The Steering Committee favoured the demolition of Blamey House to build units to accommodate senior students and ultimately widows, and the eventual sale of Harelands with a transfer of residents to Stanhope. Black and white photocopies of articles and information about the first Blamey House owned by Legacy between 1947 and 1956. It includes articles about the opening in November 1949 with Sir Thomas Blamey in attendance. It shows the property was described as "a home, a huge rambling weatherboard house with a swimming pool, flood-lit tennis court, and four acres of beautifully kept lawns and gardens." The title deed was handed over to Legacy by Sir Robert Knox, the chairman of trustees of Blamey House, Melbourne (the servicemen hostel that had been operating during the war). Other pages show the property had been built in 1930 as a holiday home for Toorak business man Mr Arthur Jack and his wife Ms Langlands-Jack. It was sold to James Picken by 1941 and it was known as 'Mossgiel'. The Pickens remained owners until 1947 when it was purchased on behalf of Legacy with money donated by the Blamey House Trustees (the servicemen hostel that operated during the war) to be used as a toddlers and childrens' home. When Legacy no longer required the property it was sold to the Beaumaris RSL (or it's precursor RSSALIA) as its clubrooms. There was controversy in 2015 when it was sold to developers for housing. Mrs Beatrice Higgins, nee Shuter, was the secretary of the Malvern branch of the Guild since 2 July 1907.George Higgins, a graduate of the University of Melbourne, was a Lecturer in Surveying, Civil Engineering and Hydraulic Engineering 1907-1910 and in Civil Engineering 1911-1921 at that institution. The Shuters were supporters of the Mission. Widows are sitting around chatting in the club rooms at Legacy House next to a table of craft items. This was the one of the Annual Art and Craft Exhibitions that was run by the widows club. The items could be sold at trading tables and at the table outside Legacy House during Badge Week in September to raise funds. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022).
